Foxconn Payment Delays and Alleged Discrimination Against Women: What’s Known

The claims in this story concern two different Foxconn facilities: China Labor Watch reported delayed payments and retention-related wage schemes at the Zhengzhou plant in China in 2025, while Reuters documented job advertisements restricting some assembly roles at the Sriperumbudur iPhone plant in India to unmarried women. Foxconn denied employment discrimination in India. The allegations have not been established by a final official finding in the sources reviewed.

Two factories, two different labor-rights stories

“Foxconn delays payments” refers to allegations about wage installments and bonuses at Foxconn Zhengzhou in China. “Foxconn married women jobs” refers to recruitment rules reported at the company’s Sriperumbudur iPhone plant in Tamil Nadu, India. The evidence, company responses, and official review status differ, so the cases should not be treated as one continuous incident or as proof of practices across every Foxconn facility.

What CLW reported about Foxconn Zhengzhou wages

CLW said investigators entered the Zhengzhou factory as frontline workers and conducted direct observation and informal conversations with workers between February and September 2025. The organization reported schemes involving payment in two installments, delayed bonuses or wages, and partial payment consequences for workers who left before a specified time. CLW characterized these arrangements as a way to retain workers and raised concerns about wage withholding and coercion. These are CLW’s findings and allegations, not an official adjudication established in the sources reviewed.

CLW said it interviewed 102 people—60 men and 42 women. It estimated that Zhengzhou employed 150,000–200,000 workers during the 2025 peak production season and reported that more than 50% were dispatch workers, compared with what CLW described as a 10% legal cap. Those figures describe CLW’s account of this factory and period; they do not independently verify the wage allegations or establish rates of delayed payment.

Other Zhengzhou concerns reported by CLW

CLW also reported gender segregation, recruitment discrimination, women concentrated in lower-paying positions, mandatory X-rays that it said were suspended in September 2025, and harassment and safety concerns. These claims are part of CLW’s investigation and are not findings of a court or regulator in the sources reviewed. They should not be conflated with Reuters’ separate reporting on recruitment advertisements in India.

What Reuters found about Foxconn jobs for married women in India

Reuters reported in 2024 that it reviewed vendor advertisements circulated between January 2023 and May 2024. Some smartphone assembly roles at Foxconn’s Sriperumbudur plant were advertised only to unmarried women within specified age ranges. Reuters also interviewed recruitment agents and current and former Foxconn HR sources. Foxconn denied employment discrimination.

Reuters reported that Foxconn HR executives told recruitment vendors to remove age, gender, and marital-status criteria and to stop naming Foxconn in advertisements. Later advertisements followed a company template, but Reuters could not independently establish whether more married women were actually hired. Revised wording in job ads is therefore not proof that hiring outcomes or practices changed.

During an August 2024 visit to India, Foxconn Chairman Young Liu said married women “greatly contribute to the efforts of what we’re doing here.” That statement describes the chairman’s position; it does not establish who was hired or whether recruitment restrictions ended.

What the NHRC inquiry did—and did not—establish

In January 2025, Reuters reported on National Human Rights Commission (NHRC) case files concerning the India recruitment allegations. The NHRC faulted the initial state and federal labor inquiry for not scrutinizing hiring documents or addressing possible discrimination at the recruitment stage, and ordered a thorough re-examination with a four-week deadline.

Reuters reported that 21 married women interviewed by federal investigators said they had experienced no discrimination in wages and promotions. The NHRC’s criticism was that this did not answer whether married women were excluded or disadvantaged when applying for jobs. The commission said: “The commission has no hesitation in stating that the authorities concerned have failed to identify and understand the core issue.” The sources reviewed do not establish the result of the ordered re-examination, and this reporting does not amount to a finding that Foxconn was legally liable.

How to interpret Foxconn’s earlier statements about Zhengzhou

Foxconn’s prior public statements concern different events and should not be treated as responses to CLW’s 2025 wage report. In 2019, Foxconn acknowledged workforce compliance issues at its Zhengzhou facility involving dispatch-worker use and overtime relative to company guidelines, and said corrective work was underway. The company said: “We can confirm that a recent review of our operations at our facility in Zhengzhou did identify some workforce compliance issues.”

In a 2022 statement, Foxconn described worker concerns about work allowances and said it would honor contract terms. Neither statement specifically addresses CLW’s later claims about delayed wages, bonuses, or payments tied to leaving early.
