GST Registration Threshold in India: When Must a Small Business Register?

A GST registration decision depends on the applicable supply type, location, and any turnover-independent rules. Composition Scheme limits are separate, and the GST Portal guide sets out application timing—not the threshold.

The current turnover amount at which an Indian small business must register for GST cannot be established from the official material available here. It also does not establish the turnover-independent categories that may require registration or the exceptions to those rules. Do not rely on a guessed threshold—or on Composition Scheme limits—to decide whether your business must register.

What determines whether a small business must register?

A registration-threshold check is not just a comparison between annual turnover and one nationwide figure. The relevant threshold comparison must account for the nature of the business’s supplies and the state or union territory relevant under the applicable notification. The official material available here does not establish the current amounts or the state groupings, so it cannot support a reliable numerical answer.

There is a second issue: some registration rules may apply regardless of turnover, subject to exceptions. The available official material does not verify which categories currently fall under those rules or which exceptions apply. A business below a turnover threshold should therefore not assume that it is exempt without checking those provisions too.

Why the business’s location and supplies matter

Before checking a threshold, identify the state or union territory relevant to the business and what it supplies. A goods-only business, a service business, and one making mixed supplies should not be treated as interchangeable when assessing GST rules. The applicable legal notification must be checked for the relevant supply type and location; a figure found without those qualifications may not answer the business’s situation.

Why there is no safe amount to quote here

The GST Portal’s normal-taxpayer guide explains how to begin an application, but it does not establish the current registration threshold. The available official material also does not verify the current compulsory-registration categories or their exceptions. Without those pieces, stating a turnover amount or giving a definite “must register” rule would risk misleading businesses.

Do not confuse registration with the Composition Scheme

The GST Portal Welcome Kit discusses turnover limits for eligibility to use the Composition Scheme. It distinguishes goods-only businesses from businesses supplying services or making mixed supplies, and notes that listed special category states decide their scheme limits. Those are eligibility rules for a particular tax scheme—not the threshold for deciding whether registration is required.

Keep the questions separate:

  • Registration: Is the business required to register under the applicable threshold or a compulsory-registration rule?
  • Composition Scheme: If the business is registered or is considering registration, does it meet the separate eligibility rules for that scheme?

A Composition Scheme limit cannot be substituted for a registration threshold, even if both rules refer to turnover or distinguish types of supply.

How to check your position before deciding

  1. Identify the relevant location. Establish the state or union territory that must be considered for the business’s registration-threshold assessment.
  2. Classify the supplies. Determine whether the business supplies goods, services, or both. Do not assume that a rule for one supply type applies to another.
  3. Check the current threshold rule. Consult current primary legislation and the applicable notifications for the relevant location and supply type. Confirm that the figure and any state grouping apply to the period and facts in question.
  4. Check turnover-independent rules and exceptions. Review whether the business falls into a category that may require registration regardless of turnover, and whether an exception applies. The threshold comparison alone may not settle the question.
  5. Keep scheme eligibility separate. Only after addressing registration should you assess whether the Composition Scheme is available and appropriate under its distinct rules.
  6. Get advice if the facts are unclear. If the business has mixed supplies, operates across locations, or may fit a compulsory-registration category, confirm its position with a qualified GST professional before treating it as exempt.

If registration is required, timing matters

The GST Portal guide says a PAN is mandatory for GST registration and explains that a normal taxpayer starts the application through the portal. It also describes the consequence of applying after liability arises: if a normal taxpayer applies within 30 days, registration is effective from the date liability arises. If the application is late, the liability date remains unchanged, but registration takes effect from the date it is granted.

This distinction matters because the application date does not, by itself, move the date on which liability arose. Once you establish that registration is required, use the portal’s normal-taxpayer guide for the application process and pay attention to the timing rule it describes. The guide explains application mechanics; it does not determine whether a particular business has crossed the applicable threshold or falls within a compulsory-registration category.

A practical decision record for a small business

Keep a short record of the facts and rules used to reach the decision. It makes the analysis easier to revisit if the business’s activities or location change, and helps a tax professional check the conclusion.

  • The business’s relevant state or union territory.
  • Whether its supplies are goods, services, or mixed.
  • The current primary legislation and notification consulted, including the relevant effective period.
  • The applicable threshold comparison and any state-specific qualification, once verified.
  • The compulsory-registration categories and exceptions checked.
  • The date liability arises if registration is required, and the date the application is submitted.

If you cannot verify the applicable threshold and compulsory-registration rules from current official legal material, do not treat an unconfirmed amount, a Composition Scheme limit, or a general rule of thumb as a basis for deciding that registration is unnecessary.
