Each manufacturer, distributor and retailer should map every GSTIN to its registration type and filing profile, issue correctly numbered documents, validate e-invoice and e-way bill requirements before transactions, report outward supplies accurately, support input tax credit (ITC), reconcile stock and tax, and retain records for the required period.
Rules, thresholds, exemptions, portal functions and due dates change. Use the current GST Portal instructions and notifications for the relevant tax period, and obtain professional advice for unusual supplies, multiple states, exemptions or departmental proceedings.

GST compliance checklist for FMCG manufacturers, distributors and retailers
Use this checklist as an operating control for each tax period and dispatch cycle. A manufacturer may need production, wastage and finished-goods records that a retailer does not; a distributor must control high-volume purchase and resale data; and a retailer must distinguish taxable, exempt, nil-rated and non-GST sales where applicable. The responsible person should document who prepares, reviews and approves each control.
1. Map every GST registration and filing profile
Begin with a master register of all GSTINs, legal entities, states, additional places of business and warehouses. Do not assume that one company-wide calendar applies to every registration.
#1 Best Overall
- Two-Part Carbonless Invoice Book: Each invoice book has 50 sets of invoices, each with a white/light yellow section, with the yellow section retained in the invoice book to maintain detailed records.
- Consecutively Numbered: Enlarged red 6-digit numbers in the upper right corner of each invoice receipt book help you quickly navigate through your orders.
- Wraparound Divider Flap: A thick folded cardboard divider is integrated into the back of each invoice book for use between each two-part sales order to prevent the written content from rubbing off on subsequent copies of the invoice, resulting in wasted invoices.
- 2 Packs/50 Sets (100 Sets Total): Each invoice book provides 50 sequentially numbered carbonless sets of 2 invoice books for long-term use.
- Customizable Space: Each invoice book for small business has space at the top to add a company seal or sticker.
Record the profile for each GSTIN
- Legal name, state, principal and additional places of business, and the person responsible for the registration.
- Whether the registration is normal or casual, and whether any special scheme or exemption affects the return workflow.
- Monthly or quarterly return frequency shown for that taxpayer, including any applicable invoice-furnishing facility or other portal option.
- Applicable GSTR-1, payment and other return obligations, along with the current portal due dates for that profile.
- Whether the business’s supplies, turnover, customer type or transaction route trigger e-invoice or e-way bill requirements.
Review the profile after opening or closing a location, changing the supply model, crossing a relevant threshold, adding an e-commerce channel or receiving a new notification. Keep evidence of the review rather than relying on a remembered calendar.
2. Control invoices, credit notes and document numbering
FMCG transactions are numerous and often amended through returns, discounts, damages, expiry claims and promotional schemes. A continuous, traceable document sequence helps you explain every adjustment.
Documents to control
- Tax invoices for taxable supplies, with the particulars required by the applicable invoice rules.
- Credit notes and debit notes linked to the original supply and the reason for the adjustment.
- Delivery challans where goods move without a tax invoice or where the rules permit a challan-based movement.
- Bill of supply for supplies made under the applicable exemption or composition-style conditions, where relevant.
- Export, deemed-export and other supporting documents required for the transaction route.
- Purchase invoices and other prescribed documents used to substantiate ITC.
Use a separate series when the rules or your internal controls require it for a location, document type or financial year. Prevent duplicate numbers, unexplained gaps and back-dated entries. Preserve the original document, the amendment trail and the approval for each credit or debit note.
Minimum invoice review
- Correct supplier and recipient GSTINs, legal names and addresses.
- Invoice number and date within the approved series.
- Product description, quantity, unit, taxable value, rate and tax amount.
- Place-of-supply and tax type (CGST/SGST, IGST or other applicable treatment).
- Discounts, freight, packaging, promotional adjustments and other value components treated consistently with the tax rules.
- Reference to an original invoice for a note or amendment.
Reconcile the invoicing system’s sequence to the documents actually issued and cancelled. A cancelled number should remain visible with its reason; deleting it can create an unexplained gap.
3. Test e-invoice applicability and complete the IRN workflow
Where e-invoicing applies, transmit the required invoice details to the designated Invoice Registration Portal (IRP) and obtain the Invoice Reference Number (IRN) and associated signed information, including the QR code data where applicable. Applicability depends on current law, turnover and exceptions; the official sources used here do not establish a current universal threshold, so check the latest notification for each entity.

