As of October 6, 2026, reports said the GST Council was expected to consider several agriculture-related tax proposals at its October 8 meeting. They included exempting storage of seeds meant for sowing and changing the tax treatment of some farm inputs and services. These are reported proposals—not confirmed decisions or rules in force.
What seed-storage exemption is being considered?
Moneycontrol and the Financial Express reported that the Council may exempt storage and warehousing of seeds meant for sowing from GST. The reported scope would include seeds that undergo grading, treatment or packing before delivery to farmers. The Financial Express says the existing exemption is unavailable when these activities take place. The proposal’s final wording and any conditions would depend on an official decision and notification.
For farmers, seed suppliers and storage providers, the key distinction is the seed’s purpose: the reports describe an exemption for seeds meant for sowing, not a blanket exemption for all stored agricultural goods.

The October 6 reports also described proposals involving distinct goods and services. Their eligibility conditions and proposed tax treatment are not interchangeable.

Which bio-stimulants could qualify?
The Financial Express reported that the proposed uniform 5% rate would cover 146 products registered under the Fertiliser Control Order, 1985. It identified seaweed products, humic and fulvic acids, protein hydrolysates, and amino-acid-based products as types of bio-stimulants. That description does not establish that every product in those categories is registered or would qualify. The reports do not provide an independently verified product list.
How the tractor-tyre proposal differs from the earlier change
The proposal concerns retreaded tractor tyres, with a reported reduction from 18% to 5%. It is separate from the earlier change for new tractor tyres: the official release on the GST Council’s 56th-meeting recommendations in September 2025 records a 5% rate for tractor tyres. That historical release does not confirm that the proposed rate for retreaded tyres was adopted.

Have the proposals been approved, and when would they take effect?
The reports were published on October 6, 2026, ahead of the expected October 8 meeting. They do not establish that the Council approved these measures, that CBIC issued implementing notifications, or that any effective date was set. Until an official Council outcome and applicable notification confirm the details, treat each measure as a proposal rather than a basis for calculating a current tax bill or invoice.
