In December 2024, Google proposed allowing Android device makers to preload more than one search engine and to preload Google apps without having to bundle them with Google Search or Chrome. That was a proposal for the court to consider—not an immediate change to every Android phone’s contracts. A later court judgment, entered December 5, 2025, imposed binding limits on certain exclusive distribution deals and payment conditions. As of August 18, 2026, appeals and compliance proceedings are ongoing.
What Google proposed for Android
Google’s December 20, 2024 proposal addressed how it contracts with Android manufacturers and other distribution partners. Its two central Android changes were contractual, not structural:
- Multiple search engines: device makers could preload multiple search engines, rather than being limited by contract to a single search provider.
- Separate Google apps: manufacturers could preload Google applications independently of Google Search or Chrome, instead of having one product’s licensing or placement tied to another.
Google said the changes could give rivals, including Microsoft, more opportunities to bid for search placement. They would not require manufacturers to accept a rival bid or to preload an alternative. Google’s proposal
Why Google offered the changes
The proposal came during the remedies phase of the U.S. Justice Department’s Search antitrust case. In August 2024, the district court found that Google had unlawfully maintained a monopoly in general search and search advertising. The dispute then turned to what remedies should address the role of distribution agreements with device makers, carriers, and browser companies.

Google argued for remedies aimed at search-distribution contracts, rather than broader restrictions involving Android, Chrome, artificial intelligence, web crawling, or search algorithms. The DOJ and participating states argued that Google’s agreements secured important search access points, made it harder for rivals to achieve scale, and weakened incentives to compete. What the proposal did not promise
- No Android breakup: Google did not propose selling Android or separating it from Google Play.
- No removal of Google services: The proposal did not call for Google Play, Google Play services, Search, Chrome, or other Google apps to disappear from Android.
- No guaranteed choice screen: Permission to preload multiple search engines is not the same as requiring a first-run screen where every user selects a default.
- No automatic change to every phone: A manufacturer or carrier would still decide whether to negotiate with rivals and use the flexibility.
The proposal also addressed browser agreements separately. Google said browser partners could select different default search providers across platforms, device categories, or browsing modes, and change a default at least every 12 months. Those browser provisions were not the Android preload rules.

How the court’s final judgment differed
The court entered its final judgment on December 5, 2025. It adopted behavioral restrictions rather than ordering the Android breakup sought as a contingent remedy by the plaintiffs, or immediate Chrome divestiture. The Congressional Research Service explains that the court found the plaintiffs had not established the required causal connection between Google’s Android ownership and the anticompetitive effects in the relevant search markets. Exclusive distribution and bundling
The judgment bars certain exclusive contracts involving distribution of Google Search, Chrome, Google Assistant, and Gemini. It also prevents Google from conditioning a Google application license on the distribution, preloading, or placement of another covered Google product.

Payments to distribution partners
The judgment does not ban Google from paying for default placement. Such payments may continue if they are not conditioned on exclusivity and comply with the applicable limit of one year or less under the remedy framework. Google also cannot condition revenue-sharing payments on keeping Google Search, Chrome, Google Assistant, or Gemini on a device, browser, or search access point for more than one year. This is a limit on specified contractual conditions—not a blanket rule that every default must change annually.
Access for rival products
Partners may not be contractually blocked from distributing another general search engine, browser, or generative-AI product at the same time. This addresses simultaneous distribution more broadly than Google’s proposal to allow multiple search-engine preloads.

Separate data and syndication remedies
The judgment also requires Google to make specified search-index and user-interaction data available to qualified competitors and to offer search and search-text-ad syndication services to certain rivals. Device makers and carriers
Manufacturers and carriers may have more room to negotiate with competing search providers and carry more than one search product. The result can differ by partner, contract, device, and market. Negotiating multiple placements may add commercial and compliance complexity, and changing revenue-sharing terms could affect partner economics. The court recognized that a sweeping ban on payments could reduce revenue for device makers, carriers, and browser developers and could potentially raise device prices; it did not impose such a blanket ban. Rival search engines
Rivals may gain additional opportunities to negotiate for preinstallation or default placement, and the data and syndication remedies are intended to improve access for qualifying competitors. Neither contractual access nor eligibility guarantees market share. A rival still needs commercially acceptable terms, technical and support capabilities, and a product users choose to use.
Android users
Some users could encounter multiple preinstalled search apps or different defaults on different manufacturers’ devices. Others may see little or no change if their device maker does not take up the option. The judgment does not require a universal Android search-choice screen.
Current status as of August 18, 2026
The December 2024 proposal is historical; the December 5, 2025 final judgment is the binding remedy, subject to the case’s ongoing proceedings. The DOJ docket lists joint status reports dated August 6 and August 14, 2026, along with appellate filings from 2026. Accordingly, the practical implementation and compliance picture remains subject to further proceedings. The U.S. case should not be described as a worldwide Android rule. DOJ case docket and filings
