Government Shutdown Deal: What USDA Funding and the Farm Bill Extension Mean for Farmers

The November 2025 shutdown deal funded USDA for FY2026 and temporarily extended certain Farm Bill programs. That broad extension has ended; the September 2026 law funds government operations through December 11 but does not establish a general Farm Bill renewal.

The November 2025 deal ended the federal shutdown, provided full-year FY2026 appropriations for USDA’s Agriculture, Rural Development, FDA, and Related Agencies bill, and temporarily extended certain Farm Bill authorities. That Farm Bill extension ended on September 30, 2026, or at the end of the 2026 crop year for some programs. A separate law approved September 2, 2026, funds federal operations temporarily through December 11, 2026; it does not establish a general Farm Bill renewal. Your program’s current eligibility, funding, and deadlines depend on its own rules.

What the shutdown-ending package did

The House passed the package on November 12, 2025, by a vote of 222–209, and sent it to the President. It combined a continuing resolution (CR) with three full-year FY2026 appropriations bills, one of which covered Agriculture, Rural Development, FDA, and Related Agencies. The CR temporarily funded broader federal operations through January 30, 2026. These were two different funding mechanisms in one package: the Agriculture bill provided full-year appropriations for its covered agencies, while the CR set a temporary funding deadline for government operations more broadly. The Senate Appropriations Committee reported the vote and package details.

The package also extended certain Farm Bill authorities and mandatory funding levels. USDA described that extension as lasting one year, through September 30, 2026. That date has passed. It is a historical endpoint, not a current guarantee that affected programs remain authorized or open for enrollment.

What changed after September 30, 2026

On September 2, 2026, Congress approved the Continuing Appropriations Act, 2027. It provides temporary funding for federal operations through December 11, 2026, unless earlier superseded by FY2027 appropriations. The act includes specific authorizing extensions, but the reviewed text does not establish a general renewal of the expired 2018 Farm Bill extension. A temporary government funding deadline and an extension of Farm Bill authority are not interchangeable.

USDA’s current-facing Farm Bill extension summaries still display September 30, 2026. That page date does not by itself extend a program beyond the date stated. The available information does not establish a general Farm Bill renewal after September 30, 2026; check the administering agency for a program-specific update before relying on eligibility, payment, or application timing.

Why “funded” and “authorized” are not the same

A Farm Bill or other substantive law can authorize a program and, in some cases, provide mandatory funding. Annual appropriations bills provide budget authority for agencies to commit funds. A CR is a temporary appropriations measure that keeps covered government operations funded for a limited period; it does not automatically renew every program authority or set the same deadline for every program.

Budget authority, a budget baseline or estimate, an obligation, and a payment also describe different things. USDA’s FY2026 budget summary notes that figures for extended Farm Bill programs reflect budget baseline assumptions. A baseline is not proof that a program has current authority, that funds have been appropriated, or that a farmer qualifies for or will receive a payment.

Program dates and funding differ

USDA Farmers.gov lists programs including commodity safety-net and price-support programs, dairy assistance, conservation, farm loans, disaster assistance, and crop insurance. The dates below describe the authorities identified by USDA ERS and USDA’s Risk Management Agency (RMA); they should not be read as a single current deadline for all farmers.

Which USDA office to contact

Start with the office responsible for the program, rather than assuming one extension date controls every service:

  • Farm Service Agency (FSA): Many commodity, loan, and disaster programs, including ARC and PLC, are administered through FSA.
  • Natural Resources Conservation Service (NRCS): Conservation programs are administered through NRCS.
  • Risk Management Agency (RMA): Federal crop insurance guidance is available through RMA; contact your crop insurance agent about policy-specific decisions and deadlines.

Farmers.gov provides a starting point for USDA program information. For a decision that affects enrollment, a payment, or a deadline, confirm the current notice with the program’s administering office or your local USDA Service Center.

What to check before making a farm decision

  1. Identify the exact program and crop year. A broad label such as “Farm Bill program” is not enough; authority can differ between programs and crop years.
  2. Ask what funds the program. Confirm whether it relies on mandatory Farm Bill funding, annual appropriations, or another mechanism, and whether current funds are available.
  3. Confirm the authority and deadline in current agency guidance. Do not assume the past September 30, 2026 extension date was renewed just because government operations received temporary funding.
  4. Verify eligibility and timing directly. Enrollment windows, payment rules, and eligibility details can be program-specific. USDA says OBBBA increased premium support for beginning farmers and ranchers during their first decade and expanded the experience definition from five to ten years; check current RMA rules and consult your crop insurance agent before relying on those details.

For context on the shutdown’s effect, Senator John Boozman, then chairman of the Senate Committee on Agriculture, Nutrition, and Forestry, said on November 10, 2025: “Ending the government shutdown ensures critical USDA services resume so vulnerable families no longer experience disruptions to nutrition benefits, farmers can access the programs and personnel they rely on to keep their operations running efficiently and disaster assistance is delivered.” The statement described the package’s immediate purpose; it did not mean every farm program received the same funding or duration.
