Most eligible Google Play customers are expected to receive payments automatically under a $700 million multistate antitrust settlement—generally through PayPal or Venmo, without filing an initial claim. But payments have not yet begun: as of August 18, 2026, the official settlement administrator said the April 30 final-approval hearing had occurred, while the final approval order remained unsigned.
The settlement applies to qualifying Google Play purchases made by eligible U.S. residents between August 16, 2016, and September 30, 2023. Here is what the settlement covers, who may qualify, how payment notices should work and how to avoid scams.

What is the Google Play settlement?
The case is State of Utah et al. v. Google LLC et al., Case No. 3:21-cv-05227-JD, in the U.S. District Court for the Northern District of California.

The settlement fund is $700 million. According to the California attorney general, $630 million is designated for consumers, less applicable costs and fees, while $70 million is allocated to states and territories for sovereign claims, penalties, fees and costs. The payment is a settlement distribution—not necessarily a refund for a particular app, subscription or transaction.
Who may qualify?
You may be eligible if all of these broad conditions apply:
- You lived in one of the participating U.S. jurisdictions during the relevant period.
- You bought an app through Google Play or made an in-app purchase using Google Play Billing.
- The purchase occurred from August 16, 2016, through September 30, 2023.
The covered jurisdictions are all 50 states, Washington, D.C., Puerto Rico and the U.S. Virgin Islands. Simply owning an Android phone or having a Google account is not enough.

The settlement administrator—not a news article or an individual purchase history—will determine eligibility and payment amounts. Family-library purchases, purchases made by children and transactions involving multiple Google accounts may require individual review.
Do you need to file a claim?
Generally, no—not for the initial distribution. The administrator says most eligible consumers are expected to receive an automatic payment.
The exclusion and objection deadline was February 19, 2026. That deadline has passed. Doing nothing does not mean you gave up the payment; it generally means you remain eligible for the automatic distribution if the administrator identifies you as eligible and the settlement becomes effective.

These options are different:
- Do nothing: You may receive an automatic payment if you are identified as eligible.
- Supplemental claim: A later process is expected for people who cannot receive an automatic payment or expected one but did not receive it. Do not assume that process is open unless the official administrator says so.
- Exclusion: This was the process for giving up settlement benefits while preserving the ability to pursue an individual case concerning released claims. The deadline has passed.
- Objection: This challenged the settlement but did not remove a person from it. The deadline has also passed.
How will the automatic payment arrive?
The planned process uses PayPal and Venmo:
- The administrator identifies eligible consumers.
- PayPal or Venmo sends an email or text to the email address or mobile number associated with the relevant Google Play account.
- If that contact information is already connected to a PayPal or Venmo account, the payment may be deposited there.
- If it is not connected to an existing account, the recipient may be offered a way to create an account or redirect the payment to another PayPal or Venmo account.
This does not guarantee that any arbitrary payment account can be substituted immediately. If you changed your Google email address or phone number, lost access to the old account or do not want to use PayPal or Venmo, the administrator says you may be able to use the supplemental process after automatic payments are attempted.
How much could you receive?
Settlement coverage has commonly described a minimum payment of approximately $2. That figure should not be treated as a guaranteed final payment for every person. The amount may vary according to qualifying purchase activity, the number of eligible recipients, the distribution formula and approved costs and fees.
This is not a dollar-for-dollar reimbursement of everything you spent on Google Play. No reliable individual payment estimate can be calculated from the public eligibility dates alone.

Latest payout status
The official administrator’s website says the final-approval hearing took place on April 30, 2026, but the final approval order had not yet been signed and distribution had not yet begun as of August 18, 2026.
That qualification matters because some earlier announcements and news reports described payments as beginning after the hearing. Do not treat a headline saying that payouts are already underway as confirmation. Check the official settlement website for the latest status.

- Keep access to every email address and phone number used with relevant Google Play accounts.
- Monitor inboxes, spam folders, text messages and junk folders.
- If you are comfortable using them, check whether the relevant contact information is connected to PayPal or Venmo.
- If you used multiple Google accounts, monitor the contact details associated with each one, but do not assume you will receive multiple payments.
- Watch the official website for instructions about the supplemental claims process.
- Contact the administrator only through details published on the official site. The listed phone number is (888) 808-6317.
How to spot a Google Play settlement scam
Settlement-related searches attract phishing attempts. A legitimate notice may mention PayPal or Venmo, but those brand names do not prove that a message is genuine.

Be suspicious of any message that:
- Requests an upfront processing fee.
- Asks for your Google password, recovery code or two-factor authentication code.
- Requests full bank-login credentials, cryptocurrency or gift cards.
- Uses a link that does not lead to the official settlement domain or an official PayPal or Venmo domain.
- Pressures you to act immediately.
- Promises a specific payout that you cannot verify through the administrator.
- Requests more personal information than appears necessary to redirect a payment.
Do not click a settlement link in an unexpected email or text. Instead, type googleplaystateagantitrustlitigation.com into your browser independently and follow the published instructions. Never pay to receive this settlement.
What business changes are included?
The settlement also includes competition-related provisions. State attorneys general say Google must allow certain alternative payment practices, permit developers to communicate lower prices available outside Google’s billing system and allow apps to be listed on competing stores without retaliation.
A Michigan attorney general announcement says the settlement includes at least five years for specified alternative-payment and app-store practices and at least seven years for Android users to download apps from outside Google Play. Those remedies have conditions and durations; they should not be described as permanent removal of every Google Play restriction. Their final operation should be evaluated against the signed approval order once that order is issued.

Bottom line
If you made qualifying Google Play or Google Play Billing purchases while living in a covered U.S. jurisdiction during the settlement period, you may be eligible. Most initial payments are expected to be automatic, but distribution had not begun according to the administrator’s August 18, 2026 status update. Keep your old contact information accessible, watch for official PayPal or Venmo notices and wait for the official supplemental process if automatic payment is unavailable or fails.
