GOP Candidate Tori Branum Claimed Credit for Tipping Off ICE Before Georgia Hyundai-LG Raid

Republican congressional candidate Tori Branum said she reported suspected unauthorized workers at a Hyundai-LG battery project in Georgia to ICE before federal agents detained or arrested 475 people there. The Justice Department described the September 4, 2025, operation as an ongoing Homeland Security Investigations case and did not credit Branum, so there is no public official confirmation that her report caused the raid.

What Branum said she reported

According to the Atlanta Journal-Constitution, a union member told Branum that people without proper work authorization were at the site. Branum said she submitted information through ICE’s website and that an ICE agent later contacted her.

She subsequently expressed approval of the operation, saying, “How do I feel about it? Good.” Her comments led to headlines saying she took credit for the raid. The more precise description is that Branum claimed credit for tipping off ICE or said she reported the site to the agency.

There is no public official confirmation that her tip caused the search. The Justice Department said the investigation was led by HSI and involved a federal search warrant.

Where the raid happened—and where Branum was running

The facility was in Ellabell, Bryan County, outside Savannah. It was the under-construction HL-GA Battery Company, a Hyundai Motor Group and LG Energy Solution joint venture located within Hyundai’s Metaplant campus, according to the Georgia Recorder.

That location was not in Georgia’s 12th Congressional District, the district Branum sought to represent. She filed her federal statement of candidacy on May 13, 2025, according to the Federal Election Commission. She later lost the May 19, 2026, Republican primary to incumbent Rick W. Allen.

Candidate Votes
Rick W. Allen 59,576
Tori Branum 11,884

The Georgia Secretary of State’s results report those vote totals. The district distinction matters because the raid became part of Branum’s campaign profile even though the plant was outside the constituency she was seeking to represent.

What happened on September 4, 2025

More than 400 federal, state and local officers took part in the operation, according to the Justice Department. The department listed the following agencies and units among those involved:

  • Homeland Security Investigations
  • ICE Enforcement and Removal Operations
  • Federal Bureau of Investigation
  • Bureau of Alcohol, Tobacco, Firearms and Explosives
  • Drug Enforcement Administration
  • IRS Criminal Investigation
  • Department of Labor’s inspector general
  • U.S. Marshals Service
  • Georgia State Patrol

Authorities said they identified more than 475 people allegedly working unlawfully. Contemporary coverage by the Associated Press and Yonhap described people as detained or arrested; most were reported to be South Korean nationals.

That number should not automatically be translated into “475 undocumented immigrants.” Officials said the people involved included individuals alleged to have crossed the border unlawfully, overstayed visas, or entered under visa-waiver or business-visitor rules that did not authorize employment.

Why visa status and work authorization are different questions

The central issue was often whether a person was authorized to perform the specific job—not simply whether that person had entered the United States legally.

A worker may have a valid visa or have entered lawfully but still lack permission to do particular employment. Subsequent reporting by The Guardian found that at least one detained worker had a valid visa. An immigration attorney also told Reuters that many clients appeared to have entered lawfully or may have been working legally, although questions remained about whether their visa classifications permitted the work they were performing.

That distinction affects how employers, contractors and workers should understand immigration compliance:

Question Why it matters
Did the person enter the United States lawfully? Entry status does not by itself establish permission to work.
Does the visa or immigration category permit employment? Some visitor and visa-waiver categories do not authorize ordinary employment.
Was the person employed by the company or a contractor? Responsibility can involve multiple companies and layers of subcontracting.
Were required employment-verification rules followed? Employers can face legal and financial exposure for unauthorized employment.

Financial consequences for Hyundai and the region

The operation disrupted construction and delayed the battery project. Hyundai CEO José Muñoz told Axios that startup would be delayed by at least two to three months.

For a large industrial project, even a short delay can affect contractor payments, equipment schedules, hiring, tax revenue and the timing of related supplier investments. Workers and local businesses may also feel the impact when construction shifts are reduced or postponed.

However, the raid did not permanently destroy the project or cancel Hyundai’s Georgia investment. CBS News reported Hyundai would continue with a previously announced $2.7 billion expansion. The Atlanta Journal-Constitution reported in 2026 that the battery plant was moving toward opening.

Those reports do not support claims that the raid permanently eliminated tens of thousands of jobs or caused Hyundai to abandon the Georgia project.

What the story means for household finances

The immediate event was an immigration-enforcement action, not a consumer-finance policy change. Still, large manufacturing projects can affect household finances indirectly through local employment and public revenue.

In communities near major plants, project delays can mean:

  • fewer temporary construction hours;
  • later hiring for permanent manufacturing positions;
  • delayed income for subcontractors and suppliers;
  • slower growth in nearby retail, housing and service businesses; and
  • changes to the timing of local tax receipts and infrastructure spending.

Those effects should be separated from the legal questions surrounding the workers. Available reporting does not establish that every person detained was undocumented, nor does it show that Branum’s tip directly triggered the warrant.

What remains unconfirmed

  1. That Branum caused the raid: She said she reported the site, but the Justice Department did not publicly attribute the operation to her.
  2. That all 475 people lacked legal status: The allegations involved work authorization, visa conditions and differing immigration circumstances.
  3. That Hyundai canceled the project: The company continued its expansion plans, and the battery facility was later reported to be advancing toward opening.
  4. That the plant was in Branum’s district: The Ellabell site was outside Georgia’s 12th Congressional District.

FAQ

Did Tori Branum cause the ICE raid at the Hyundai plant?

Branum said she reported suspected unauthorized workers to ICE and later claimed credit for tipping off the agency. Publicly available Justice Department materials do not confirm that her report caused the September 4, 2025, operation.

Were all 475 people detained undocumented immigrants?

No. Officials alleged different situations, including unlawful entry, visa overstays and employment not authorized by a person’s visa or entry category. Later reporting also identified detained workers with valid visas or apparently lawful entry.

Where was the Hyundai-LG battery site located?

The site was in Ellabell, Bryan County, Georgia, outside Savannah. It was part of Hyundai Motor Group’s Metaplant campus and outside the 12th Congressional District Branum sought to represent.

Did Hyundai cancel its Georgia battery project after the raid?

No. The raid delayed construction, and Hyundai’s CEO estimated a two- to three-month startup delay. Hyundai continued with a previously announced $2.7 billion expansion, and later reporting said the battery plant was moving toward opening.

The Bottom Line

Tori Branum said she alerted ICE before the September 2025 raid at Hyundai’s Georgia battery site, but no public official record confirms that her report caused the operation. More than 475 people were detained or arrested amid allegations involving unauthorized employment, though their immigration and visa circumstances were not identical. The raid delayed the project and created local economic disruption, but Hyundai did not abandon its Georgia investment.
