Choose a Chartered Accountant (CA) when you need broader accounting or tax analysis, reconciliation across your books, or advice on consequences beyond entering data—provided that the individual has relevant GST experience.
These categories are not mutually exclusive. Passing the ICAI final examination is one route to GST Practitioner eligibility, and the prescribed enrollment form includes a Chartered Accountant holding a Certificate of Practice. A CA may therefore also be a GST Practitioner. The deciding factors are the task, its complexity, the person’s current enrollment and authorization, and the review process they provide. Your business remains responsible for the accuracy of its records and filed information.

What is a GST Practitioner?
A GST Practitioner is an enrollment and authorization role created under the GST rules. A person must meet one of the prescribed qualification routes, apply for enrollment, and receive approval. Enrollment is not a general license to perform every tax or accounting service; it supports specified GST work through the portal and other processes covered by the authorization.

What an enrolled GST Practitioner can do
Subject to the taxpayer’s authorization and the task covered, the rules identify work such as:
- Furnishing details of outward supplies.
- Furnishing details of inward supplies.
- Furnishing GST returns and statements.
- Depositing funds to the taxpayer’s electronic cash ledger.
- Filing refund claims.
- Applying to amend a GST registration.
- Applying to cancel a GST registration.
The practitioner’s portal access is therefore task-specific. A taxpayer can authorize a practitioner for listed activities, and that authorization can be withdrawn. A practitioner should not present enrollment as authority for work that the taxpayer has not authorized or that the rules do not cover.
What does a Chartered Accountant add?
A Chartered Accountant is an accounting professional who may be able to address the accounting context behind a GST filing: how transactions are recorded, how ledgers reconcile to returns, and how a tax treatment affects the wider accounts. That broader perspective can matter when GST figures do not match the books, when several registrations or business lines interact, or when a decision has income-tax, financial-reporting, or cash-flow consequences.
A CA credential by itself does not prove that the person handles GST work regularly. Ask about direct experience with your type of registration, supplies, input-tax-credit records, notices, and applications. A CA who is not enrolled as a GST Practitioner may not have the same portal role available for a taxpayer, while a CA who is enrolled can operate in both capacities within the applicable authorization.
Is a GST Practitioner the same as a CA?
No. GST Practitioner is a GST enrollment and authorization status; Chartered Accountant is a professional qualification and practice status. They can overlap in one individual, but neither title automatically establishes the other.

The prescribed GST Practitioner enrollment categories include a Chartered Accountant holding a Certificate of Practice, and the ICAI final examination is one eligibility route. When a CA offers GST portal filing, ask whether the person is currently enrolled as a GST Practitioner and which activities the taxpayer will authorize. Conversely, an enrolled GST Practitioner may be qualified through another route and may not provide the accounting analysis a particular matter requires.
Should I hire a GST practitioner or a CA?
Start with the work you need completed, not the title on the business card. Use the following directions as a screening framework, then verify the individual’s experience and scope in writing.

| Your need | What to verify | Likely direction |
|---|---|---|
| Routine monthly, quarterly, or annual return preparation and portal filing | Current GST Practitioner enrollment where required; authorization for the exact returns; experience with your sales, purchases, reverse-charge, exports, or other transaction pattern; and a review process before filing. | An enrolled GST Practitioner may be appropriate. A CA with hands-on GST experience may also perform the work. |
| Book-to-return reconciliation or accounting treatment | Whether the professional will reconcile ledgers, invoices, credit notes, tax collected, and input-tax-credit records, and explain effects beyond data entry. | Compare relevant experience and service scope. A CA with direct GST and accounting experience may be a better fit, but verify specialization rather than assuming it from the credential. |
| Refund claim | Experience with the specific refund category, supporting evidence, declarations, reconciliations, and the confirmation step required from the taxpayer. | Select the person with demonstrated refund experience and authorization for the application. Either an enrolled GST Practitioner or an experienced CA may fit. |
| Registration amendment or cancellation | Knowledge of the evidence for the requested change, portal procedure, deadlines, and taxpayer confirmation before submission. | Choose by task-specific experience and a clear authorization plan. |
| Notice, adjudication, appeal, or other proceeding | Who will appear, what authorization and representation rules apply, and whether the person has handled comparable proceedings. | Verify the individual’s legal scope and proceedings experience. Do not assume that every GST Practitioner can represent you in every forum or that every CA is a disputes specialist. |
| Business decision with GST, accounting, and wider tax consequences | Whether the adviser will model the accounting and tax effects, identify assumptions, and coordinate the required filings. | A CA with relevant GST advisory experience may be suitable; an enrolled GST Practitioner can still handle separately authorized portal work. |
Can a GST Practitioner file returns for me?
Yes, an authorized GST Practitioner can furnish specified returns and statements through the GST system. The authorization must cover the activity, and you should give the practitioner complete, reconciled records by the agreed cut-off date.
What you still have to do
The GST rules place responsibility on the registered taxpayer to ensure that the facts stated in a prepared return are true and correct. A practitioner must prepare statements with due diligence; the rule’s wording is: “The GST practitioner shall prepare the statements with due diligence.” Hiring someone does not transfer responsibility for invoices, tax classifications, turnover, input-tax-credit eligibility, or the final filed information.
Confirmation for certain applications
For specified applications, including refund claims and applications to amend or cancel registration, the rules require confirmation from the taxpayer before the application proceeds. Build that confirmation into the workflow instead of assuming that portal submission alone completes the process.

