The City of Joondalup approved Woolworths’ proposed redevelopment of Glengarry Shopping Centre, at 59 Arnisdale Road in Duncraig, on 3 September 2025. Residents and traders were divided: some welcomed a modernised centre, while others worried about traffic, losing familiar local businesses and whether independent shops could afford to return. Approval does not confirm a construction start date, opening date or final tenant list.
What is planned for Glengarry Shopping Centre?
Woolworths’ application describes a two-storey retail and commercial centre anchored by a full-line Woolworths supermarket, alongside a smaller supermarket tenancy, specialty shops, food and beverage, offices, parking and landscaping. A February 2024 needs assessment prepared by Urbis for Woolworths set out more detail: a 3,626-square-metre Woolworths, an 825-square-metre smaller supermarket tenancy, about 885 square metres of specialty retail across 13 tenancies, 774 square metres of office space and 288 parking bays. The parking total included ground, basement and Direct-to-Boot bays. Why were some residents and traders sad or concerned?
Losing a familiar local centre
PerthNow described the existing centre as having 20 stores. Duncraig resident Neal Meakins said, “It’s obviously a shame, but you can’t stop progress,” adding that he knew the shop well and regretted having to go elsewhere. His reaction reflected the attachment some people had to the existing centre, rather than opposition shared by everyone. PerthNow’s 14 July 2025 report

Pressure on independent businesses
Some traders questioned whether independent businesses could manage the move and return. Holmesys Bakehouse owner Steven Holmes said he could not afford temporary relocation costs, despite being offered a place in the new centre. Local Karen Kroeger worried that rents, limited space and relocation expenses could keep small businesses from returning.
Other business owners saw potential in renewal. Rosemarie Persson, owner of Duncraig-Glengarry Flowers & Gifts, said the centre was tired and that redevelopment would “bring in more people”; she hoped small businesses could return and benefit. Those contrasting views show why the impact on local shops depends not only on new tenancy space, but also on its affordability, size and terms.

Questions about another Woolworths
Holmes questioned the need for another Woolworths near an existing Warwick store. Kroeger similarly asked why another large chain was needed when major supermarkets were nearby. Woolworths, by contrast, said the area was “under-serviced in terms of grocery retail with no full line supermarket” and framed its proposal as a way to add services and convenient shopping. Will IGA stay or return?
The available statements do not settle whether IGA will occupy the proposed smaller supermarket tenancy. Urbis’s 2024 assessment said the 825-square-metre space could potentially accommodate IGA. But Metcash food division head Grant Ramage told PerthNow that IGA planned to exit, saying the proposed space was not viable for the operator because of its size and location and the lack of direct loading-dock access. These statements reflect different positions and stages; neither confirms the eventual tenant.

Could the redevelopment worsen traffic?
Traffic and deliveries were among the concerns raised. Shopper Moira McFarlane welcomed a larger modern centre and basement parking but questioned the effects of traffic and deliveries near hospitals. The consulted sources do not establish an independent traffic count or measured forecast of the redevelopment’s traffic impact, so the concerns should not be treated as proof that congestion will increase. The plans include parking, but the 288-bay figure is from the applicant’s 2024 assessment, not a report of completed facilities.

The City of Joondalup records the redevelopment of Lot 1 (59) Arnisdale Road as approved by the Outer-Metro Development Assessment Panel on 3 September 2025. A City council agenda dated 24 March 2026 also records the approval and says a petition opposing the redevelopment had 627 signatures. That petition establishes that an opposition petition was received; it does not show that all, or most, Duncraig residents opposed the project. The approval record and proposal documents cited here do not establish that construction has started, what conditions apply to the final build, when the centre will open, or which existing businesses or new tenants will be there. The 2026/27 trading assumption in the 2024 needs assessment should not be read as a current schedule.
