GST-inclusive means GST is already part of the stated price; GST-exclusive means it is not, and may be added. For a fully taxable Australian supply at the standard 10% rate, multiply an exclusive price by 1.10 to get the inclusive total. If a total already includes GST, divide it by 11 to find the GST component. Before comparing quotes or checking an invoice, confirm the price basis and whether each line is taxable, GST-free or input-taxed.
What GST-inclusive and GST-exclusive mean
A price is GST-inclusive when the stated amount already contains any GST payable on that supply. A GST-exclusive price is before GST: for a taxable supply, GST may be added to reach the amount payable. The distinction is about what the number represents, not whether the number is a quote, an invoice line or a total.

For example, “$110 including GST” states a total of $110. For a fully taxable supply at the standard 10% rate, that total contains $10 GST and represents a $100 GST-exclusive value. “$100 plus GST” states the pre-GST price; at that rate, the total would be $110.
Do not assume a number is inclusive or exclusive from its size or from a GST line elsewhere on the document. Look for wording such as “includes GST,” “GST-inclusive,” “plus GST” or “GST-exclusive.” If the basis is not clear, ask the supplier what amount will actually be payable before accepting the quote.

How to calculate GST from a price
The arithmetic below applies to the taxable portion of a supply when the standard 10% GST rate applies. Under section 9-75 of the A New Tax System (Goods and Services Tax) Act 1999, GST on a taxable supply is 10/11 of its GST-inclusive price. That is why the GST component of an inclusive amount is not 10% of that amount: the inclusive total already contains the tax.
| What you know | Calculation | Example |
|---|---|---|
| GST-exclusive amount | Multiply by 1.10 to find the GST-inclusive total | $100 × 1.10 = $110 |
| GST-exclusive amount | Multiply by 10% to find GST | $100 × 0.10 = $10 |
| GST-inclusive amount | Divide by 11 to find GST | $110 ÷ 11 = $10 |
| GST-inclusive amount | Multiply by 10/11 to find the GST-exclusive value | $110 × 10/11 = $100 |
The Act illustrates the ratio with a $22,000 price: the taxable-supply value is $20,000 and GST is $2,000. The GST is 10% of the $20,000 exclusive value, or 1/11 of the $22,000 inclusive price.
Worked quote and invoice example
Suppose a supplier quotes $800 plus GST for a fully taxable service. GST is $800 × 10%, or $80, so the GST-inclusive total is $880. If the invoice instead says $880 including GST, the GST component is $880 ÷ 11, or $80, and the GST-exclusive value is $800.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsThese two presentations describe the same amount only if the quoted and invoiced work, quantities and tax treatment match. The calculation does not establish whether a particular service is taxable or whether a contract permits a price adjustment.
Check your calculation before comparing totals
Write down three figures for each fully taxable quote at the standard rate: the exclusive amount, the GST, and the inclusive amount payable. For an exclusive quote, calculate GST as 10% of the base amount, then add it. For an inclusive quote, divide the stated total by 11 to identify the GST already included. This makes it easier to spot the common mistake of adding 10% to an inclusive price, or treating 10% of that inclusive total as the GST.
For instance, a $100 exclusive quote and a $110 inclusive quote have the same total if both cover the same fully taxable supply. The first has $10 added; the second already contains $10 GST. This comparison is only an arithmetic example: it does not say that a differently described or partly non-taxable supply should be treated the same way.

