Glen Iris Golf Course redevelopment: What’s approved and what’s planned

Glen Iris Golf Course closed in 2020. Its residential redevelopment is approved, with subdivision and construction activity reported, but key delivery details remain unconfirmed.

The former Glen Iris Golf Course in Jandakot is no longer facing a merely proposed redevelopment: it closed in 2020, and the residential estate scheme was approved and gazetted in June 2023. Subdivision and construction activity have since been reported, and a local-centre application was approved in April 2025. The approved plans include about 550 homes, open space and new traffic controls, but approval does not mean every planned feature is built or operating.

What is happening to the old Glen Iris Golf Course?

The approximately 54-hectare privately owned site is being redeveloped as a residential estate. The City of Cockburn initiated Scheme Amendment No. 152 to place the former golf-course land in a Development Zone, with future subdivision and development guided by a local structure plan. The course ceased operating in early 2020.

In November 2022, the City’s council recommended that the Western Australian Planning Commission (WAPC) refuse the amendment and draft structure plan. In May 2023, Planning Minister Rita Saffioti conditionally supported the amendment, requiring changes in response to community feedback. The City received formal notice in June, and the amendment was gazetted on 16 June 2023. The WAPC approved subdivision of northern Glen Iris lots on 11 September 2023. What is approved, and what remains a plan?

The approved structure plan envisages about 550 residential lots, predominantly at R20 coding, with limited R30 and R40 areas. It also sets out approximately 12.3 hectares of green space—24.9% of the gross site area—and 20 parks. Those are plan figures, not confirmation that all lots, parks or green spaces have been delivered. City of Cockburn consultation material.

The City of Cockburn’s 2024 Community Infrastructure Plan estimates 550 dwellings and 1,595 additional residents, using an average occupancy assumption of 2.9 people per dwelling. What is being built on Berrigan Drive?

The estate plan includes a new signalised intersection on Berrigan Drive, changes to existing intersections, closure of Turnbury Park Drive to Berrigan Drive, and altered access at The Lakes Boulevard. The road layout is intended to respond to the site’s shape and its interfaces with existing homes. The City’s March 2025 update and the developer’s February 2025 update forecast the Berrigan Drive intersection works for October–December 2025, with the developer describing operation in the last quarter of that year. Those were forecasts; the cited updates do not confirm that the signals were completed or became operational by that window. Has the local centre been approved?

Yes. The Metro Outer Development Assessment Panel approved application DAP24/010 on 30 April 2025. The application describes a 1,000-square-metre IGA supermarket, two speciality shops, a health and wellness tenancy, three food and beverage tenancies, a bistro or tavern, a liquor store, and a courtyard and parklet. The approval is not evidence that the centre has been built or opened. The earlier structure-plan allowance of up to 2,500 square metres of retail floorspace is a broader planning capacity, not the size of the specific supermarket application. What conditions apply to the redevelopment?

The 2023 approval requires significant mature-tree retention, public space beyond minimum standards, provision for future active recreation and retention of an appropriate amount of black cockatoo habitat. It also limits development to 250 dwellings until appropriate traffic controls are built on Berrigan Drive. These are approval requirements; actual tree and habitat outcomes depend on implementation and site-specific assessments. Government of Western Australia ministerial statement, 1 May 2023.

What did the City report about trees?

In a June 2024 update on the central precinct only, the City reported 527 trees. The original assessment identified 248 for retention and 279 for removal. Later design changes led to 78 additional trees being retained beyond the original figure, while 18 of the 248 originally identified for retention were removed because of site constraints. The City also said 84 of 152 trees identified as suitable black cockatoo foraging habitat had been retained. What is decided about Prinsep Park?

The City’s Community Infrastructure Plan 2024–2041 says Prinsep Park is subject to a detailed needs and feasibility study that will take account of the scheme amendment and revised structure plan. The plan identifies an oval, skate park, pump track or outdoor courts as possible recreation responses; it does not commit to those facilities. Why has the proposal been contentious?

The project sits within an established residential area, where redevelopment raises practical questions about levels, drainage, vegetation, neighbouring-home interfaces, environmental values, walking and cycling connections, bushfire risk and traffic. The City identifies these as planning challenges. Council’s 2022 recommendation to refuse the proposal and the Minister’s later conditional support are distinct decisions; neither establishes that community views were unanimous. Explaining the State’s planning rationale, Minister Rita Saffioti said: “This land was zoned as urban under the Metropolitan Region Scheme, and therefore the underlying intent for the land was urban use.” That was the Minister’s stated rationale for the decision, not a neutral determination of whether redevelopment is desirable. What should residents watch for next?

  • A current confirmation of whether the Berrigan Drive traffic signals are operating, beyond the 2025 completion forecast.
  • Updates on subdivision stages and the delivery of the approved lots, roads, parks and open space.
  • The outcome of the Prinsep Park needs and feasibility study, including whether any of the potential recreation facilities proceed.
  • Construction and opening updates for the approved local centre; its approval notice alone does not establish a completion date.