- CONSECUTIVELY NUMBERED: Large 6-digit numbers in the upper right hand corner help you thumb through orders quickly
Operational sequence
- Determine whether the supplier, document type and transaction fall within the current e-invoice mandate or an exception.
- Validate master data before transmission: GSTINs, place of supply, HSN or SAC, tax rates, taxable value and document number.
- Submit the invoice data to the IRP and capture the returned IRN, signed invoice information and QR-related data in the accounting record.
- Stop dispatch or posting when the response is rejected, duplicated or inconsistent. Correct the source data and follow the permitted cancellation or amendment process.
- Compare accepted e-invoices with the outward-supply register. An IRN confirms the e-invoice registration event; it does not replace the taxpayer’s return review.
GST Portal guidance explains that e-invoice information can populate specified GSTR-1 tables, but the taxpayer must review the populated records, add missing transactions and correct pending or erroneous entries before filing. See the GSTR-1 creation guide.
4. Prepare and review GSTR-1
GSTR-1 is the outward-supplies statement for the relevant registered taxpayers and filing frequency. The current portal screens and instructions control the exact table structure, validations and thresholds. The GST Portal GSTR-1 guide describes the return and its reporting workflow.
Recommended Free Tools
Build the outward-supply population
- Business-to-business invoices and other applicable registered-recipient supplies.
- Specified inter-state supplies to unregistered consumers where the current table rules require reporting.
- Credit and debit notes, including amendments to earlier invoices or notes.
- Exports and deemed exports, with the applicable shipping, tax and recipient details.
- Advances received and their later adjustment where the return instructions call for them.
- Nil-rated, exempt and non-GST supplies.
- HSN or SAC summary data at the level and with the fields required for that period.
- Specified supplies made through or reported by an e-commerce operator.
Monthly and quarterly workflows
| Control point | Monthly filer | Quarterly filer |
|---|---|---|
| Data cut-off | Close and validate the month’s invoices, notes, exports and summaries. | Close each month internally even when the statutory statement is quarterly; do not wait until quarter-end to discover missing documents. |
| Portal review | Check e-invoice-populated records, manual entries, amendments and validation errors before submission. | Check the portal’s permitted invoice-furnishing process and the quarter’s cumulative records before the applicable filing window. |
| Management approval | Obtain sign-off on outward liability, adjustments and unusual transactions for the month. | Obtain monthly internal sign-off, then a separate quarter-end approval for the filed statement. |
| Nil period | A nil GSTR-1 is still required for a tax period when the portal rules require it, even if there was no business activity. | Confirm the portal’s nil-return requirement for the relevant quarterly period and submit it when applicable. |
Do not copy a prior-period return without checking changes in customer GSTINs, place of supply, product classification, tax rates, credit notes and export evidence. Keep a locked extract of the source register used to prepare the return.
5. Reconcile outward liability, payment and portal status
Before filing, compare the sales ledger, tax calculation, GSTR-1 data and the applicable payment or return reporting. The goal is to identify differences while correction is still possible.
Reconciliation checks
- Invoice count and taxable value by GSTIN, tax rate and place of supply.
- Credit and debit notes recorded in the period versus notes reported in the return.
- Advances, exports, exempt supplies and e-commerce transactions against their supporting schedules.
- Tax liability in the books versus the amount reported and paid through the applicable return process.
- IRP records that are missing, duplicated, rejected, pending or populated into the wrong GSTR-1 table.
- Electronic liability, cash and credit-ledger balances after payment or set-off.
Investigate a mismatch before filing rather than carrying it forward as an unexplained difference. If a correction belongs in a later period under the current rules, document the reason, period and approval.

6. Substantiate and review input tax credit
ITC control is more than matching a purchase entry. Match each claim to the prescribed supporting document and apply the current statutory eligibility conditions and restrictions.
ITC evidence file
- Supplier tax invoice, debit note or another document permitted by the rules.
- Supplier GSTIN, invoice number, date, taxable value and tax amount.
- Proof that the goods or services were received and recorded in the business process.
- Purchase order, goods-received note, transport evidence and payment records where relevant to the control.
- Reconciliation to the supplier data or other portal information used by the business, with exceptions investigated.
- Reversal, blocked-credit and subsequent re-availment calculations where the law requires them.
Do not treat an invoice appearing in a system report as conclusive proof of eligibility. Check business use, documentary conditions, statutory restrictions and any time or payment condition that applies. The CBIC ITC rules provide the documentary framework; apply the version in force for the relevant period.
7. Clear goods movement before dispatch
For consignments within the scope of the e-way bill rules and above the prescribed value threshold, furnish the required information before movement. The threshold, exceptions and special procedures must be checked against the current rules; do not treat the general rule as universal.
Dispatch checklist
- Classify the movement: sale, stock transfer, job work, return, replacement, exhibition, free sample, repair or another purpose.
- Prepare the applicable tax invoice, bill of supply or delivery challan and verify the recipient and place-of-supply details.
- Generate or arrange the e-way bill through the permitted party, recording the vehicle or transporter details as required.
- Give the person in charge the document and the e-way bill number or required electronic record before the vehicle moves.
- Update vehicle or transporter details when the route or conveyance changes under the applicable process.
- Retain evidence of cancellation, expiry, detention, interception or correction and reconcile it to the dispatch register.
Own-conveyance and transporter-led movements need different ownership controls:
| Movement model | Primary control | Evidence to retain |
|---|---|---|
| Own vehicle | Dispatch team validates invoice or challan, vehicle details and e-way bill before loading. | Loading record, vehicle number, driver acknowledgement, e-way bill and delivery confirmation. |
| Transporter arranged | Define who supplies transporter and vehicle data and who verifies the generated bill. | Transporter instruction, consignment record, e-way bill number, handover proof and delivery confirmation. |
See the CBIC e-way bill rules for the documents, timing and exceptions that apply to the movement.

