GSTR-9 is the GST annual return; GSTR-9C is a self-certified reconciliation statement filed along with it when aggregate turnover exceeds ₹5 crore in a financial year. Under the current Rule 80 text, the threshold and filing requirements are subject to specified exclusions. The forms do different jobs, so a taxpayer required to file GSTR-9C does not file it instead of GSTR-9.

GSTR-9 vs GSTR-9C: the difference

Do I need to file GSTR-9 or GSTR-9C?

Start with whether you fall within the registered-person class covered by Rule 80 and whether an exclusion applies. If you are required to file the annual return and your aggregate turnover for that financial year is above the prescribed threshold, the requirement is generally GSTR-9 plus GSTR-9C—not a choice between them.

  1. Identify the financial year for which you are filing.
  2. Work out your aggregate turnover for that financial year using the applicable GST rules.
  3. Check whether you fall into an excluded category under Rule 80.
  4. If you are within the GSTR-9 filing class, file the annual return. If your aggregate turnover exceeds ₹5 crore and no applicable exclusion removes the requirement, also file the self-certified GSTR-9C with it.
  5. Check the official notifications for any deadline extension applying to that financial year.

Rule 80 excludes specified categories, including input service distributors, persons paying tax under section 51 or section 52, casual taxable persons, and non-resident taxable persons. These categories and edge cases should be assessed against the rule rather than inferred from turnover alone. See the current Rule 80 text.

What is the turnover limit for GSTR-9C?

The current Rule 80 threshold is aggregate turnover exceeding ₹5 crore during a financial year. This is the threshold stated in the Government of India’s current CGST Rules text, retrieved in 2026; it is not a ₹5 crore-or-more test. A taxpayer at exactly ₹5 crore does not exceed that amount, though other return obligations and exclusions still need to be considered.

Aggregate turnover is the measure named in the rule, not simply the taxable sales figure for one GST registration. Use the statutory definition and applicable facts for the business; do not substitute a narrower figure without checking the rule.

Is GSTR-9C still a GST audit?

Under the current framework, GSTR-9C is self-certified; it is not the former audited-accounts and duly certified reconciliation-statement requirement. CBIC Circular 246/03/2025-GST explains that before August 1, 2021, the rule required audited accounts and a duly certified reconciliation statement above ₹2 crore. From August 1, 2021, the rule instead provides for a self-certified GSTR-9C when aggregate turnover exceeds ₹5 crore.

That historical ₹2 crore threshold should not be used as current guidance. The change and its effective date are set out in the CBIC Circular 246/03/2025-GST.

When are GSTR-9 and GSTR-9C due?

Rule 80 sets the standard deadline as December 31 following the end of the financial year. The Government of India’s current rule text, retrieved in 2026, gives that date for the annual return and the accompanying reconciliation statement. For a specific year, check for a later notification extending the deadline; the standard rule date alone does not establish whether an extension has been granted.
