Yes. The Metro Outer Joint Development Assessment Panel (JDAP) unanimously approved Housing Choices WA’s 35-home proposal for 41 Montsalvat Drive, Greenfields, on 14 February 2024. The approval is for a development, not confirmation that construction or occupancy has since occurred.
What did the panel approve?
Application DAP/23/02569 covers Lot 44, No. 41 Montsalvat Drive, in the City of Mandurah. Housing Choices WA was the owner and proponent, with Rowe Group representing the application. The approved scheme comprises 28 apartments and seven townhouses—35 homes in total—with one-, two- and three-bedroom dwellings across four blocks of two to three storeys around a communal garden. Mandurah Times/PerthNow reported the proposal’s value as $11 million.
Mandurah Times/PerthNow described the site as a vacant 4,839-square-metre lot behind Mandurah Greenfields Shopping Centre and opposite Kangaroo Paw Park. The report said Housing Choices WA would retain the homes long-term in a build-to-rent arrangement, rather than sell them individually.
Why was it approved despite a parking shortfall?
The panel’s written decision said the multiple-dwelling proposal was “largely consistent with the relevant Planning Framework for the locality and site.” It also found that, following design review, the plans appropriately responded to the ten design principles in State Planning Policy 7.0 and met an appropriate quality standard for affordable living.

The city report and Mandurah Times/PerthNow noted five visitor parking bays where six were required, as well as a concern about storage provision for three-bedroom townhouses. The panel accepted a reduction in parking, taking account of alternative transport options, including nearby Mandurah station, and the site’s proximity to a commercial centre. The shortfall did not prevent approval, and the decision did not require an additional visitor bay.
What conditions apply to the approval?
The approval allows four years from 14 February 2024 for the development to substantially commence; otherwise, the planning approval would lapse. The minutes also set out implementation requirements, including:

- Connect the development to sewer before development or use.
- Provide a vehicle crossover and construct the parking, manoeuvring and circulation areas.
- Design lighting to prevent excess light spill.
- Screen clothes-drying areas and external fixtures.
- Obtain City of Mandurah approval for a detailed landscape plan before site works.
- Obtain an approved building permit before work begins.
What funding and local context were reported?
Mandurah Times/PerthNow reported that Housing Choices WA received an $8.14 million grant in 2022 through the State Government’s Social Housing Economic Recovery Package. The grant related to Greenfields homes alongside properties in Falcon and Viveash; it is not the stated value of this development alone.
The report quoted Rowe Group’s Belle Smithies describing the area as affected by particularly low housing affordability and saying the location was well placed for public transport and nearby services. Those are attributed remarks, not current independently verified affordability statistics. Mayor Rhys Williams told the publication: “Housing is a real challenge for the Mandurah community, and so we’re really delighted to see this outcome.”

Has construction started or have residents moved in?
The panel minutes and the contemporaneous Mandurah Times/PerthNow report establish the approval and its conditions, but do not establish whether construction has since started, whether the homes are complete or occupied, or whether the approval was later amended or extended. The four-year substantial-commencement period runs from the approval date; a current delivery update would need confirmation from the City of Mandurah or Housing Choices WA.
