These were campaign pledges announced before the 2024 Assembly election—not enacted law or proof that benefits were delivered.
What Congress promised in Haryana
Congress announced seven headline guarantees on 18 September 2024. Its president, Mallikarjun Kharge, said the promises would be fulfilled after a Congress government was formed. That was a campaign commitment, not evidence of subsequent implementation. Akashvani News reported the launch-day announcement.
The launch report listed these guarantees and related promises:
- A legal guarantee for farmers’ minimum support price (MSP).
- A caste survey.
- 300 units of electricity per family.
- Two lakh recruitments.
- Restoration of the old pension scheme.
- ₹2,000 per month for women.
- LPG cylinders for ₹500.
- Monthly pensions of ₹6,000 for widows, older people and people with disabilities.
- Free medical treatment up to ₹25 lakh, immediate crop compensation and housing-related commitments.
The announcement and the later manifesto summary do not describe every measure identically. Treat these as reported campaign proposals, rather than combining differences into one definitive programme.

What the proposed caste survey was meant to do
Kharge said a caste survey would help show where communities stood in welfare schemes and measure their participation in education and jobs. That explains the party’s stated rationale; the available announcement does not set out a settled survey methodology or specify what policies would follow from its findings.
What Congress said about MSP and farmers
The later manifesto summary described the MSP pledge as a legal guarantee and also listed immediate crop compensation, a proposed farmer commission and diesel subsidies. The Economic Times’ 28 September 2024 summary reported these agriculture-related proposals.

The reporting does not provide a draft law, crop-by-crop rules, a procurement design, enforcement details or a fiscal estimate. It therefore establishes what Congress promised, but not how a legal guarantee would have worked in practice or what it would have cost.
How the later manifesto summary elaborated the pledges
The 28 September manifesto summary described a monthly ₹2,000 payment for women aged 18–60, a caste-based survey, raising the creamy-layer income limit to ₹10 lakh, a legal MSP guarantee, crop compensation, a farmer commission, diesel subsidies and two lakh permanent jobs, among other measures. These are proposed amounts, thresholds and counts in the party’s platform—not independently verified results.

The launch-day report and later summary differ in some wording and detail. For example, the later summary specifies the women’s age range and describes the jobs as permanent, while the launch report lists a broader set of guarantees and related measures. The distinction matters when assessing what was actually stated at each point in the campaign.

The manifesto report said Haryana’s 90-member Assembly election was scheduled for 5 October 2024, with counting on 8 October. The Election Commission of India’s statistical-report index lists Haryana 2024 reports, but the cited material here does not establish the result or the later implementation status of these pledges.

The Election Commission describes manifestos as a public reference for comparing parties’ ideologies, policies and programmes. Voters can use that framework to compare the exact promise, who would qualify, the proposed legal or administrative mechanism, any announced funding, and evidence of delivery. For the MSP proposal in particular, the available campaign reporting does not give enough detail to assess its fiscal feasibility or implementation mechanism.
