The amount depends on the exact goods or service classification, the wording and conditions of its notified schedule entry, the transaction’s tax structure, and the taxable value. A separate compensation cess can increase the bill for specified supplies, while a legal exemption or nil-rated entry can reduce GST to zero.
The GST Council’s 2025 reform created a broad structure of 5% merit-rate items, 18% standard-rate items and a 40% special rate for selected goods and services. Most changes took effect on 22 September 2025, but specified tobacco products were carved out until a later date is notified. For any named item, use the current CBIC schedule and the relevant notification for the transaction date rather than relying on a broad category or an old rate chart.

What a GST “slab” actually tells you
A slab is a headline rate, not an automatic answer for every product. CBIC schedules GST against tariff classifications and detailed descriptions. The entry can contain conditions, exclusions, packaging or use-related distinctions, and a separate compensation-cess line. Two products that consumers describe with the same casual name can therefore fall under different entries.
The schedule also displays CGST, SGST or UTGST, IGST and compensation cess in separate columns. Those columns describe the possible tax treatment; a buyer does not normally add every column together. The applicable component depends on the transaction, including whether the supply is within a state or Union territory or is treated as inter-state.

The broad rate structure after the 2025 reforms
The Goods and Services Tax Council’s 56th-meeting recommendations, dated 3 September 2025, describe this simplified broad structure. The detailed notified schedule remains the authority for an individual item or service.
| Broad treatment | Rate | What it means |
|---|---|---|
| Merit rate | 5% | Applies to selected goods and services listed in the notified entries. |
| Standard rate | 18% | Applies to the many goods and services assigned to standard-rate entries. |
| Special rate | 40% | Applies only to selected goods and services specifically placed in the special-rate entries. |
| Specified tobacco products | Existing notified rates until a later date is notified | The Council FAQ excluded cigarettes, chewing tobacco products such as zarda, unmanufactured tobacco and beedi from the general 22 September 2025 implementation date. |
The 5%, 18% and 40% figures are therefore useful orientation points, not permission to classify an item by appearance. The Council recommendations changed many item-specific treatments, and the legal schedule and subsequent notifications determine what a seller should charge on a particular date.
How to identify the rate for a specific item or service
1. Start with the legal classification
Find the appropriate tariff heading for goods or the relevant service classification. A brand name, shop description or invoice shorthand may not match the wording used in the schedule. Product composition, intended use and technical characteristics can affect classification.
2. Read the complete entry
Do not stop after seeing a percentage. Check qualifying phrases, exclusions, quantity or value thresholds, and whether the entry is nil-rated or exempt. Then check the separate compensation-cess column. An entry’s conditions are part of the rate decision.
3. Check the date and amendments
GST rates can change through notifications. The general 2025 changes took effect on 22 September 2025, while the specified tobacco products had a separate timing rule. For an older invoice, a current web page may not show the historical position; match the rate to the transaction date and the notification then in force.
4. Establish the transaction’s tax component
For an intra-state supply, the applicable amount is generally divided between CGST and SGST, or CGST and UTGST where relevant. For an inter-state supply, IGST is generally the applicable component. The schedule’s columns should not be interpreted as four simultaneous charges.
5. Confirm the taxable value
The rate applies to taxable value, not necessarily to a number printed as “price” on a shelf or quotation. Valuation rules address transactions in which consideration is not wholly in money, including exchanges. Discounts, bundled supplies and other transaction facts can also affect the amount that is taxable under the applicable rules.
Worked GST calculations
Tax added to a tax-exclusive price
Suppose the confirmed taxable value is ₹10,000 and the exact entry carries 18% GST. GST is ₹10,000 × 18% = ₹1,800, making the tax-inclusive amount ₹11,800 before any separately applicable levy. If the supply is intra-state, an illustrative split is CGST of ₹900 and SGST of ₹900. If it is inter-state, the illustrative IGST is ₹1,800 instead. The classification and place-of-supply facts must be confirmed before using this calculation on a real invoice.
Finding GST inside a tax-inclusive price
If ₹11,800 is expressly tax-inclusive at 18%, the GST component is ₹11,800 × 18 ÷ 118 = ₹1,800, leaving a pre-GST value of ₹10,000. This reverse calculation works only when the stated price includes that rate and no other levy or special valuation rule changes the base.
When value is not paid entirely in cash
An exchange, part-exchange or other non-cash consideration does not make the supply automatically tax-free. Statutory valuation rules determine the taxable value in such cases. Obtain the valuation basis used on the invoice rather than applying a percentage to an arbitrary cash figure.
Exempt and nil-rated supplies
An exemption applies only when the supply fits the legal description and conditions of the relevant entry or notification. “Related to” an exempt category is not enough. A service may have a different treatment from the goods, intermediary service or bundled package with which a consumer associates it.

