H.R. 5345 Would Give Social Security Identity-Theft Victims a Case Contact—but It Is Not Yet Confirmed as Law

H.R. 5345 proposes a trained SSA point of contact for cases involving misused Social Security account numbers. Its reported Senate passage is not reflected in the Congress.gov record reviewed.

H.R. 5345 proposes giving people whose Social Security account numbers have been misused a trained point of contact at the Social Security Administration (SSA) to track their case and coordinate with specialized units. It is not simply a new public hotline. The bill’s status is also unclear: an October 1, 2026 report says the Senate passed it, but the Congress.gov record reviewed still shows it referred to the Senate Finance Committee. Do not assume the proposal is law or that the contact service is available.

What H.R. 5345 would do

The Improving Social Security’s Service to Victims of Identity Theft Act would require SSA to provide a single point of contact to a person whose Social Security account number has been misused. The contact would come from a specially trained team or subset of employees, track the matter through completion, and coordinate with specialized SSA units.

That design addresses a case-navigation problem: instead of having to restart the explanation with different SSA offices, an affected person would have one contact responsible for following the case. The bill summary does not establish a new dedicated public telephone number or say that the proposed service is operating.

Is the bill law yet?

The official Congress.gov bill page identifies Rep. David Kustoff as the sponsor and lists House passage by voice vote on December 1, 2025. Its latest action shown is that the bill was received in the Senate and referred to the Senate Finance Committee on December 2, 2025; the displayed status is “Passed House.”

An October 1, 2026 article republished by AOL reports that the Senate passed H.R. 5345 unanimously on September 17, 2026, and says it was awaiting presidential action. That reported Senate vote conflicts with the Congress.gov record inspected, which does not show the later action. Until an updated official legislative record confirms the bill’s progress, its enactment and implementation cannot be verified. The report also attributes this statement to Kustoff: “Victims of identity theft deserve clear, consistent support rather than getting lost in a maze of federal bureaucracy.”

Where to report a problem now

SSA distinguishes fraud involving its programs from identity theft in which someone uses personal information for other business. Use the route that fits the problem; if it involves both, the two routes may both be relevant.

Someone uses personal information, including an SSN, to get a loan or job, file a tax return, or conduct other business SSA directs people to the FTC’s IdentityTheft.gov. The proposal concerns misuse of a Social Security account number; it is not described as replacing the FTC route.

Report suspected fraud in SSA or SSI programs

SSA’s fraud FAQ lists an anonymous OIG hotline at 1-800-269-0271, or TTY 1-866-501-2101. The listed hours are 10 a.m. to 2 p.m. Eastern, Monday through Friday, excluding federal holidays. The FAQ also provides fax and mail reporting options.

Respond to broader identity theft

If someone has used your information to obtain credit, work, file taxes, or conduct other business, start with the FTC’s IdentityTheft.gov process, as SSA directs. That route is distinct from reporting suspected fraud in Social Security or SSI programs to OIG.

Protect yourself from SSA impostors

SSA says it will not ask for sensitive or personal information through social media, email, or text message. Be cautious with unexpected messages and official-looking badges or credentials. To check a claim or find contact information, start from SSA’s official website rather than replying to an unsolicited contact. See SSA’s Protect Yourself from Social Security Scams guidance.
