One example was inadequate disclosure of a tax-refund processing fee for tax-preparation services offered on a third-party website. The Fed’s announcement does not name that website or the tax-preparation provider. It also does not state how many consumers were affected or the amount of the individual fee. The $44 million is the civil penalty, not a stated total of consumer fees or restitution.
What other conduct did the enforcement action cover?
The tax-preparation fee was one part of a broader action. The Federal Reserve also addressed Green Dot’s prepaid debit-card marketing, sales and servicing; account-access blocks that affected legitimate customers receiving unemployment benefits; and weaknesses in consumer-compliance and anti-money-laundering programs.

What does Green Dot have to do with Apple Cash and Walmart MoneyCard?
Green Dot is associated with other financial products through separate business relationships. AppleInsider describes Green Dot Bank as a partner for Apple Cash, while Green Dot’s 2025 annual report filed with the SEC documents the company’s Walmart MoneyCard program and its 2025 extension.
That context does not make Apple or Walmart the targets of the Federal Reserve action. The regulator’s announcement identifies Green Dot and describes conduct involving Green Dot’s own services; it does not say Apple or Walmart was fined or involved in the tax-preparation fee practice.

The Federal Reserve’s announcement and consent order require Green Dot to strengthen its consumer-compliance risk-management program, address the root causes of complaints, improve consumer disclosures and related controls, and develop an effective anti-money-laundering program. The order also calls for independent third-party assistance and review, and consumer remediation where appropriate. The available materials do not establish that every requirement has since been completed.