Check what each quote’s price actually covers
Before deciding which quote is cheaper, write down the final payable amount on the same GST basis for each offer. A quote that looks lower because it excludes GST may cost more than an inclusive quote once GST is added. Conversely, do not add GST again to a price already stated as inclusive.
| Quote wording or presentation | What it indicates | What to check next |
|---|---|---|
| “$1,100 including GST” or “GST-inclusive” | The stated amount already includes GST, if the supply is taxable. | Confirm the invoice uses the same scope and does not add GST again. |
| “$1,000 plus GST” or “GST-exclusive” | The stated amount is before GST; GST may be added for a taxable supply. | Calculate the expected total and confirm that the quote makes clear GST will be added. |
| A price with no tax wording | The basis is unclear from the amount alone. | Ask whether GST is included and what the final amount payable will be. |
ATO Community guidance says an exclusive quote can be used where requested if it makes clear that GST will be added to the invoice. That response is practical guidance about a particular question, not a universal ruling on every quote or contract. The quote’s wording and the agreed terms matter, so clarify an ambiguous amount before relying on it.
Compare like with like
When reviewing multiple offers, compare the total for the same supply rather than comparing isolated headline figures. Check the quantities, descriptions and included work as well as the GST basis. If one offer includes additional items, a different quantity or a different scope, converting its GST does not make the offers equivalent.
- GST basis: Is each quoted amount inclusive, exclusive with GST to be added, or unstated?
- Final payable amount: Convert taxable exclusive amounts to inclusive totals before comparing them with inclusive prices.
- Scope and quantities: Do the goods or services, quantities and descriptions match?
- Tax treatment: Are all lines treated alike, or does the offer combine taxable, GST-free or input-taxed components?
- Invoice clarity: Can the eventual document identify the supply, its price and the GST payable on taxable sales?
When a quote is unclear, ask a direct, practical question: “Is this amount GST-inclusive, or will GST be added to the invoice?” If it is exclusive, ask for the expected total payable. You can also confirm that the listed amount covers the quantities and work you expect. Getting those points clear before accepting helps avoid comparing one supplier’s final total with another supplier’s pre-GST figure.
Why you should not add 10% to every line automatically
The 10% conversion is not a shortcut for classifying a supply. It applies to the taxable portion of a supply when the standard rate applies. GST-free and input-taxed supplies do not carry GST in the same way as fully taxable supplies. The tax treatment depends on the supply and circumstances; a price label by itself does not settle that question.
An invoice may include lines with different tax treatments. In that case, do not calculate GST on the entire invoice total merely because one line is taxable or because the document shows a GST total. Check which sales are taxable, the extent to which each sale is taxable, and the GST payable for those parts. The invoice should make that extent and amount clear.

If a line’s treatment is uncertain, do not silently assign it the standard 10% rate. Ask the supplier to clarify the treatment and show how the quoted or invoiced total is built up. For a transaction whose classification or contract terms are unclear, general arithmetic cannot replace advice about the actual facts.
How to reconcile a quote with the invoice
- Find the quote’s stated basis. Look for “including GST,” “GST-inclusive,” “plus GST” or “GST-exclusive.” If it says only “$X” and gives no basis, treat the basis as unresolved and ask the supplier for the final payable amount.
- Check that the supply matches. Compare the goods or services, quantities and description on the quote with the invoice. A change in scope or quantity may explain a changed total independently of GST.
- Identify taxable and non-taxable components. Do not apply the standard calculation to GST-free or input-taxed items. On a mixed invoice, identify which lines are taxable and the GST attached to them.
- Convert only the taxable amounts that use the standard rate. Add 10% to a GST-exclusive taxable value to estimate its inclusive total; for an inclusive taxable amount, divide by 11 to find GST.
- Compare the final amount with the agreement. Check whether GST was stated as an addition, already included, or left unclear, and whether the invoice follows the agreed price basis and scope.
- Request an itemised explanation if the numbers do not reconcile. Ask the supplier to identify the price basis, any changed quantities or scope, the taxable lines and GST amount, and the resulting amount payable.
If a quote says GST-exclusive but does not explain whether GST will be added, ask before accepting it rather than assuming either that the quoted amount is final or that a particular increase is permitted. The final amount can depend on the quote wording and the terms agreed with the supplier.
What a tax invoice should show
A tax invoice is not simply a total with a GST label. ATO guidance says a document for a taxable sale under $1,000 must make clear that it is intended to be a tax invoice and include the seller’s identity and ABN, issue date, item description, quantity if applicable, price, GST amount (or an inclusion statement where GST is exactly one-eleventh of the total price), and the taxable extent of each sale.
For a sale of $1,000 or more, the invoice must additionally include the buyer’s identity or ABN. The threshold concerns this additional buyer detail; it does not replace the other information needed to explain the sale and its GST.
These requirements help a reader check how the amount was formed. For example, an invoice with a single total may be difficult to reconcile if it does not make clear what was supplied, which parts were taxable and how much GST was payable. A GST-inclusive statement can stand in for a separately stated GST amount only in the circumstance described by the ATO: when GST is exactly one-eleventh of the total price.
When checking an invoice, look at the document as a whole rather than focusing on whether it contains a separate GST line. Confirm that it identifies the supplier and supply, states the price, and makes the taxable extent and GST payable understandable. If there are several lines with different treatment, a single total GST figure should not leave you guessing which parts were taxable. At $1,000 or more, check the additional buyer identity or ABN detail as well.

