What was the tariff threat?
The EU’s 2018 rebalancing measure placed an additional 25 percentage points on certain motorcycles imported from the United States, on top of the conventional 6% duty. That produced a 31% total rate. A second 25-point increase was scheduled for 2021, which would have brought the total to 56%, but that stage was suspended before it took effect, according to the Court of Justice of the European Union’s 2024 case record.

These are historical rates and scenarios, not a statement of the current EU tariff. Harley-Davidson’s second-quarter 2024 filing said it expected the reduced 6% total rate to remain in place under the suspension through March 31, 2025. Why could renewed tariffs matter to Harley-Davidson?
A tariff raises the import duty on covered goods. If the additional EU duty returned, it could increase the cost of affected U.S.-origin motorcycles entering the EU. The ultimate effect on prices, margins, or demand would depend on how the company and its distribution chain handled the added cost; the available filings do not quantify those outcomes.

In its third-quarter 2024 filing, Harley-Davidson discussed the suspension’s expiry risk and gave an expected 2024 Harley-Davidson Motor Company (HDMC) operating margin of 7.5%–8.5%. What do the sales figures say—and not say?
Harley-Davidson reported that worldwide retail sales of new motorcycles fell 7.1% in 2024 compared with 2023. It also reported a 5.0% share of new European registrations for motorcycles above 601cc in 2024, up 0.2 percentage points from the prior year. What happened after the 2024 warning?
Harley-Davidson’s 2025 Form 10-K reports a separate tariff-related development: on February 23, 2026, the company received a €35 million refund after a favorable judgment on an appeal. The dispute concerned temporary extended reliance on the 6% rate for certain Thailand-produced motorcycles ordered before April 19, 2021. The filing says the benefit affects first-quarter 2026 results. The December 2024 headline alone does not answer that. The cited company filings establish the suspension and the company’s expectation at the time that the reduced rate would continue through March 31, 2025; they do not verify the rate currently in force. Anyone making a present-day cost or pricing decision should check current EU customs guidance for the specific motorcycle’s origin and classification rather than rely on the old suspension date or the separate Thailand-origin refund.
