A gambling licence is regulatory permission for a business to offer specified gambling activities under a particular regulator’s rules. It is not a universal approval: whether a site is authorized depends on the regulator responsible where you are, the activity offered, and whether the licence actually covers that business and website.
What a gambling licence authorizes
A licence identifies permission within a defined regulatory system. It applies to the activities and territory covered by that regulator; it does not automatically authorize every product, website, or customer market. The UK Gambling Commission, for example, describes operating licences for gambling activities offered to customers in Great Britain, including remote, non-remote, and ancillary activities. So a site’s claim that it is “licensed” is only the beginning of the check. The useful question is whether the regulator authorizes this operator, this domain, and this kind of gambling for people in your location.
Why your location matters
Gambling regulation is jurisdiction-specific. A licence from one country or territory does not, by itself, show that a business may legally serve customers in another. Identify the regulator responsible for the gambling product where you are, then check that regulator’s current rules and register. The UK Gambling Commission’s guidance is about Great Britain; it is not a worldwide legal guide.

Great Britain: a specific example
The Gambling Commission says businesses need its licence if they provide remote gambling to consumers in Great Britain, including when the business is based abroad. Its remit includes remote gambling offered to those consumers even when key equipment is located elsewhere in the world. UK Gambling Commission: What we regulate
That does not mean the Commission regulates all gambling throughout the United Kingdom. Its guidance says it does not regulate the provision of remote gambling in Northern Ireland. It also says advertising remote gambling there without a Gambling Commission licence is an offence under the Gambling Act 2005. Those are distinct points, and should not be compressed into a claim that one UK regulator covers every market and activity.

Different licences can cover different roles
In Great Britain, the type of licence matters as much as the regulator. An operating licence authorizes a business to provide specified gambling activities. Personal licences apply to relevant individuals, while premises licences relate to gambling at a particular location and are issued by local licensing authorities. Depending on a business’s activities, it may need more than one type of operating licence, or other permissions as well. How to check whether an online gambling site is licensed
- Start with your location. Identify the country or territory where you are and the regulator responsible for the gambling product you intend to use. For the Great Britain example in this article, that regulator is the UK Gambling Commission.
- Find the business name. Note the operator’s legal entity and any trading name shown on its site. Do not rely only on a logo, badge, or statement that it is licensed.
- Search the regulator’s official register. In Great Britain, use the Gambling Commission’s public register and search for the business or individual. The register includes licensed activity information, domain or trading-name details, and regulatory action taken by the Commission. UK Gambling Commission: Betting sector guidance
- Match the record to the site and service. Compare the listed domain or trading name and licensed activity with the actual website, app, and gambling product. A related company’s entry, a different domain, or a licence for another activity does not establish that the service you are viewing is covered.
- Check the site’s licence details against the register. The Commission says remote sites and apps it licenses must display licence details and link to their public-register information. Treat that display as a starting point, then confirm the information in the register itself.
- Look for regulatory action and mismatches. Review any action listed for the business. If the register does not match the site’s claim, do not regard the badge as verified; consult the regulator’s official information for your jurisdiction.
What a licence does not guarantee
- It is not worldwide permission. A regulator’s licence establishes permission only within the scope of that regulator’s rules; it does not establish authorization in every country.
- It may not cover every product or domain. The listed activities and the business or domain identifiers need to correspond to the service being offered.
- It is not a promise about an individual outcome. A licence is evidence of regulatory authorization within its defined scope, not a guarantee about a player’s experience or the outcome of a particular dispute.
If you cannot verify the claim
Do not treat a licence badge or the operator’s own description as proof if the official record is missing or does not match the business, domain, or activity. Use the applicable regulator’s current register and guidance; the Great Britain register is not a substitute for checking the authority responsible where you live. Licensing rules and register entries can change.
