On July 3, 2024, authorities in Quảng Ninh, Vietnam, awarded Foxconn investment certificates for two planned manufacturing projects with combined registered investment of $550.9 million, commonly rounded to $551 million. The approval set out plans for smart entertainment products and smart systems—not proof that Foxconn had already spent the full amount or that the factories were operating.
What Foxconn’s $551 million announcement covers
The certificates were issued to Foxconn Singapore PTE Ltd, a Foxconn group entity, for two projects in Quảng Yên, Quảng Ninh. The provincial government’s announcement lists $263.7 million for the Smart Entertainment Products Project and $287.2 million for the Smart Systems Project. Together, those amounts equal $550.9 million.
These are registered investment figures tied to approved projects. They do not establish how much capital Foxconn had disbursed, whether it will invest the full registered amount, or whether either project has reached its planned output.
Two projects, two industrial parks

Adding the announced capacities gives a combined design capacity of 12.96 million products a year across 33.9 hectares. These are planned capacities, not forecasts of actual production or evidence of factory utilization.

What the factories may make—and what is not confirmed
The official project names describe broad categories: “smart entertainment products” and “smart systems.” Secondary reporting has characterized the plans as entertainment equipment and smart-home or related systems, but the public project details do not specify an exact product list, brands, or customers. The labels alone do not confirm that the sites will make televisions, game consoles, smart speakers, routers, or Apple products.
Foxconn’s separate Fushan expansion in Bắc Ninh has been associated with Xbox and other products; that is a different development from these Quảng Ninh projects. Reporting on the Bắc Ninh proposal should not be used to identify the output of the Quảng Ninh facilities.

Construction and production dates are targets, not confirmed milestones
Contemporary reporting based on the certificates gave a construction-completion target of July 2026, followed by equipment installation and trial operation, with official production targeted for May 2027. The timeline report describes scheduled milestones. The available information does not establish whether construction finished on schedule or whether trial production has begun.
How the projects fit Foxconn’s Vietnam footprint
Quảng Ninh officials said the two certificates brought Foxconn’s provincial project count to five, with registered investment approaching $1 billion. The province cited about $137 million for the earlier S-Vietnam project in Đông Mai Industrial Park and about $246 million across two projects approved in 2023. Adding those figures to the new $550.9 million produces roughly $934 million, consistent with the province’s “nearly $1 billion” description. This is a Quảng Ninh total, not Foxconn’s investment across all of Vietnam.

Separately, Reuters reporting carried by CNA put Foxconn’s Vietnam investment at more than $3.2 billion as of 2024. That national figure has a different geographic scope and reporting date from Quảng Ninh’s provincial total. Foxconn also continues to expand manufacturing activity in northern Vietnam; the CNA report covers a separate Bắc Ninh development.

The projects add another large planned manufacturing investment to northern Vietnam’s electronics corridor. Quảng Ninh has sought higher-value manufacturing and promoted its industrial parks and port access. The approvals are consistent with that effort, but the cited project announcements do not establish that labor costs, tariffs, proximity to China, or a particular customer’s supply-chain strategy was Foxconn’s decisive reason for choosing the province.

“Smart tech production” also should not be confused with “smart manufacturing.” The former refers here to the projects’ broad product categories; the latter means digital, automated, or AI-supported factory operations. Foxconn said its Bắc Ninh operation received World Economic Forum Sustainable Lighthouse recognition in January 2026 after deploying more than 20 digital and AI-driven solutions. That is evidence about a separate facility, not confirmation of the Quảng Ninh factories’ products or manufacturing systems. Foxconn’s announcement describes the Bắc Ninh recognition.

What remains unknown
- Whether construction met the July 2026 target or the sites have started trial production.
- The exact products, customers, and brands associated with either project.
- How much of the registered capital has been disbursed and whether the planned capacities have changed.
- Expected employment, export destinations, and any tax incentives or other concessions.
