If your GST refund is delayed, first identify its exact stage: check the application on the GST Portal using its ARN, then check PFMS if the officer has acted but the payment has not reached your bank. The remedy depends on what you received: an RFD-03 calls for a corrected fresh application, an RFD-08 calls for a reply, an RFD-06 is an order to assess, and a bank-validation hold needs a payment-status follow-up.
Check whether the refund is pending with the officer or with the payment system
- On the GST Portal, open Services > Refunds > Track Application Status. Search using the filing year or your ARN. The result identifies the application stage and whether action is pending with the officer or taxpayer. GST Portal/GSTN’s tracking advisory explains this check.
- If the officer has acted but the money has not arrived, check the bank-validation or disbursal status on PFMS. The GST Portal tracks the application stage; PFMS tracks bank validation and payment. The advisory separates the two.
- Read the form and communication date, not just a general “pending” label. The form determines whether you need to correct and refile, respond to a notice, consider an order-specific remedy, or follow up on payment.
Bank validation can be relevant at two points: the officer can issue a payment order only after PFMS validates the account in the RFD-01 application, and final disbursal follows validation of the bank account specified in RFD-05. A delay at either point does not by itself mean the refund claim was rejected. The official advisory describes these steps.
What each refund status or form means

If you received an RFD-03 deficiency memo
Use the memo as your correction checklist. For each deficiency stated or selected by the officer, review the refund category, tax period, amount calculation, and supporting evidence relevant to that issue. Correct the identified problems, submit a fresh refund application, and retain both the memo and the new ARN with your filing records.
The prescribed next step is a fresh application after correction, not waiting for the original application to resume. CBIC’s 2018 circular states: “No order in FORM GST RFD-04/06 can be issued in respect of an application against which a deficiency memo has been issued and which has not been resubmitted subsequently.” Circular No. 59/33/2018-GST. If you received an RFD-08 notice
Respond in RFD-09 to the grounds in the notice within 15 days of receiving it. Address each stated reason and attach the relevant supporting material. The rule requires the officer to consider your reply before issuing an RFD-06 order. Keep a copy of the notice, your response and attachments, and evidence of filing. CBIC’s refund rules.
If an RFD-06 order rejects all or part of the claim
Read the order’s reasons, the amount allowed or rejected, any adjustment, and the date it was communicated. Do not treat the fresh-filing step for RFD-03 as a substitute for challenging an RFD-06 order.

The GST Portal’s appeal FAQ describes a three-month period from communication of an order, with possible condonation of up to one further month for sufficient cause, and a pre-deposit for the demand-order appeals it covers. Because that FAQ is specifically about appeals against demand orders, it does not establish the correct route or deadline for every refund order. Verify the statutory appeal route, limitation period, pre-deposit, and refund-specific requirements against your order and current law. GSTN’s February 2021 functionality note described withdrawal using RFD-01W before an officer issued an RFD-02 acknowledgement or RFD-03 deficiency memo. The current rule text also describes withdrawal before specified refund orders or notices, so the older functionality note may not cover every live application.
