The available reporting confirms approval, but does not establish whether construction has started or the project has been completed.
What does the Joondalup upgrade involve?
The proposal concerns the Harvey Norman store in Joondalup, Western Australia. PerthNow reported the project value as $25 million; that is the reported proposal value, not a verified final construction cost.
The plans add 3,000 square metres of floor area to the store, bringing its total reported floor space to 10,000 square metres. They also include a new white-goods showroom and a multi-deck carpark. PerthNow described the development as the store’s first significant upgrade. The store was built in 1998, according to the approval report.
How did the proposal change between announcement and approval?
The reported carpark capacity differs between the two project stages. Keep the figures attached to their respective reports rather than treating them as interchangeable:

The reports establish that the approval coverage described 186 spaces after the June proposal report had described 143 bays. They do not explain the reason for the difference, so the figures should not be combined or presented as a confirmed final capacity without further evidence.
What did planners approve?
PerthNow reported that the Outer Metro Development Assessment Panel unanimously approved the proposal on 21 August 2024. Deputy presiding member Neema Preji, quoted in the report, said: “The applicant has listened to the design review panel and has done extensive work. The studies show good parking and there’s no traffic problems or issues.”

The approval report also described a design condition: the perforated steel facade was to include high-quality artwork, with the City of Joondalup to approve the artwork before installation.
What is known about jobs and the project rationale?
Harvey Norman construction manager Brendan Cook estimated that the development could create 15 to 25 additional jobs, according to PerthNow’s August report. This is an expectation attributed to Cook, not a verified count of jobs created.

Development documents quoted in PerthNow’s June report said: “The development will support further development and growth in the region.” That is the applicant’s stated rationale, not an independent finding about the project’s economic effects.
What happened to the earlier upgrade proposal?
PerthNow reported that a similar upgrade proposal received approval in 2015 but was not acted on, and that its approval later lapsed. The 2024 approval is therefore a new planning milestone; it does not by itself show that construction followed.

Has construction started, or is the upgrade finished?
The sources establish approval in August 2024, but do not establish a construction start date or completion. They therefore do not support saying that the store is currently being upgraded or that the work has finished. The Western Australian Planning Commission and Department of Planning, Lands and Heritage published an Outer Metro Development Assessment Panel agenda dated 21 August 2024; PerthNow’s report is the source for the reported approval outcome and project details.
