A composition taxpayer generally cannot claim input tax credit (ITC), collect GST separately from customers, or make inter-State outward supplies. Regular GST involves the ordinary reporting framework but allows eligible ITC and tax invoices. The better fit depends on eligibility, purchase taxes, customer type, sales geography and expected growth.

The legal differences are consequential: composition shifts purchase GST into business cost, while regular GST preserves the possibility of eligible credit. The composition percentage alone is not a complete cost comparison.
Check eligibility before comparing cost
Composition eligibility depends on both turnover and activity. Section 10 of the CGST Act provides more than one route, and the thresholds and conditions should not be treated as interchangeable. Under the general goods-oriented section 10(1) route, the usual threshold is ₹1.5 crore in preceding-year aggregate turnover for most eligible suppliers; specified States have a lower threshold commonly described as ₹75 lakh. A separate section 10(2A) route has a ₹50 lakh preceding-year threshold and its own conditions. Confirm the applicable State or Union Territory law and current notifications before relying on any figure. Use PAN-level turnover, not just one shop’s sales
The test uses aggregate turnover, and the composition option has consequences across registrations linked to the same PAN. Include the relevant businesses and registrations in the assessment rather than checking only the premises applying to opt. Calculate turnover under the applicable law and confirm the current State-specific threshold.

Review the activity and supply restrictions
Being below a threshold is not enough. The principal restrictions include casual taxable persons and non-resident taxable persons, inter-State outward supplies, and certain notified goods or manufacturing categories. Review the full conditions in section 10 and the rules against the actual goods, services, registration status and supply pattern.
What composition rates mean in practice
The CBIC CGST Rules compilation amended through 1 January 2022 lists category-dependent central rates: 0.5% for eligible manufacturers and the relevant other-supplier category, 2.5% for the specified restaurant-service category, and a separate 3% central rate under section 10(2A). State or Union Territory tax is generally levied alongside central tax, producing commonly stated combined rates of 1%, 5% and 6% respectively, subject to category and current notifications. These percentages do not account for GST paid on purchases. A composition taxpayer generally cannot recover that input GST as ITC, and cannot add GST as a separate line for the customer. The embedded tax may reduce margin, be reflected in the final price, or affect competitiveness; the result depends on the business and market. Under regular GST, eligible ITC may offset tax on inputs, subject to the normal rules.
Build a like-for-like cost comparison
Compare both options for the same period using the business’s expected figures. Include the following rather than judging by the headline composition rate alone:

- Expected outward turnover and the applicable category-specific composition liability.
- GST on purchases that would be eligible for credit under regular GST, but unrecoverable under composition.
- Expected selling price and whether customers are final consumers or registered businesses.
- Whether sales cross State borders or the business expects to expand geographically.
- Accounting and administration costs under each route, without assuming an unmeasured compliance saving.
- Expected growth and the cost of transitioning if the business becomes ineligible.
Customer type and invoices can decide the trade-off
Composition suppliers issue a bill of supply rather than a regular tax invoice for taxable outward supplies and cannot show GST as separately collected from the customer. Their buyers should not be promised ordinary supplier-side GST credit on that bill. The GST Portal’s Welcome Kit for New Taxpayers explains the restrictions on collecting GST, claiming ITC and making inter-State supplies. Composition businesses must also follow prescribed status-display and invoice requirements and address liabilities that remain applicable, including relevant reverse-charge obligations; check current rules before setting up invoice templates.
A registered-business customer that needs eligible ITC may prefer a regular supplier’s tax invoice. A consumer buying for personal use may focus more on the final price than on input credit. These are commercial considerations, not a universal recommendation: the seller still needs to account for lost purchase credit and any price pressure.

Filing is lighter under composition, not eliminated
The GST Portal Welcome Kit describes quarterly tax payment through Form GST CMP-08 and an annual GSTR-4 return for composition taxpayers. Composition taxpayers are outside the regular GSTR-1 filing requirement; regular taxpayers generally furnish outward-supply details through GSTR-1 where applicable. See the Portal’s GSTR-1 guidance. Forms, due dates and portal processes can change, so use the current GST Portal calendar rather than relying on an older guide for a filing date.
Composition does not remove the need to keep records, pay tax, issue the correct document, meet applicable reverse-charge obligations, or monitor continuing eligibility. Account for those tasks and for any transition work when comparing administration.

Opting in, PAN-wide effect and leaving the scheme
The composition rules prescribe electronic intimation procedures and when an option takes effect. An option for one place of business is treated as applying to other registrations under the same PAN. The GST Portal’s registration manual describes indicating composition when applying for registration and opting as an existing regular taxpayer where expected aggregate turnover is likely to remain below the applicable threshold. Check the current portal steps and effective date before submitting an election.
If the taxpayer withdraws or becomes ineligible, the rules address stock information and transition reporting. The business must move to normal-scheme treatment from the relevant effective point and adjust invoicing, payment and returns accordingly. The precise timing and credit consequences depend on the facts and current law; obtain transaction-specific tax advice if stock or credit balances are material. Which route may fit your business?
- Composition may be worth assessing for an eligible, locally focused small supplier selling mainly to consumers, with modest creditable inputs and a preference for simpler reporting.
- Regular GST may be worth assessing when purchases carry substantial GST, customers value eligible ITC, or the business needs inter-State sales.
- Neither conclusion is safe without an eligibility check: compare the correct section 10 route, preceding-year PAN-level aggregate turnover, applicable State threshold, excluded activities and supply geography first.