How the authorization process affects your choice
GST Practitioner work is not a blanket delegation. The taxpayer authorizes activities through the prescribed portal process, and the scope can be withdrawn. Ask the professional to list each activity they will perform: for example, a particular return, a refund application, or an amendment request. A vague promise to “handle GST” is not enough to establish what is included.
Recommended Free Tools
For proceedings before a GST authority, the rules state that a GST Practitioner appearing must be enrolled and produce authorization if required. That statement should not be expanded into a promise of litigation expertise or universal representation in every court, tribunal, or forum. Confirm who will handle the matter and under what authority before signing an engagement.
Decision guide by common business situation
You have straightforward transactions and clean records
If your invoices, purchase records, tax codes, and prior returns reconcile and the main need is timely portal filing, an enrolled GST Practitioner with experience in your sector may be efficient. Confirm who reviews the prepared return, how corrections are made, and what happens if the portal rejects a submission.
Your returns do not match your books
A mismatch can arise from timing, credit notes, omitted invoices, classification errors, or an accounting entry that does not belong in the return. Ask for a documented reconciliation rather than a retyped return. A CA who routinely performs GST reconciliations may be useful, although an experienced GST Practitioner who includes that work can also meet the need.
You are claiming a refund
Refund work requires more than entering a figure. The professional should identify the legal category, assemble the required evidence, reconcile the claim to returns and books, and obtain your confirmation where required. Select someone who can show experience with the same type of refund and explain how deficiencies or queries will be handled.

