Whether you need registration—and how a transaction is reported—depends on what you sell, where you sell it, turnover, the marketplace arrangement and any applicable notifications. This guide explains the workflow; it is not an individual tax determination.
Start with your seller and platform facts
Before deciding how to register or report sales, identify the details that determine your GST treatment:
- Whether you sell goods, services or both, and the relevant product or service classification.
- Where your supplies are made, including whether they are inter-state.
- Your turnover, state and current GST registration status.
- Whether the marketplace collects consideration for the supplies.
- Whether any service is covered by a notified category for which the operator pays tax under section 9(5).
CBIC defines an e-commerce operator as a person who owns, operates or manages a digital or electronic facility or platform for electronic commerce. The platform’s role in the transaction can affect the seller’s obligations, but using a marketplace alone does not establish one universal registration answer.
Do you need GST registration to sell online?
Do not assume either that every online seller must register or that every small seller qualifies for a threshold exemption. CBIC’s sectoral FAQ says the ordinary threshold exemption does not apply to persons supplying goods through an operator required to collect tax under section 52. It also describes an exemption for certain service suppliers below specified turnover thresholds, excluding services on which the operator pays tax under section 9(5). These explanations reflect the statutory framework discussed in that FAQ; they are not a substitute for checking current law, notifications and your specific facts.

Registration treatment can turn on the type of supply, turnover, state, place of supply, marketplace arrangement and current notifications. Confirm the position for your circumstances before you begin selling or change how you sell.
Keep the seller’s tax duties separate from the operator’s duties
Marketplace tax collection is not the same as the seller’s own output tax or outward-supply reporting. The operator may have a collection role under section 52, or a tax-payment role for certain notified supplies under section 9(5); those are distinct arrangements.

Section 52: operator collects TCS
CBIC describes section 52 TCS as a collection by an e-commerce operator that collects consideration for qualifying taxable supplies made through it. The operator calculates collection on the net value of those supplies: returned supplies reduce the aggregate value. The operator reports the collection in its statement, and the supplier can use the amount reflected through the prescribed process as credit. Treat this as a separate reconciliation item, not as a replacement for your own invoices and outward-supply reporting.
Section 9(5): operator pays tax for specified supplies
For notified categories of services, section 9(5) can place the tax-payment responsibility on the e-commerce operator. This is not the same as section 52 TCS. Check whether the service and transaction fall within a currently notified category; do not infer that the rule applies to all marketplace sales or services.

Build a controlled invoice process
Use the applicable GST invoice rule for the complete requirements and exceptions. CBIC’s rules list core particulars including supplier and recipient information, HSN or SAC, a description, quantity and unit for goods, and place-of-supply information for inter-state trade, among other prescribed fields.
Invoice and adjustment checklist
- Use the prescribed invoice particulars for the transaction and applicable supply type.
- Maintain an intentional invoice series for each GSTIN and financial year. The GST Portal says duplicate invoice series for one GSTIN in a financial year are not accepted, although multiple series are permitted.
- Link every credit or debit note to the original invoice or other source document it adjusts.
- Retain supporting documents for returns, refunds and other changes to an order so the adjustment can be traced in your records and return preparation.
The GST Portal’s GSTR-1 guidance says uploaded invoice details remain editable until the return is filed. That makes pre-filing review important: correct errors in the relevant preparation workflow before filing, and keep a record of the supporting correction.

Reconcile orders, returns and marketplace TCS
Use order-level data, return and refund records, your sales invoices, and the platform’s settlement or tax statements together. A settlement amount alone may not show the full tax-reporting picture.
- Match marketplace orders to the invoices and outward-supply records for the relevant period.
- Match returned or refunded orders to the relevant credit notes or other applicable adjustments and retain the evidence supporting each adjustment.
- Compare the platform’s reported TCS information with the taxable supplies and returns in your own records.
- Investigate differences—such as missing orders, timing mismatches or returns not reflected in a statement—before relying on the platform figure in your reconciliation.
- Track the TCS credit reflected through the operator’s statement separately from the seller’s own outward tax reporting.
CBIC’s e-commerce FAQ explains that returned taxable supplies reduce the net value on which the operator calculates TCS. Its older operational explanation also describes collection when consideration is collected, remittance within ten days after month-end and a monthly GSTR-8 statement. Because those timing details are based on an older statutory framework, check current statutory text and portal guidance rather than using that FAQ as proof of current deadlines.

Prepare GSTR-1 for the supplies that apply to you
GSTR-1 is the outward-supply information return. The GST Portal describes reporting that can include invoice-level and summarized details, credit and debit notes, advances and adjustments, HSN/SAC summaries, and applicable e-commerce supplies. What belongs in your return depends on your registration and transactions.
Choose a preparation route
The GST Portal lists three routes: enter information online, use the GST Returns Offline Tool, or use a third-party application through a GST Suvidha Provider (GSP). The official guidance confirms these routes but does not rank them. Choose based on your workflow and verify any tool’s current functionality and costs independently.
Review the relevant reporting details
- Report the invoice-level B2B information and the specified B2C or inter-state summaries that apply to your supplies.
- Include applicable exports, credit and debit notes, advances and adjustments, and nil, exempt or non-GST supplies.
- Report applicable e-commerce supply details with the GSTIN, using the relevant section 52 or section 9(5) table as appropriate.
- Review the HSN/SAC summary and other return fields against the live form for the filing period.
The GST Portal guide states that from May 2025 the HSN-wise summary of outward supplies is furnished separately for B2B and B2C. Forms and instructions can change, so confirm the live portal requirements for the specific return period rather than relying on an old screen sequence.
Keep records that connect the return to its sources
CBIC’s rules call for accounts covering tax payable, tax collected and paid, input tax and credit claimed, and registers for tax invoices, credit and debit notes, and delivery challans. They also address audit trails and links to source documents, whether those documents are paper or electronic.

- Sales invoices and any related credit or debit notes.
- Delivery challans and other dispatch documents where relevant.
- Purchase invoices and documents supporting input tax and credit claimed.
- Marketplace settlement statements and TCS information.
- Return, refund and adjustment support.
- Reconciliation workings that connect order data, invoices, returns, statements and reported figures.
Organize these records so a reported amount can be traced back to its source documents and the relevant transaction. A physical GST sales register book can be a useful optional aid, but the rules do not make recordkeeping paper-only: a register does not replace the underlying documents, audit trail or electronic return filings.
