No confirmed zero balance is established here. FEMA has described a funding restriction that applies when the Disaster Relief Fund (DRF) is projected to be insufficient for all Stafford Act requirements. Under Immediate Needs Funding (INF), urgent, life-saving response and recovery take priority, while certain new non-urgent obligations can pause. That can constrain or delay some recovery funding without stopping every FEMA response or payment.
What the Disaster Relief Fund pays for
The DRF is FEMA’s appropriation for eligible response and recovery work under the Stafford Act. It supports authorized federal assistance and eligible actions by state, territorial, tribal, and local governments when a disaster overwhelms their resources. FEMA lists public infrastructure repair, hazard mitigation, and financial help for eligible survivors among its uses. FEMA’s monthly DRF report page explains the fund’s scope.
What “insufficient” means in practice
A projected shortfall is not the same as a confirmed zero balance. FEMA says that when the DRF is projected to be insufficient for all Stafford Act requirements, it must prioritize life-saving and life-sustaining activities. Under INF, FEMA says urgent response and recovery efforts continue without interruption, while new obligations not needed for life-saving and life-sustaining work are paused. The restriction therefore concerns what FEMA can newly commit funds to, not a declaration that every response or payment has stopped.
Obligated funds and new commitments are different
An obligation is a commitment of funds to an approved purpose; it is not the same as money remaining available for new awards. Oregon’s emergency-management office said on April 30, 2026, that Public Assistance funds already obligated remained available for drawdown at that time, subject to FEMA systems functioning. That report is a dated, state-specific description, not a guarantee that every previously approved payment or program will be unaffected.

What happened in 2026
- April 23: FEMA said a lapse in appropriations had “drastically depleted” the DRF. In the same advisory, it announced more than $585 million for 137 Public Assistance recovery projects, demonstrating that recovery funding was still being announced on that date. Read FEMA’s April 23 advisory.
- April 30: Oregon’s Department of Emergency Management reported that FEMA activated INF after the DRF fell below a $3 billion threshold during the appropriations lapse. Oregon said the restriction prioritized lifesaving, life-sustaining, and critical ongoing operations, while limiting non-urgent recovery obligations and affecting several grant programs. - September 3: FEMA’s reports index lists a September 2026 DRF report dated September 3. The index describes monthly reports as including funding summaries and an estimated exhaustion date, but the detailed September report data is not available here. Check FEMA’s DRF monthly-report index.
Because the latest listed detailed report could not be verified, the April figures and statements should not be treated as FEMA’s current balance or current exhaustion forecast as of October 4, 2026.
How to interpret reported balance figures
The Associated Press reported in 2026 that FEMA external affairs official Barton said about $3.6 billion remained in the fund. That is a dated secondary report, not a verified October 2026 balance. AP also reported that a DHS appropriations bill would have replenished the fund by about $26 billion; that figure describes a proposed bill, not an enacted appropriation. For a useful comparison, distinguish a reported balance from a projection of when funds may be exhausted, and both from a confirmed zero balance. Also distinguish already obligated funds from money available for new obligations. The available September report listing does not establish a current account-level balance or the latest drawdown status.

H.R. 10486, the Relief Without Delay Act, was introduced on September 17, 2026. Its text proposes continuing DRF-funded relief, recovery, and mitigation operations during a lapse in appropriations and preserving unobligated balances for expenditure.
