Whether your small business must register for GST in India depends on more than turnover alone. Check your PAN-based aggregate turnover, the nature and location of your supplies, applicable exemptions, and any compulsory-registration rule that applies to your business. If registration is required, apply online through the GST Portal; the general deadline is 30 days after liability arises. The official material reviewed does not establish a complete current state-by-state threshold table or a current government fee schedule, so neither a single threshold nor a registration price should be treated as universal.
This guide is for businesses in India. GST rules and portal workflows can change; confirm the current law, notifications, and portal instructions for your circumstances before relying on a threshold or submitting an application.
How to tell whether your business needs GST registration
Start with the CGST Act, not a generic turnover figure. Section 22 addresses registration liability based on aggregate turnover and statutory conditions. Section 24 identifies categories that may require registration regardless of the general threshold, subject to the Act and applicable notifications. Section 23 provides exclusions for people exclusively supplying non-taxable or wholly exempt goods or services and for agriculturists to the extent stated there.
Check turnover and business facts together
- Aggregate turnover is PAN-based. Assess the relevant turnover against the same PAN, rather than looking only at one shop, product line, or state in isolation.
- The applicable threshold is not necessarily the same for every business. It can depend on the nature of supplies, the state or Union territory, and applicable notifications.
- Check for compulsory-registration categories and exemptions. A threshold comparison by itself may not settle the question.
- Review unusual or multi-state activity carefully. Inter-state supplies, sales through a marketplace, or operations in more than one state can make the answer fact-specific.
The CBIC FAQ explains the general concepts but includes historical threshold examples. Those examples should not be used as a complete current state-by-state guide. The official material reviewed here does not establish a current threshold matrix for every state and business type; check the current notifications and rules that apply to your exact supplies and location.

What to prepare before applying
Applications are filed online on the GST Portal. Gather the information and evidence before starting so you can complete the portal’s business and premises sections consistently.
- PAN: mandatory for the application.
- Contact details: an email address for the primary authorized signatory and an Indian mobile number. The portal sends separate OTPs to the contact channels entered in Part A.
- Business and stakeholder details: information for the business, promoters or partners, authorized signatory, goods or services, and principal and additional places of business, as relevant.
- Premises evidence: for owned premises, the portal guide gives examples such as a property tax receipt, municipal khata copy, or electricity bill. For rented or leased premises, it gives a valid rent or lease agreement together with evidence supporting the lessor’s ownership.
Document needs can vary with the applicant’s legal constitution and premises arrangement. Use the portal’s instructions for the specific application rather than assuming that one proof document is sufficient in every case.

How to apply on the GST Portal
- Open the GST Portal and select Services > Registration > New Registration.
- In Part A, select the taxpayer type and enter the state and district, legal name as recorded against PAN, PAN, primary authorized signatory email, and Indian mobile number. Complete the OTP checks sent to the listed contact channels.
- Complete Part B. The portal guide identifies sections for business details, promoters or partners, authorized signatory, principal and additional places of business, goods and services, state-specific information, Aadhaar authentication, and verification. Select a primary authorized signatory.
- Enter the requested information and upload the supporting documents, including premises evidence that fits your ownership or rental arrangement.
- Complete the authentication and verification route shown for your application. Depending on the case, this may involve Aadhaar OTP authentication, biometric authentication at a designated center, or photo and document verification.
- Submit the application and retain its acknowledgement and reference details. The portal guide says the ARN is generated after the required authentication and submission steps.
Authentication routes can differ
The route shown is not identical for every applicant. Aadhaar authentication, OTP steps, biometric checks, and document verification may apply depending on the case. Applicants who decline Aadhaar authentication are directed to photo capture and document verification at a designated GST Suvidha Kendra. Follow the instructions displayed for your application; do not assume that submitting the form alone completes every verification step.
Casual taxable persons have a separate timing and deposit process
If you are applying as a casual taxable person, the portal guide says to apply at least five days before starting the business and describes an advance-deposit workflow. This is a distinct case from an ordinary small business with an established place of business; check the portal’s current instructions for the applicable requirements.

Application deadline and effective date
The general statutory application period is 30 days after registration liability arises. According to the GST Portal guide, an application filed within that period generally takes effect from the date liability arose. If the application is late, the effective date is generally the date registration is granted. Because the start date can affect compliance, establish when liability began rather than treating the application date as the only relevant date.
What GST registration costs
The official portal material reviewed explains the application process but does not establish a current government application fee or a standard price for private professional assistance. Do not assume a government charge—or that a professional’s fee is included in one—without checking current portal information and getting a written quote from any adviser you choose.

Eligible businesses may have a choice between normal registration and the composition levy. The GST Portal registration guide lets applicants indicate composition intent, but that choice is subject to eligibility and current rules. The available official material does not establish current composition thresholds or all detailed conditions, so confirm them before opting in.

| Consideration | Normal registration | Composition levy |

| Eligibility | Depends on registration liability and the applicable rules. | Current detailed eligibility conditions and thresholds are not stated in the GST Portal guide reviewed; verify the current rules. |
| Input tax credit and supply restrictions | Confirm the treatment that applies to your business under current rules. | The GSTN welcome-kit material notes limits on input tax credit and interstate supplies; check current rules for the precise restrictions. |
| Returns and filing burden | Normal taxpayers generally have return obligations, including GSTR-1, subject to category-specific exceptions and filing options. | Filing treatment depends on the current rules for this category; confirm it before choosing. |
| Ability to collect GST and issue tax invoices | Confirm the rules and invoicing treatment applicable to your supplies. | The current detailed treatment is not stated in the portal guide reviewed; check the applicable rules before opting in. |
Choose based on eligibility, the effect on customers and suppliers, input tax credit treatment, interstate activity, and ongoing filing requirements—not simply on which option appears to involve less paperwork.
What changes after registration
Registration creates ongoing compliance tasks. The GST Portal says GSTR-1 is generally required for normal and casual registered taxpayers, including for a period with no business activity. Composition taxpayers and several other categories are exceptions to GSTR-1 filing. Quarterly filing is available in relevant cases, but cadence and exceptions depend on taxpayer category and applicable rules.
Keep records that let you prepare the returns required for your category and track portal deadlines. Accounting or return-preparation software may help with recurring work, but it is not a prerequisite for submitting the registration application.
