What was in the original $35 million proposal?
The site comprises Lots 374 and 375 at 10 Henderson Street, beside Fremantle Markets. It was being used as a carpark and was formerly associated with the Spicer & Detmold building, demolished in the 1970s. The City of Fremantle’s 7 September 2022 planning committee agenda records an application by Spicer Street Pty Ltd, with Urbis as applicant, for a six-storey hotel with 117 rooms, restaurant, small bar, reception-centre uses and basement parking. PerthNow’s 30 June 2022 report described the earlier concept as including shops, basement parking for 48 cars and a rooftop terrace with a swimming pool. It reported the site area as 2,834 square metres. Those are details from contemporary reporting on the earlier plan, not a description of the later approved scheme. PerthNow, 30 June 2022
How did the proposal change?
The later application was for a six-storey, 150-key hotel and three ground-level commercial tenancies. The applicant’s 31 October 2025 submission described a materially different parking and public-realm approach from the 2022 concept.

The 2025 submission also proposed a first-floor pool, landscaped terrace and guest gym. It specified 13 visitor bicycle racks and seven secure staff racks with end-of-trip facilities, and said loading would be accessed via Paddy Troy Mall. These are applicant-proposed details; the approval summary does not establish that every element was included unchanged in the final determination. Was the revised hotel approved?
Yes. Invest Fremantle reported on 8 December 2025 that the revised hotel development had received planning approval after a unanimous Metro Inner Development Assessment Panel decision. Its account highlighted food-and-beverage uses and publicly accessible spaces at street level, a heritage-responsive design approach and public-realm improvements. Has construction started, and when could it open?
The cited approval report and planning materials do not establish that construction has begun, nor do they give an opening date or delivery timetable. Planning approval is not evidence of a construction start. No claim that the hotel is under construction, opening soon, delayed or cancelled is supported by these records.

The revised design was presented as more than a hotel: it includes hospitality and commercial space at street level and proposed pedestrian connections around Henderson Street and Paddy Troy Mall. The applicant described Spicer Lane as “a new landscaped pedestrian link between Henderson Street and Paddy Troy Mall”; that wording is from the applicant’s submission, rather than an independent assessment of the public benefit.