8. Reconcile stock, production and trading records
CBIC account-record rules require records appropriate to the business’s activity and stock particulars. FMCG controls should cover raw materials, packaging, finished goods, resale inventory, scrap, wastage and samples.
Manufacturer controls
- Opening stock of raw materials, packaging and finished goods.
- Receipts by purchase, transfer, return or other source.
- Production quantities, batch or lot references where used operationally, and conversion of inputs into finished goods.
- Normal process loss, abnormal loss, destruction, expiry, write-off and disposal, with approvals.
- Free samples, promotional issues and goods consumed internally.
- Closing stock reconciled to the general ledger and physical or cycle counts.
Distributor and retailer controls
- Opening and closing stock by product or SKU category appropriate to the business.
- Purchases, stock transfers, sales, customer returns and supplier returns.
- Damaged, expired, missing, destroyed, gifted or sampled goods, with the tax treatment reviewed.
- Warehouse-to-store movements and inventory held by third parties.
- Differences between point-of-sale, warehouse and accounting records investigated promptly.
Use the same identifiers across purchase invoices, sales invoices, stock ledgers and dispatch documents. A stock variance should have a dated explanation, approval and tax review rather than being silently written off.

Keep invoices, credit and debit notes, delivery challans, e-way bills, ledgers, stock records, production records, return workings, payment evidence and correspondence in an accessible form. The CBIC-hosted CGST Act text states:
“Every registered person required to keep and maintain books of account or other records in accordance with the provisions of sub-section (1) of section 35 shall retain them until the expiry of seventy-two months from the due date of furnishing of annual return for the year pertaining to such accounts and records:”

Records connected with an assessment, appeal, investigation or other proceeding may need to be kept longer. Confirm the current consolidated law and calculate the retention end date for each year and GSTIN.
Best Value
- 2 part carbonless forms (White originals, Canary duplicates) for invoicing customers
- Wraparound cover attached to back to place between sets
- Consecutively numbered within each book
- 50 sets per book
- Space at top for company stamp
Retention safeguards
- Store portal acknowledgements, filed-return PDFs or data exports and payment challans with the underlying schedules.
- Preserve original electronic files, system logs and amendment history, not only printed reports.
- Use access controls and backups that allow records to be produced in a readable form.
- Place a legal hold on records when a notice, audit or investigation is received.
- Document destruction approvals after the applicable period has ended and no proceeding requires longer retention.

10. Run a practical compliance calendar
A calendar should assign an owner and reviewer to each control, with a cut-off that leaves time for correction.
| Cadence | Actions |
|---|---|
| At invoice creation | Validate GSTIN, tax treatment, document series, product classification and e-invoice applicability. |
| Before every dispatch | Check invoice or challan, e-way bill requirement, transporter or vehicle details and required documents with the goods. |
| Weekly | Review rejected e-invoices, missing IRNs, unbilled dispatches, credit-note requests, stock exceptions and portal errors. |
| Month-end | Close the sales and purchase registers, reconcile stock movements, prepare GSTR-1 data, review ITC evidence and calculate liability. |
| Before filing | Compare books to portal data, resolve pending records, approve adjustments, pay or set off the reported liability and save acknowledgements. |
| Quarter-end or year-end | Complete the applicable quarterly return process, annual reconciliations, physical or cycle counts and retention review. |
Common failure points and corrective action
E-invoice data flowed into GSTR-1 but was not reviewed
Use the portal’s populated records as an input, not as a final return. Compare them with the sales register, add omitted supplies and correct errors before filing.
A dispatch left without the required movement documents
Pause further movement where possible, identify whether the invoice, challan or e-way bill was missing or incorrect, and follow the current correction, cancellation and transporter procedure. Record the incident and retrain the dispatch owner.

Pick the symptom - the matching free tool is one click away.
Credit notes were issued without a controlled trail
Link each note to the original invoice, record the commercial reason and tax impact, obtain approval and report it in the correct period and table under the current instructions.
ITC was claimed from a purchase list without eligibility testing
Place the item in an exception queue, obtain the prescribed document and receipt evidence, test statutory restrictions and reverse or defer the amount when the conditions are not met.
Stock losses were written off without tax analysis
Separate normal process loss from expiry, destruction, theft, gifts and free samples. Attach the incident report, approval and disposal evidence, then assess the applicable tax and ITC consequences.
What a complete file should contain
For each GSTIN and period, an independent reviewer should be able to trace a transaction from source document to ledger, return, payment and (where relevant) movement record. The file should include the registration profile, invoice and note registers, e-invoice response data, GSTR-1 working and acknowledgement, liability and payment reconciliation, ITC support and exceptions, e-way bill records, stock or production reconciliation, and approval evidence. This structure makes a portal query or departmental review answerable without reconstructing the period from scattered emails.
