U.S. prosecutors allege that British national Kai West operated the online identity “IntelBroker” and helped infiltrate computer systems, market stolen data and cause more than $25 million in victim losses or damages. West, 25 when the charges were announced, was arrested in France in February 2025. The United States said it was seeking his extradition.
The case remains an accusation, not a conviction. West is presumed innocent unless proven guilty in court.

What the U.S. is alleging
On June 25, 2025, the U.S. Attorney’s Office for the Southern District of New York announced a four-count indictment and criminal complaint against West, identifying him as “IntelBroker” and “Kyle Northern.” The government alleges that West and co-conspirators compromised computer networks, copied information and advertised or distributed the data through an online cybercrime forum.

The Justice Department’s analysis of public posts focused largely on January 2023 through February 2025. Those are different time frames: the first describes the broader alleged conduct, while the second concerns the posts prosecutors reviewed.

The DOJ release calls the forum “Forum-1.” Reuters reported that French media identified it as BreachForums, and TechCrunch said details in the complaint appeared to point to that platform. That identification comes from secondary reporting, not the DOJ’s public naming of the forum.
Such forums can act as marketplaces and reputation systems. Users may advertise stolen information, sell access, negotiate privately or exchange material for forum credits. A post described as “free” therefore does not necessarily mean the poster received no benefit.

- Conspiracy to commit computer intrusions: Prosecutors allege West agreed with others to gain unauthorized access to computer systems.
- Conspiracy to commit wire fraud: This alleges an agreement to use electronic communications as part of a fraudulent scheme.
- Accessing a protected computer to obtain information: This charge concerns allegedly obtaining information from a computer protected under federal law.
- Wire fraud: Prosecutors allege electronic communications were used to carry out a scheme to defraud.
The DOJ said the computer-intrusion conspiracy and protected-computer count each carry a statutory maximum of five years in prison. The two wire-fraud counts each carry a maximum of 20 years. That produces a theoretical aggregate maximum of 50 years, but it is not a sentence imposed on West, a prediction of the outcome or proof that the terms would run consecutively. Sentencing would depend on the charges proven, federal sentencing rules and the court’s decisions.
An indictment is a formal accusation approved by a grand jury. It does not establish that the allegations are true.
What the numbers mean
The figures in the government’s announcement measure different things and should not be treated as interchangeable.
Rank #3
| Figure | What prosecutors say it represents | What it does not establish |
|---|---|---|
| Approximately 158 threads | Public posts reviewed by the government | 158 confirmed breaches or completed sales |
| Approximately 41 posts | Offers to sell hacked data between 2023 and 2025 | 41 completed transactions |
| Approximately 117 posts | Offers of data for free or for forum credits | No benefit to the poster |
| At least approximately $2.467 million | Asking prices stated in about 16 public posts | Money actually received |
| At least approximately $2 million | Amount prosecutors say the group sought from sales | Proven revenue or profit |
| More than $25 million | Alleged losses or damages reported by victims to the FBI | Ransom, revenue or an exact final loss figure |
At least 25 posts reportedly invited private negotiations, and at least 46 indicated cooperation with another forum user. At least 41 of the reviewed posts concerned companies based in the United States.

Victims and the allegedly exposed information
The DOJ described alleged victims including a U.S.-based telecommunications provider, a municipal healthcare provider, an internet service provider and more than 40 additional victims worldwide.
In the healthcare example, prosecutors alleged that advertised information included patients’ names, Social Security numbers, dates of birth, genders, health-plan information and employer information. That description applies to the particular municipal healthcare-provider allegation; it does not mean every alleged victim had all of those data categories exposed.

The case illustrates why a breach can create personal-finance consequences even when an attacker’s primary goal is resale. Stolen identity information may support fraudulent account applications, targeted phishing, impersonation or attempts to reset existing accounts. A claimed breach, however, is not automatically a verified breach, and an online post is not by itself proof that every advertised record was authentic.
How investigators allegedly connected West to IntelBroker
The FBI complaint describes several attribution elements. According to the complaint, investigators found personal and financial records in an email account allegedly connected to West, identified overlap between internet addresses used for IntelBroker profiles and accounts associated with West, and examined activity involving email accounts and online content linked to the identity.

The defense could contest identity, attribution, the interpretation of the records and the scope of any alleged conspiracy.

Arrest in France and case status
Case status based on the latest authoritative material located for this article: The DOJ announced the charges in June 2025 and said the United States was seeking West’s extradition from France after his February 2025 arrest. A later verified public update establishing surrender, arraignment, a plea, trial or conviction was not located in the supplied research.
That is a status qualification, not a claim that no later court activity exists. Extradition proceedings are separate from the U.S. criminal prosecution and can involve decisions by French authorities and courts.
If West were surrendered, he would be expected to appear before the U.S. District Court for the Southern District of New York. The DOJ announcement says the case was assigned to U.S. District Judge Katherine Polk Failla. The defense could challenge extradition, identity, jurisdiction, venue or the government’s evidence. The case could ultimately proceed to trial, result in a plea, see some counts dismissed or end through another negotiated resolution.
What individuals should do if they suspect exposure
- Change reused passwords, beginning with email, banking and payment accounts. Use a password manager and unique passwords.
- Enable multifactor authentication, preferably with passkeys or phishing-resistant security keys where available.
- Review bank, card, credit-report and account-recovery activity for unfamiliar changes.
- Be cautious with messages claiming to help recover money or remove leaked data. Criminal-market “removal” services may be fraudulent or unable to eliminate copies.
- Use a reputable breach-notification service to check whether an email address appears in known incidents, but do not treat a clean result as proof that no compromise occurred.
If Social Security numbers or other identity information may be involved, consider a credit freeze or fraud alert through the major credit bureaus and follow guidance from the affected organization or relevant government agencies.
What organizations can learn
Organizations should review internet-exposed systems, cloud-storage permissions, privileged-account access and credential reuse. They should maintain an incident-response plan, preserve logs and evidence, and coordinate with counsel, insurers, qualified incident responders and law enforcement when a compromise is suspected.
Threat-intelligence and monitoring services can help larger organizations identify exposed credentials or criminal-market references, while managed detection and response may be more practical for smaller businesses. These tools are not substitutes for containment, investigation or legally required breach notification.
