In India, GST registration and compliance depend on more than turnover: the type and location of your supplies, how you sell, and whether a compulsory-registration rule or notified exception applies also matter. A marketplace seller is not automatically in the same position as a direct seller, and old FAQ threshold figures should not be treated as universal current rules. Use the checks below to identify what to verify for your business.
Do small businesses need GST registration?
There is no single turnover figure that answers this for every seller. The CGST Act provides turnover-based registration rules as well as categories that may require registration, and it also allows notified exceptions. Your aggregate turnover, supply type, state or Union Territory, and transaction pattern all matter. CBIC FAQ answers may contain historical thresholds, so confirm the current rule and applicable notifications rather than relying on an old figure.
Start with the current CBIC registration rules and the CGST Act. The CBIC FAQs can help explain the framework, but an FAQ answer should not substitute for checking amendments and notifications that apply to your facts.
Does selling through a marketplace change the registration analysis?
It can. The CGST Act addresses suppliers using an e-commerce operator required to collect tax at source (TCS), while also permitting notified exemptions. As a result, neither “every marketplace seller must register” nor “small marketplace sellers are exempt” is a safe blanket rule.

| Business detail | Why it matters | What to check |
|---|---|---|
| Aggregate turnover and state or Union Territory | Turnover-based registration rules and their applicability depend on the seller’s circumstances. | Current registration rules and relevant notifications for the state or Union Territory. |
| Goods, services, taxable supplies, or exempt supplies | Supply type can affect registration obligations and the appropriate document for a sale. | Whether the supplies and any applicable compulsory-registration category are covered by current rules. |
| Intra-state or inter-state sales | Location of supplies is one of the factors in registration analysis. | How each transaction is treated under the applicable rules; do not assume a single registration covers all states. |
| Direct website or social sales versus marketplace sales | An e-commerce operator’s role, including whether it is required to collect TCS, can affect the analysis. | Current statutory provisions, notifications, and any applicable conditions for the seller and platform. |
| Regular or composition scheme | The scheme affects the seller’s compliance workflow and whether regular-taxpayer GSTR-1 guidance applies. | Eligibility, scheme conditions, and current return instructions for the seller’s category. |
| Monthly or eligible quarterly workflow | Return frequency depends on the applicable taxpayer category and current portal rules. | The seller’s current GST Portal return schedule and instructions. |
Does one GST registration cover sales in every state?
Do not assume that it does. CBIC’s registration guidance collects state or Union Territory details in the application, and the Act describes a state-specific registration structure. A business operating across states should check the registration requirements for each relevant location and transaction rather than treating one registration as automatically nationwide coverage.
Use the CBIC registration guidance alongside the applicable provisions of the CGST Act to assess the locations involved.

What returns does a registered seller file?
GSTR-1 for regular taxpayers in scope
The GST Portal describes GSTR-1 as the electronic return for reporting outward supplies. Its guidance says a nil GSTR-1 is required for a period with no business activity. The page excludes composition taxpayers and specified categories from this GSTR-1 requirement, so first confirm that the seller falls within its scope.
Confirm the schedule for your category
Return forms and filing frequency depend on the taxpayer’s category and current portal rules. Check the GST Portal’s GSTR-1 guidance for the applicable workflow; do not infer a monthly or quarterly schedule from another seller’s filing pattern.

What document should you issue for a sale?
The document depends on the seller’s status and the supply. CBIC distinguishes a tax invoice from a bill of supply; a bill of supply applies in certain cases, including composition taxpayers and exempt supplies. Do not use one invoice template for every business or transaction.
The CBIC invoice rules list particulars that can include supplier and recipient details where applicable, invoice number and date, description, taxable value, tax rate and amount, and signature or digital signature. Check the current rules for the transaction and the seller’s category before choosing a format. CBIC’s sectoral FAQs also address invoice questions.

Can you leave the composition scheme after registering under it?
Whether and how a seller can opt out is governed by the scheme’s current conditions and process. CBIC includes this question in its FAQs; check the current instructions before changing schemes, because the answer depends on the rules in force and the seller’s circumstances.
What is a practical order for checking compliance?
- Map the business. List the states or Union Territories involved, what you supply, where customers are located, and whether sales are direct or through an e-commerce operator.
- Assess registration. Compare aggregate turnover and supply facts with current CBIC registration rules, compulsory-registration provisions, and any applicable notification.
- Confirm marketplace conditions. If a platform is involved, establish its role in collecting consideration or TCS and verify any current exemption or enrollment conditions from official instructions.
- Identify the taxpayer scheme and return scope. Confirm regular or composition status and follow the GST Portal workflow that applies to that category and period.
- Set up the right sales document. Use the current invoice rules to distinguish when a tax invoice or bill of supply applies, and include the required particulars for the transaction.
GST rules, exemptions, forms, and portal workflows can change. For a business with multiple states, mixed supplies, marketplace transactions, or uncertain eligibility, a qualified GST practitioner can help apply the current rules to the specific facts.
