You can authenticate during delivery, at your distributor’s showroom or through your OMC’s app. The available evidence does not establish whether IOCL, HPCL or BPCL is the better stock to buy: it lacks comparable current valuations and financial data for all three.
What changed in the domestic LPG rule?
The Ministry of Petroleum and Natural Gas announced on 19 September 2026 that, effective 1 October, biometric Aadhaar authentication must be completed to book a domestic LPG refill at the regulated retail selling price (RSP) with applicable subsidy. The rule concerns subsidised RSP bookings; it is not a claim that every cylinder purchase requires authentication.
The Ministry said customers who had already completed authentication would not need to do it again. As of 19 September 2026, 27.43 crore active domestic LPG consumers—89.9%—had completed authentication. That is a dated progress figure, not a measure of how many customers still need to act today. Ways to authenticate
- At delivery: Complete biometric authentication when the refill is delivered.
- At the distributor showroom: Visit the showroom serving your connection.
- In your OMC app: Use IndianOil ONE for Indane, HelloBPCL for Bharatgas or HP PAY for HP Gas.
Use the channel for the OMC that supplies your connection. The announcement identifies these routes but does not set out a separate process for changing OMCs.

If you do not want or cannot complete authentication
The Ministry says consumers may register that choice through OMC digital channels and receive unsubsidised LPG at market price in a 5 kg or 10 kg cylinder, subject to local availability. This is not a subsidised substitute for an authenticated RSP refill. Confirm availability and the applicable price with your OMC or distributor.
Have LPG prices gone up?
Do not treat the phrase “LPG prices hike” as proof of a current, nationwide increase in domestic-cylinder prices. IndianOil said domestic 14.2 kg LPG prices had not changed as of 1 May 2026, while bulk and commercial LPG prices were revised. That statement is dated and does not verify the October 2026 delivered price in any particular city. Check the price applicable to your booking and location with your OMC.

The Ministry reported an implicit subsidy of around ₹210 per 14.2 kg cylinder in September 2026, compared with ₹721 in June 2026. These are dated subsidy figures, not the amount every customer receives or a quoted retail price. It also reported government compensation to OMCs of ₹30,000 crore during FY2025–26 and FY2026–27. How refills and delivery work
Booking and timing under the IOCL charter
IndianOil’s Citizen Charter says a refill booking is accepted immediately when no previous refill order is pending. It lists delivery within seven working days, subject to availability of stocks. These are IOCL charter conditions and service targets, not a guaranteed delivery date for every locality. The available material does not establish an identical target for HPCL or BPCL.

Checks when a cylinder arrives
IOCL’s LPG Marketing Discipline Guidelines call for cylinder net-weight checks and pre-delivery checks with the customer or a representative present. They also call for defective cylinders to be returned rather than delivered. If a cylinder appears defective or a delivery does not match those practices, raise it with the distributor before accepting it and use the OMC’s complaint channel if the issue is not resolved.

Indian Oil Corporation (IOCL), Hindustan Petroleum Corporation (HPCL) and Bharat Petroleum Corporation (BPCL) are public-sector oil marketing companies that supply domestic packed LPG. Consumers generally deal through the distributor ecosystem associated with their OMC; the companies’ consumer apps also differ. Those service distinctions do not determine which share is a better investment.

- Operating performance: look at refining and marketing margins, not just headline revenue or profit.
- Balance sheet and investment needs: compare debt and planned capital expenditure.
- LPG-related exposure: assess subsidy under-recoveries or receivables and how government compensation affects cash flows.
- Business mix: account for each company’s non-LPG businesses rather than treating it as a pure LPG investment.
- Investor fit: relate the figures to your timeframe and risk tolerance, as well as dividend policy.
The cited material does not supply a comparable three-company valuation dataset or an independent analyst comparison. IOCL’s reported scale or profit alone cannot establish that its shares are more attractive; the same limitation applies to the available HPCL and BPCL information.
