Grid-scale batteries and pumped-storage hydropower (PSH) both shift electricity to a later time, but they store it in different ways and suit different projects. Batteries store energy electrochemically; PSH uses electricity to pump water to an upper reservoir, then releases it through turbines to generate power. Neither is universally cheaper or better: the right comparison depends on the service required, discharge duration, site, and project-specific costs.
How do grid-scale batteries and pumped hydro work?
Grid-scale batteries
A grid-scale battery stores electricity electrochemically and returns it to the grid when needed. The category includes different technologies, including lithium-ion, lead-acid, and vanadium redox flow batteries, which are not interchangeable for every use. A battery installation has a rated power and an amount of stored energy; those are separate measures.

Pumped-storage hydropower
PSH uses two reservoirs at different elevations. When electricity is available, pumps move water uphill to the upper reservoir. When the grid needs power, water flows back down through a turbine. The water can be cycled repeatedly, though the plant still has operating and energy losses.

How do the technologies compare?
| Comparison | Grid-scale batteries | Pumped-storage hydropower |
|---|---|---|
| How energy is stored | Electrochemically; chemistry varies by system. | As water held at elevation between reservoirs. |
| Typical role in the cited comparison | NREL’s comparison treats batteries as intended for shorter time frames in that study context. | NREL characterizes PSH as a long-duration storage technology. |
| Power and energy | Compare rated power in MW separately from stored energy in MWh; a power rating alone does not give discharge duration. | Compare generating capacity in MW separately from storage capacity in MWh or GWh; a power rating alone does not give discharge duration. |
| Siting and development | Project requirements depend on design and jurisdiction; the cited sources do not establish that battery permitting is always easy. | Requires suitable geography and reservoirs, substantial upfront capital, and potentially lengthy permitting and implementation. |
| Efficiency information in the cited sources | A comparable battery value is not stated in the cited material. | NREL’s 2024 Annual Technology Baseline uses 80% as a central estimate, based on a reviewed literature range of 70%–87%; it is a model input, not a universal measurement for every plant. |
| Cost conclusion | No current, matched battery-versus-PSH cost winner is established in the cited assessments. | No current, matched battery-versus-PSH cost winner is established in the cited assessments. |
Which is better for long-duration energy storage?
PSH is the more directly established fit in the NREL comparison for long-duration storage. NREL describes PSH and compressed-air energy storage as long-duration technologies, while the batteries in that study are intended for shorter time frames. That is a characterization within the study context, not a universal cutoff for every battery design or project.

Start by specifying how many hours the facility must discharge at its required power, and what grid service it must provide. Then compare designs capable of delivering that service. Power capacity, measured in megawatts (MW), tells how much power a system can deliver at a moment; stored energy, measured in megawatt-hours (MWh) or gigawatt-hours (GWh), helps indicate how long it can sustain output. A high MW rating alone does not mean a system can discharge for a long time.
Operational services matter alongside duration. NREL has emphasized that “Not all energy storage technologies provide the same services.” The relevant question is therefore not only how much energy a system holds, but whether its operating characteristics meet the project’s grid needs.

How do they compare on cost and efficiency?
Compare lifecycle costs on equal terms
The U.S. Department of Energy’s 2022 storage assessment presents levelized cost of storage (LCOS) as a framework for comparing ownership and operating costs across technologies. An LCOS result is only useful for this choice when the underlying cases are aligned. The comparison needs to account for duration, system size, replacements, decommissioning, financing, utilization, and geography. NREL technology baselines likewise depend on their stated system and scenario assumptions.
The cited assessments do not establish one current, directly matched cost winner between a specified battery chemistry and duration and a defined PSH design. Without that matched basis, a broad claim that either technology is always cheaper would overstate what the evidence shows.

Interpret efficiency estimates carefully
Round-trip efficiency describes how much energy a storage system returns relative to the energy used to charge it. For its 2024 baseline, NREL selected 80% as the central PSH estimate from a 70%–87% range reported in the literature reviewed by Mongird and colleagues. NREL’s 80% is a modeling assumption informed by that literature, not a measurement that applies to every plant. The cited material does not provide a corresponding battery efficiency figure for a like-for-like comparison, so a direct efficiency ranking cannot be made from these values alone.

PSH is constrained by geography and civil works
A PSH project needs an appropriate elevation difference and reservoir arrangement. The reservoirs can be natural or constructed, but either option involves substantial infrastructure. DOE notes that permitting and implementation can take a long time, so the project timeline and site suitability are central considerations, not details to address after selecting a technology.

Battery siting is project-specific too
Batteries are modular installations, but that does not mean every battery project is simple to permit or develop. The applicable rules depend on jurisdiction and project design. The cited sources support treating siting and development as project-level questions for both options, rather than assuming batteries have no meaningful constraints.

What does the U.S. PSH fleet look like?
The U.S. Department of Energy’s 2026 Hydropower Market Report announcement, released September 18, 2026, reports 41 pumped-storage plants with 22.23 GW of generating capacity and 553 GWh of storage capacity. DOE also reports that PSH represented 82.1% of U.S. utility-scale energy storage capacity in the data covered by that report. These figures describe the U.S. PSH fleet; they are not a head-to-head performance or cost comparison with batteries.
What does the environmental comparison show?
NREL’s 2023 life-cycle assessment compared closed-loop PSH with utility-scale lithium-ion, lead-acid, and vanadium redox flow batteries, as well as compressed-air energy storage. On the study’s measure of global-warming potential, closed-loop PSH ranked lowest among the storage technologies examined. That finding is limited to the study’s comparison set, boundaries, and impact measure. It does not establish that PSH has the lowest impact across every environmental category or at every proposed site.
How to make a project-level comparison
- Define the service. Specify what the storage resource must do for the grid, including the required discharge duration and output.
- Set comparable power and energy requirements. State the MW rating and the MWh or GWh requirement separately for each design.
- Screen feasible sites. Assess reservoir geography and development requirements for PSH, and evaluate battery project design and jurisdiction-specific rules for batteries.
- Use project-specific performance inputs. Compare round-trip efficiency and other operating assumptions on a consistent basis; do not treat NREL’s 80% PSH baseline as a measured value for every plant.
- Build an aligned lifecycle-cost case. Use consistent assumptions for duration, system size, replacements, decommissioning, financing, utilization, and location before interpreting LCOS.
- Match environmental boundaries. When comparing life-cycle impacts, use the same impact categories and boundaries and identify which technologies the assessment actually studied.
This is a technology-level comparison, not a site feasibility study, procurement assessment, or investment recommendation. Project economics and performance require a defined design and local assumptions.
