On August 17, 2001, General Semiconductor Inc. announced plans to close its manufacturing plant in Macroom, County Cork, Ireland, by the end of the year. The phased shutdown put approximately 670 jobs at risk—about 13% of the company’s workforce—and formed part of a wider response to the semiconductor and electronics downturn. General Semiconductor also planned additional worldwide cuts, moved most Macroom production to Taiwan and China, and outsourced some mature product lines.
What General Semiconductor announced on August 17, 2001
The announcement concerned a planned closure, not a plant that had already stopped operating that day. General Semiconductor expected the Macroom facility to wind down by the end of 2001. Irish and industry reports identified approximately 670 affected positions, although one secondary report used a lower figure of 650. The 670 figure is supported by the company-related industry account, Irish reporting and the later official filing.

The Macroom closure was one element of a larger restructuring. General Semiconductor said it would make further reductions equivalent to approximately 3% of its worldwide workforce. Including earlier layoffs announced during 2001, the company expected its total workforce to fall by about 23% from the approximately 5,700 employees it had at December 31, 2000. The 23% figure was cumulative; it was not the number eliminated in the August 17 announcement alone.

The company estimated that the program would produce approximately $25 million in annualized savings. Pretax restructuring charges, including severance and shutdown costs, could reach $60 million in the third quarter. The broader package also included lower capital-expenditure allowances and an amendment to General Semiconductor’s revolving credit agreement, according to the company’s filing.

What the Macroom plant made
Macroom, in southwestern Ireland’s County Cork, had operated for roughly two decades and was regarded locally as a major employer. The most specific industry description says the site produced transient-voltage-suppression (TVS) diodes and rectifiers, components used to protect and control electrical power in electronic equipment.
Some Irish coverage described the operation more broadly as making circuit boards or electronic components. That wording reflects a general local description; the industry account identifies TVS diodes and rectifiers as the principal products.

Local significance was substantial because the plant supported hundreds of direct jobs in a town with a much smaller employment base. RTÉ’s August 17 report described the facility as one of Macroom’s main sources of economic activity.
Why production was being moved
General Semiconductor attributed the decision primarily to an unprecedented decline in demand for semiconductor products and a broader slump in electronics and computer markets. An Irish Times report characterized the semiconductor-market decline during 2001 as approximately 30%, while presenting that figure in the context of the company’s explanation and contemporaneous reporting.
Most Macroom product lines were to be transferred to General Semiconductor facilities in Taiwan and China. Remaining mature product lines were to be outsourced to subcontractors. Company statements emphasized manufacturing-cost reduction and capacity alignment. Secondary reporting also described lower-cost Asian production as part of the rationale, but the official filing states the relocation more neutrally and does not assign a separate labor-cost figure.

Planned production changes
- Most TVS-diode and rectifier production was to move to facilities in Taiwan and China.
- Some mature lines were to be made by outside subcontractors.
- The Macroom operation was expected to wind down in phases rather than disappear immediately on August 17.
How the Vishay acquisition fit the timeline
The closure announcement came while Vishay Intertechnology was preparing to acquire General Semiconductor, but General Semiconductor was not yet owned by Vishay.

- August 1, 2001: Vishay and General Semiconductor announced a definitive merger agreement. The acquisition announcement established the transaction framework.
- August 17, 2001: General Semiconductor announced the Macroom closure, additional global workforce reductions and the production transfers.
- November 2, 2001: Vishay completed the acquisition. The transaction exchanged 0.563 Vishay share for each General Semiconductor share and was valued at approximately $555 million based on Vishay’s closing price at completion, according to Vishay’s completion filing.
Management said the Macroom closure and further cuts had been under consideration before the merger agreement was announced. It also said the restructuring would accelerate integration and improve the position of the combined business. The available records therefore establish timing and strategic context, not that Vishay alone caused the plant closure.

The planned shutdown led to phased redundancies as operations were transferred. It did not mean that all 670 employees were dismissed instantly on August 17.

Irish authorities and worker representatives organized a response. A Macroom task force brought together the Industrial Development Agency (IDA), FÁS, the SIPTU trade union, local government and General Semiconductor. Its work included assessing employees’ skills, arranging training and seeking replacement employment. RTÉ’s August 21 follow-up reported the task force’s membership and responsibilities.
Later reporting said redundancy terms included six weeks’ pay for each year of service plus statutory entitlements. Shift premiums and overtime were included in the calculation, according to an Irish Times report. That follow-up also described tentative employment opportunities for approximately 300 workers; it was not a guarantee that all affected employees would be rehired.

Announcement versus eventual closure
The August 17 story should be dated precisely: it was an announcement that the plant would close by year-end. Later accounts describe the shutdown process beginning soon afterward and record completion by December 2001. Using “planned to close” for the original event avoids treating the announcement date as the date operations necessarily ended.
Why this 2001 case mattered
The Macroom decision combined four pressures that were common in the semiconductor downturn: collapsing demand, excess or misaligned manufacturing capacity, pressure to lower unit costs and consolidation around a pending merger. Its consequences extended beyond the 670 Irish jobs. Product lines were redistributed across a global network, mature output was outsourced, the company incurred substantial one-time charges to obtain recurring savings, and a local economy had to organize retraining and replacement employment.
For historical or financial analysis, the key distinction is between the discrete Macroom closure and the broader restructuring. The Irish plant accounted for approximately 670 jobs; the additional worldwide action was about 3% of employees; and the approximately 23% figure represented the expected cumulative workforce reduction for 2001.
