GE Aerospace and Pratt & Whitney completed separate Detailed Design Reviews (DDRs) for their U.S. Air Force Next Generation Adaptive Propulsion (NGAP) engines one day apart in February 2025. GE’s XA102 review was completed on February 19; Pratt & Whitney’s XA103 review followed on February 20. These were design milestones that cleared the way for prototype-development work—not proof that either engine had completed testing or been selected for operational service.
What the NGAP program is
NGAP stands for the U.S. Air Force’s Next Generation Adaptive Propulsion program. GE Aerospace and Pratt & Whitney are developing separate adaptive-engine offerings under the program: GE’s XA102 and Pratt & Whitney’s XA103. They are competing designs, not a single engine developed jointly by the companies.
Both companies describe adaptive propulsion as a way to balance objectives such as range, fuel efficiency, survivability, power and thermal management. Those are program goals and company-described capabilities; the announcements do not provide independently verified prototype test results that would establish how the two engines compare. NGAP is the propulsion program, not the broader Next Generation Air Dominance (NGAD) effort, and the reviewed announcements do not establish an engine selection for a particular aircraft.
What a Detailed Design Review means
A DDR is a design milestone at which a program’s engineering work is reviewed before proceeding into later development activities. In these announcements, the companies described reviews of their designs and readiness to move toward hardware procurement and prototype demonstrators. Neither announcement said that an engine had completed ground testing.

GE said its review used a comprehensive digital engine model and was the first GE engine design to use model-based systems engineering. Pratt & Whitney described presenting its design in a collaborative digital environment. These are each company’s descriptions of its engineering approach, rather than a published, independently comparable assessment of the two methods.
The two engine reviews, side by side
| Company and engine | DDR completion | Digital-review description | Next stated development step | Public testing timeline |
|---|---|---|---|---|
| GE Aerospace XA102 | February 19, 2025 (GE announcement) | Comprehensive digital engine model; GE said this was its first engine design to use model-based systems engineering. | Procure, assemble and test a full-scale demonstrator. | Not stated in the cited GE DDR announcement. |
| Pratt & Whitney XA103 | February 20, 2025 (Pratt & Whitney announcement) | Collaborative digital environment; the company called it a fully digital review. | Begin hardware procurement for a prototype ground demonstrator. | Testing expected in the late 2020s, according to Pratt & Whitney’s announcement and current program page. |
What happened after the XA102 DDR
GE later announced that the XA102 had passed an Assembly Readiness Review. GE said that milestone validated progress in the engine’s design, manufacturing processes and supply chain, and that it had completed all model-based engine demonstrations for the first program phase. An exact publication date for that announcement is not established in the reviewed page text, so it should be treated as a later milestone without assigning it a specific date.

When the XA102 and XA103 will be tested
Pratt & Whitney’s current XA103 program page continues to say that testing of its prototype ground demonstrator is expected in the late 2020s. That is the company’s stated expectation, not a confirmed test date.
The cited GE DDR announcement said the next phase covered procurement, assembly and testing of a full-scale demonstrator, but it did not give a testing date. The later Assembly Readiness Review announcement is evidence of additional development progress, not evidence that the XA102 has already been tested.

Contract figures are ceilings, not proof of spending
A 2022 U.S. Department of Defense contract notice listed prototype-phase contract ceilings of $975 million each for GE and Pratt & Whitney. The notice described work including technology maturation, design, analysis, rig testing, prototype engine testing and weapon-system integration. It set a base effort through fiscal 2025 with options through fiscal 2028. Those historical ceiling figures do not establish how much either company spent, the contracts’ current status or a current engine-test schedule.