Why the invoice may be higher than the quote
A higher invoice is not automatically evidence of an error, but the difference should be explainable from the quote and the supplied goods or services. Work through the possible causes rather than assuming every difference is GST.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- The quote excluded GST. If it stated an exclusive amount and clearly said GST would be added, the invoice may show the tax on a taxable supply in addition to the quoted base price.
- The quote’s basis was unclear. An unstated basis creates room for misunderstanding. Ask what was agreed and request a breakdown of the invoice; do not infer the intended treatment from the number alone.
- The scope or quantity changed. Compare the invoice descriptions and quantities with the quote. Extra or changed work can alter the price even when the GST calculation is correct.
- The invoice contains mixed tax treatments. Check that GST is applied to the taxable extent rather than indiscriminately to every line.
- GST may have been added twice. If the quote was inclusive, compare the invoice’s basis and tax breakdown to see whether the same amount has been treated as exclusive and taxed again.
- The stated GST does not match the total. For a fully taxable amount stated inclusive at the standard rate, GST should be one-eleventh of that inclusive price. For an exclusive amount, GST is 10% of the exclusive value.
Ask for a corrected or clarified invoice if its figures, tax treatment or description do not make the sale and GST payable clear. Keep the quote and invoice together so the agreed scope and pricing basis can be compared directly.
How GST-inclusive prices are displayed to consumers
Australian Taxation Office guidance says consumer prices are generally displayed GST-inclusive when GST is likely to apply. The guidance describes an exception while the seller is determining whether GST applies: if it is initially considered less likely to apply, the seller may indicate that additional taxes could apply, then show the GST-inclusive price once applicability becomes clear. This is guidance about price display; it does not determine the tax treatment of every individual transaction.
Limits of the calculation
The formulas in this guide answer a price-conversion question, not whether a particular supply is taxable, what a contract requires, or whether a particular invoice satisfies every requirement in context. GST treatment depends on the facts of the supply. If the classification, quote wording or amount payable is in dispute, check current ATO guidance and obtain advice suited to the transaction.

Does this price include GST?

Is GST added to the quote?
If the quote says “plus GST” or “GST-exclusive,” it indicates a pre-GST amount. For a fully taxable supply at the standard 10% rate, add 10% to calculate the inclusive total. Confirm that the quote clearly says GST will be added and check the agreed terms.
How do I calculate GST from a total?
For a GST-inclusive amount covering a fully taxable supply at the standard 10% rate, divide the total by 11 to find the GST component. Multiply the total by 10/11 to find its GST-exclusive value. These formulas do not automatically apply to GST-free, input-taxed or mixed supplies.
What is the difference between GST-inclusive and GST-exclusive?
An inclusive price already contains any GST payable. An exclusive price is before GST, which may be added for a taxable supply. For example, $100 exclusive becomes $110 inclusive at the standard 10% rate, while $110 inclusive contains $10 GST.

Possible explanations include a quote that excluded GST, a changed scope or quantity, or different tax treatment across invoice lines. Compare the quote and invoice wording, supplied items and quantities, and GST breakdown. If the quote’s basis was unclear or the figures do not reconcile, ask the supplier for an itemised explanation.
What details should I check on a tax invoice?
For a taxable sale under $1,000, check that it is identified as a tax invoice and shows the seller’s identity and ABN, issue date, description, quantity if applicable, price, GST amount or permitted inclusion statement, and the taxable extent of each sale. For $1,000 or more, buyer identity or ABN is additionally required.
The Bottom Line
To compare quotes fairly, first establish whether each price is inclusive or exclusive, then compare the same scope and quantities on a consistent basis. At the standard 10% rate, add 10% to a fully taxable exclusive amount or divide an inclusive total by 11 to find its GST component. Check taxable, GST-free and input-taxed components separately, and ask for clarification when a quote or invoice does not make the final amount clear.
