The Financial Stability Board (FSB) is warning G20 finance officials that cross-border stablecoin arrangements could spread financial stress across markets and jurisdictions, while also urging vigilance over AI-related risks. Its stablecoin report describes vulnerabilities—not a crisis already underway—and the October letter’s public summary does not specify a particular AI threat mechanism.

What the FSB flagged before the G20 meeting

In publications dated 12 October 2026, the FSB set out two related concerns ahead of the G20 Finance Ministers and Central Bank Governors meeting scheduled for 15 October: vulnerabilities in global stablecoin arrangements and risks associated with AI. Stablecoins are the more fully explained subject in the accompanying report; AI appears in the Chair’s broader call for vigilance about financial stability.

The FSB defines a global stablecoin as one with reach and use across multiple jurisdictions that could become systemically important in one or more of them. The issue, then, is not only whether a token holds its intended value. It is whether a cross-border arrangement—with multiple entities, reserves and overseers—could transmit stress beyond the reach of any one authority. The FSB describes global stablecoins as “an inherently cross-border and cross-sectoral issue.”

How large is the stablecoin market?

The FSB’s report gives these mid-2026 estimates. They are dated figures from the report, not live market readings.

Stablecoins are used mainly in crypto-asset markets, particularly to enter, exit and trade. In some emerging market and developing economies (EMDEs), they may also serve as an alternative store of value or support financial inclusion. The FSB describes faster, more transparent and lower-cost transactions at scale as a possible future use, not an established outcome.

How a stablecoin problem could cross borders

The report outlines possible channels through which pressure on a global arrangement could reach other parts of finance. These are vulnerabilities the FSB wants authorities to monitor; the report does not say that a systemic stablecoin failure has occurred.

Redemptions and pressure on a peg

A token can trade around the clock on secondary markets, while redemption and reserve management depend on arrangements in particular jurisdictions and on market operating hours. If holders sell quickly and redemptions cannot keep pace, the token could trade under pressure relative to its intended peg.

Links to banks, reserves and markets

If redemptions surge, an issuer may need to sell reserve assets or move funds. A run could therefore transmit stress through fire sales, withdrawals of bank deposits to fund redemptions, and dependencies on stablecoins used in payments and settlement. The FSB also identifies potential links to foreign-exchange markets.

Coordination problems in multi-issuer arrangements

Affiliated issuers may share liability while keeping separate reserves. Redemptions could concentrate at one issuer, even when reserves sit elsewhere. Rebalancing across borders depends on assets being mobile, market access remaining available, relevant information being shared and issuers and authorities coordinating—conditions that could be harder to maintain under stress.

Legal uncertainty and emerging-market exposure

Complex corporate structures and differing national rules can make oversight, accountability, crisis management, cooperation and insolvency more difficult. The FSB says both global stablecoins and national regulatory frameworks remain untested in severe stress and insolvency.

For EMDEs, the report highlights additional concerns: currency substitution, bank disintermediation and challenges with capital-flow management. It says a stablecoin could become systemic at a lower level of use in these economies.

Why monitoring is difficult

Authorities may want to track secondary-market depth, liquidity and structure, as well as where holders, redemptions and reserve assets are located—particularly when several issuers are involved. But a large volume of transaction data does not automatically provide a clear picture of who is using a stablecoin or where.

  • Public blockchains are pseudonymous, so activity may be difficult or unreliable to attribute to particular users, uses or geographies.
  • Authorities also use private data compilers, whose proprietary methods can differ in accuracy and transparency. That can make estimates noisy and hard to compare.

The FSB points to combining data sources, improving disclosures and the reliability of analytical methods, developing consistent on-chain and off-chain data standards, building analytical expertise and sharing information across borders. It cautions that some data constraints are structural and may persist.

What the FSB says—and does not say—about AI

The October Chair’s letter identifies AI-related risks as part of its broader financial-stability warning. The FSB’s release also says it is delivering finalised sound practices for responsible AI adoption to the G20. The public summary of the October letter does not identify a specific AI risk mechanism or quantify an impact, so it does not support attributing a particular cyber scenario to this letter.

In the letter, FSB Chair and Bank of England Governor Andrew Bailey wrote: “The pace of change in the financial system continues to accelerate. New technologies and shifting market structures bring important opportunities, but they also require vigilance, agility and international cooperation.” The FSB had discussed frontier AI’s potential impact on cyber risk in a separate August 2026 letter; that earlier discussion should not be mistaken for a mechanism specified in the October summary.

What this means for individual readers

The FSB’s warning is about how a large, cross-border arrangement might behave under stress—not a prediction that a particular stablecoin will depeg or that a crisis is imminent. For anyone considering or already holding stablecoins, the report’s central distinction is between a token’s market price and the wider arrangements behind it: redemption, reserve management, issuer relationships, oversight and what happens if the structure faces distress or insolvency.

The FSB’s figures describe the market as of mid-2026, and its report does not independently establish what will happen next. Its focus is on improving monitoring and international cooperation so authorities can better assess vulnerabilities that may cross jurisdictions.
