India’s military diplomacy is a network of practical defence relationships—not membership in a single military bloc. It includes joint exercises, training, military visits and talks, maritime cooperation, and collaboration on defence technology and industry. Indian government sources document a wide range of such activity, but the evidence of activity does not by itself prove that India has reshaped global power dynamics.
What India’s military diplomacy includes
Military diplomacy is the work governments and armed forces do to maintain defence relationships outside combat. In India’s case, it ranges from recurring contact between military personnel to policy dialogues and plans for industrial cooperation.
The Indian Army’s Additional Directorate of International Cooperation (ADGIC) describes itself as the Army’s single-window body for formulating guidance, planning, conducting and monitoring international defence cooperation. Its responsibilities include exercises, visits, staff talks and courses with friendly foreign countries, coordination with the Ministry of External Affairs and Ministry of Defence, and guidance for Army defence attachés. The directorate’s April 2025 publication also reports 41 Army exercises with foreign armies in its stated reporting context: 17 single-service, 9 bi-service and 15 tri-service exercises. It reports 20 Army-to-Army staff talks and 2,240 personnel from friendly foreign countries attending courses in India. These are figures reported by the Army publication, not independently audited totals or a timeless annual baseline.
A 2025 Press Information Bureau (PIB) release lists exercises and military engagement involving partners including the Maldives, Egypt, Japan, Kyrgyzstan, the United States, Uzbekistan, Myanmar, Mongolia, France and Singapore. It also reports that 98 officers from friendly countries were trained or scheduled for training in Indian Armed Forces institutes in 2025. That figure has a different stated scope from the Army publication’s course-attendance figure, so the two should not be added together.

How defence engagement develops into partnership
Exercises are visible, but they are only one channel. The purpose and institutional depth of an engagement matter: a recurring exercise, a signed framework and an expressed intention are different kinds of evidence.

These channels can reinforce one another, but they should not be treated as interchangeable. An exercise demonstrates that forces trained together; it does not establish a treaty commitment. A plan for co-development signals an industrial agenda, not proof that a system has been jointly produced or delivered.

Defence exports add an industrial dimension
Defence trade is another part of the picture, but an export total alone cannot show that diplomacy caused export growth or changed the balance of power. PIB reported Indian defence exports of ₹23,622 crore in FY 2024–25. The Department of Defence Production’s Defence Exports Promotion portal says it handles export authorisations for specified controlled items under delegated statutory authority, illustrating that exports operate within regulatory controls.
A 2026 government explainer states a target of ₹50,000 crore in defence exports by 2029. This is a policy goal, not an achieved result or a forecast of what exports will reach. The PIB explainer frames defence diplomacy broadly, including technology cooperation, maritime security, industrial partnerships and strategic outreach.

Is India part of a military alliance?
India’s Ministry of External Affairs says the country is not in a major military alliance. Its foreign-policy overview also describes strategic relations with major powers, including the European Union, as having “strategic depth and self-sustaining mutuality of interest.” That is the government’s official framing; it does not establish that India is equally close to every partner or that its choices are unconstrained.
The distinction matters when interpreting a long list of exercises or agreements. Military cooperation can be extensive without constituting a uniform alliance bloc. To compare relationships, look at the partner and region, the activity involved, the stated purpose, and whether the evidence is a recurring practice, a signed framework or an announced intention.

What the evidence does—and does not—show about global influence
Official statements and activity reports establish that India maintains a broad and varied set of defence engagements. They also document official ambitions in areas such as interoperability, maritime security, technology and industrial cooperation. They do not, on their own, measure how those engagements affect deterrence, regional order, strategic autonomy or India’s global influence. Establishing those effects would require evidence about outcomes and partner perspectives, not just a count of exercises, training places or exports.
“Reshaping global dynamics” is therefore best read as a thesis to assess, not a demonstrated result. The more firmly supported conclusion is that India is building differentiated defence partnerships through practical military contact and expanding cooperation into security, logistics, technology and industry.