You are changing or cancelling registration
Ask which facts must be proved, which documents will be uploaded, and when your confirmation is needed. A practitioner who regularly handles registration applications may be entirely suitable; a CA may be preferable if the change is part of a restructuring or has accounting and tax consequences outside the portal form.
You received a notice
First identify the notice type, authority, response deadline, and requested records. Then ask whether the proposed professional will prepare a factual reply, attend a hearing, or coordinate with another adviser. Verify the person’s enrollment and authorization for any GST Practitioner appearance and ask for examples of comparable matters without requesting confidential client information.
You are setting up a new or complex business
When multiple registrations, inter-state supplies, exports, related-party transactions, or substantial input tax credit are involved, the initial classification and accounting design can affect every subsequent return. Consider a CA or tax adviser with demonstrable GST advisory experience for the design and review, and use an enrolled GST Practitioner for the portal activities that are specifically authorized.
What to verify before hiring either professional
The following checks are prudent selection steps based on the rules’ task-specific authorization and responsibility structure. They are not stated as mandatory hiring formalities.
- Define the deliverables. Write down the returns, statements, reconciliations, refund claims, registration applications, notices, meetings, and follow-up work included.
- Check current status. If the person relies on GST Practitioner status, ask for current enrollment details. If the person is a CA, ask whether they also hold the relevant GST Practitioner enrollment and Certificate of Practice where applicable.
- Match authorization to the work. Confirm which portal activities you will authorize and who can withdraw or change that authorization.
- Test transaction experience. Describe your actual supplies, purchase flows, locations, credit notes, reverse-charge items, exports, or industry-specific issues. Ask how the professional would reconcile and review them.
- Agree the records timetable. Specify the format for invoices, ledgers, bank information, prior returns, e-way or e-invoice data where relevant, and the date by which you must supply them.
- Set review controls. Decide who checks the draft return, how exceptions are listed, when you approve the final figures, and how evidence of that approval is retained.
- Clarify corrections and notices. Ask who responds to portal errors, departmental queries, late data, amended invoices, or a notice arising from a filed return, and whether those services are included.
- Obtain a written fee and scope. Fees and local availability are not established uniformly by the GST rules. Get the amount or billing method, frequency, taxes, out-of-scope rates, and termination terms in writing.
Questions to ask in the first meeting
- Are you currently enrolled as a GST Practitioner, and what activities can I authorize you to perform?
- Which parts of my work will you do personally, and who reviews the filing before submission?
- Have you handled businesses with the same registration structure and transaction types?
- Will your service include reconciliation to my books, or only preparation from the data I provide?
- How will you identify missing invoices, duplicate credits, incorrect tax rates, or unusual variances?
- What confirmation must I provide for a refund, amendment, or cancellation application?
- What happens if the portal rejects a return or the department asks for more information?
- If I receive a notice, will you prepare the response, appear where permitted, or refer the matter to another specialist?
- What records will you retain, for how long, and how will I receive copies of filed forms and acknowledgments?
- What is included in the fee, what is extra, and when must I pay?
Common mistakes and how to avoid them
Choosing the title instead of the task
Neither “GST Practitioner” nor “CA” guarantees expertise in your particular issue. Make the professional explain the work step by step and identify the review points.
Best Value
- It can be a gift option
- Comes with secure packaging
- Helpful in various ways
Assuming portal access means unlimited authority
A practitioner’s authority is tied to listed activities and the taxpayer’s authorization. Keep a record of what you authorized and withdraw access that is no longer needed.
Handing over responsibility for the return
The taxpayer must ensure that the facts in the prepared return are true and correct. Review the draft, ask about unexplained differences, and retain the source records supporting the figures.
Buying a low-cost filing without checking the scope
A fee that covers data entry may not cover reconciliation, refund evidence, notices, corrections, or a hearing. Compare like-for-like written scopes rather than headline prices.
Expecting a CA credential to prove GST specialization
Ask for direct GST experience, examples of the transaction patterns handled, and the person’s current enrollment or authorization where portal work is required.
Ignoring the age of a rules summary
The GST Council-hosted CGST Rules, 2017 text is a useful statement of the framework, but amendments and consolidated provisions can change procedures. Confirm the current rule, form, and portal requirement for the filing you are about to make.

A simple hiring workflow
- List the immediate task. Write the exact return, reconciliation, refund, amendment, cancellation, or notice response you need.
- Shortlist by experience. Ask two or more professionals to describe how they handle your transaction pattern and the evidence they require.
- Verify status and scope. Check GST Practitioner enrollment if relied upon, CA practice status where relevant, and the authorization required for each activity.
- Review a sample process. Have the professional show how records are collected, reconciled, reviewed, approved, filed, and archived.
- Sign a written engagement. Include deliverables, deadlines, responsibilities, fees, corrections, notices, confidentiality, and termination.
- Approve before filing. Read the final figures and explanations, resolve exceptions, and provide the confirmation required for specified applications.
- Retain the evidence. Keep the filed form, acknowledgment, working papers, authorization record, source documents, and correspondence in your own records.
The practical answer
Use an enrolled GST Practitioner when the assignment is defined portal and return work, the person is authorized for it, and their experience matches your transactions. Use a CA when the assignment demands reconciliation, accounting treatment, wider tax analysis, or complex advisory work—and select one who can demonstrate GST expertise. For many businesses, the best arrangement is a combination: a CA or specialist sets the accounting and tax approach while an enrolled GST Practitioner performs authorized recurring portal work.
Whichever route you choose, keep the decision tied to the actual deliverable and maintain your own review of the information filed. The credential helps you screen candidates; task-specific authorization, demonstrated experience, and a clear accountability process determine whether the engagement is fit for purpose.