That policy statement does not by itself establish that every insurance product, add-on, group arrangement or associated service is exempt. Check the implementing notification, the policy type and any conditions before assuming that no GST is payable.
A nil or exempt treatment also affects comparisons: a quote that shows no GST may reflect a specific exemption, while another quote for a similar-looking product may be taxable. Ask the seller for the schedule entry or notification basis when the difference matters.
Compensation cess: an additional levy, not a universal surcharge
Compensation cess is imposed only on supplies covered by notified cess entries. It is not a flat percentage added to every GST purchase. The rate schedule can show a cess column separately from CGST, SGST, UTGST and IGST.
The calculation basis can be ad valorem (a percentage of value), quantity-based or another basis specified for the supply. CBIC’s FAQ gives imported coal at ₹400 per tonne as an example. If a covered import is three tonnes, that example would produce ₹1,200 of cess before considering the GST calculation and the precise legal treatment of the shipment. It is an official example, not a general cess rate for all goods or imports.
To check a bill, first establish whether the exact classification is in a cess entry. Then identify the basis—value, quantity or another measure—and whether the invoice has applied it separately. Never multiply the entire purchase price by a generic “cess percentage” without finding the notified entry.
How CGST, SGST, UTGST and IGST appear on a bill
GST’s component names explain where the tax is accounted for, not how many taxes a consumer should stack together. A seller should show the component required for the transaction. For an intra-state supply, the invoice commonly shows CGST plus SGST, or CGST plus UTGST in a Union territory. For an inter-state supply, it commonly shows IGST.
When comparing two invoices, compare the combined GST burden and verify that the transactions have the same place-of-supply treatment. A different split between components does not necessarily mean a different total rate.
Why the displayed price may not match your calculation
Retail prices can be quoted before GST, after GST or with GST included. Confirm which one you are looking at before comparing offers. A tax-exclusive quote should show the taxable value and then the applicable GST; a tax-inclusive quote should identify the included rate or component where required.
The taxable base can also differ from a simple sticker price when the transaction includes non-cash consideration or other valuation issues. Classification, valuation, tax component and cess must all match before two bills are genuinely comparable.

- Write down the exact goods or service description, including material, model, use or service scope where relevant.
- Locate the current tariff or service entry rather than choosing a rate from a casual category label.
- Read every condition, exclusion and exception in that entry.
- Check whether the treatment is taxable, nil-rated or exempt, and retain the notification supporting an exemption.
- Check the compensation-cess column and its calculation basis.
- Confirm the transaction date and any amendment effective on that date.
- Confirm whether the supply is intra-state or inter-state so the correct component is shown.
- Separate taxable value from a tax-inclusive quoted price.
Common mistakes that lead to the wrong amount
Assuming one rate covers all goods
GST is scheduled by classification and description. A broad product label cannot replace the exact entry.
Rank #4
Treating the headline rate as the amount added at checkout
The percentage applies to the taxable value, and the displayed price may already include GST. Valuation rules can matter when consideration is not wholly monetary.
Adding cess to every purchase
Cess applies only where a notified entry covers the supply, and its basis may be quantity rather than value.

Using an old four-rate summary as the current answer
The 2025 reforms changed the broad structure and many individual rates. Use the current schedule and notification, especially for products affected by the tobacco timing exception.
What information is needed to answer “How much GST do I pay?”
A reliable calculation requires more than a product name. Gather the exact item or service description and classification, the transaction date, taxable value, place-of-supply facts, and any exchange or other non-cash consideration. Then check the applicable GST component and whether compensation cess is listed for that entry.
For named products, services or tobacco items, the current CBIC rate schedule and the relevant notification for the transaction date are the final checks. The 5%, 18% and 40% structure explains the reform’s shape; it does not replace that item-by-item lookup.
