Health Policy, Trade Wars and Big Corn Yields: What the 2025 Ag Agenda Could Mean for Food Prices

An August 2025 agricultural-policy discussion connected produce access, tariff worries and a large USDA corn forecast. Its figures were projections and attributed estimates, not current results.

An August 2025 Agri-Pulse Newsmakers episode put three issues with potential effects on household food costs and farm finances in the same conversation: produce-access proposals, unsettled trade policy, and a USDA forecast for a record-sized corn crop. The figures and expectations below describe the situation at the time—not current prices, final harvest results, or policies shown to have taken effect.

What the August 2025 discussion covered

Successful Farming’s August 16, 2025, report on an Agri-Pulse Newsmakers episode recorded August 15 brought together comments on health policy, agricultural trade and crop markets. The connections matter to personal finances because policy can affect who pays for food, tariffs can raise costs for some imports and farm inputs, and large crops can put downward pressure on commodity prices.

The episode was a snapshot of expectations, not a report on eventual outcomes. Its speakers described trade negotiations and tariff effects as unsettled, and the corn figures were USDA forecasts made before the 2025 harvest was complete.

What produce-access proposals were on the table?

Recommendations, not adopted policy

Cathy Burns, president and CEO of the International Fresh Produce Association (IFPA), described recommendations her organization had made ahead of an anticipated MAHA Commission report. They included produce prescriptions through Medicare, Medicaid and the VA; broader fruit and vegetable programs in schools; and SNAP incentives for buying fruits and vegetables. These were IFPA’s proposals as reported in the episode, not evidence that the programs had been enacted.

Burns also discussed recommendations involving crop insurance and regenerative agriculture. On labor, she called for H-2A reform and argued that pressure on the workforce threatens fresh-produce production and farm viability. Her broader case was that access to fruits and vegetables is a health-policy issue as well as an agricultural one: “Americans cannot be healthy without consuming fruits and vegetables.”

Why produce policy can reach household budgets

Incentives that help people afford produce address the purchasing side of the market; labor, crop insurance and other farm policies address conditions that affect production. Those mechanisms are not interchangeable, and the episode did not establish what their eventual effects on food access, farm costs or prices would be. Burns’s recommendations should therefore be read as advocacy, not as a forecast of household savings.

Why tariffs raised concern about grocery prices

Seasonal imports and possible cost increases

Burns expected tariffs to raise fresh-produce prices, with the greatest pressure potentially falling in winter and early spring, when domestic production is more limited. She also pointed to input and packaging costs as possible sources of additional pressure. Her statement—“There are real consequences for what’s happening as it relates to the impact of tariffs”—was an expectation about effects, not a report of measured price changes.

To illustrate rising production costs, Burns said an apple bin that cost $84 to produce a decade earlier cost $191 at the time of the interview. She also said labor represented 50% of fresh-produce expenses. The episode did not provide an underlying study for either figure, so both are her attributed examples and should not be treated as independently established industry-wide measures.

Burns cited a rise in U.S. fruit imports from 50% in 2007 to 60% in 2021, and in vegetable imports from 20% to 38% over the same comparison. The episode did not identify the underlying dataset for these figures. They offer context for why import costs could matter, but do not measure how much a particular tariff would change a shopper’s bill.

Price estimates were projections, not outcomes

Burns relayed an estimate that fresh-produce prices could rise as much as 5%, compared with about 2.6% for overall groceries, and cited Yale Budget Lab estimates of food-price increases of 3.2% in the short term and 2.9% in the long run. These were estimates discussed in the August 2025 episode, not realized increases. The transcript wording does not clearly establish the time horizon attached to the 3.2% estimate, so it should not be assigned a more precise period.

What USDA’s 2025 corn forecast suggested—and what it did not

The episode reported USDA’s August 2025 projection of 16.7 billion bushels of U.S. corn, with an average yield of 188.8 bushels per acre. The projected yield was 9.5 bushels per acre above the previous year’s crop, and corn stocks were projected at just over 2 billion bushels. USDA’s projected season-average price was $3.90 per bushel, compared with $4.30 per bushel cited for the 2024 crop. Every figure here is a forecast or comparison as reported at the time, not a final result or a current market quote.

Dan Basse, president of Ag Resource Company, characterized the outlook as a mixed one: lower corn prices can squeeze growers while making feed less expensive for livestock producers. That is a way to understand competing exposures, not a measured account of what any individual farm or consumer experienced. A projected crop size alone cannot establish how retail food prices will move.

Why export markets remained uncertain

Soybeans and China

Basse said there were no U.S. soybean sales on the books to China at the time of the interview, while describing Chinese buying from Brazil. He said Brazil had sold about 6.5 million metric tons of soybeans to China for October. His concern was captured in his August 2025 comment: “I’m becoming more and more concerned that China’s a no show in the US export scene, at least for soybeans.” Those remarks describe a market assessment from that moment, not a current export update or proof of what happened later.

The uncertainty matters because exports are part of the market for U.S. farm production. Becky Rasdall Vargas, senior vice president at the International Dairy Foods Association, said U.S. agriculture exports about 18% of what the country produces. That figure was her episode remark; the report did not identify its underlying calculation.

Trade talks, dairy and port fees

The episode’s dairy and agricultural guests discussed USMCA obligations, tariff negotiations and possible port-fee effects. They did not establish what the negotiations would produce, whether agriculture would receive exemptions, or how port fees would affect prices and trade. Vargas described the value of continuing discussions cautiously: “it’s certainly better to have something to be talking about and working towards.”

For households, the key distinction is between an announced or discussed trade measure and a price change that has actually reached a store. The episode raised potential channels for costs and exports; it did not quantify a final effect on consumer budgets.
