Former DOGE engineer allegedly took Social Security data on a thumb drive, report says

A whistleblower alleged that former DOGE engineer John Solly possessed sensitive Social Security databases on a thumb drive. The SSA OIG is investigating, but no confirmed breach has been established.

The allegation is serious, but it has not been proven. An anonymous whistleblower told the Social Security Administration’s Office of Inspector General that former DOGE software engineer John Solly claimed to possess copies of sensitive SSA databases, including NUMIDENT and the Death Master File. The complaint said at least one database was stored on a thumb drive and that Solly intended to use the information at his new employer, Leidos.

The SSA OIG is investigating. Solly and Leidos deny the accusations, and Leidos said an internal forensic review found no evidence that the alleged data was uploaded or that a storage device was connected to Solly’s company laptop. The public record does not establish that a confirmed breach occurred, that the thumb drive contained the databases, or that any specific person suffered identity theft.

What the whistleblower alleged

According to the complaint reviewed by The Washington Post, Solly allegedly told colleagues that he had copies of two tightly restricted Social Security Administration databases. The complaint said at least one copy was on a thumb drive.

It further alleged that Solly sought help moving the information to a personal computer and “sanitizing” it before using it at his new private-sector employer. That term should not be interpreted more broadly than the complaint supports; the public record does not establish precisely what technical steps it referred to.

The whistleblower also reportedly said Solly claimed to retain unusually broad access to SSA systems after leaving government work. The complaint was anonymous, with the person saying they feared retaliation. Those details are allegations, not findings by a court or a completed forensic investigation.

Who is John Solly?

Later reporting identified the accused worker as John Solly, a software engineer who worked at SSA while associated with the Department of Government Efficiency, or DOGE. Reporting said he left government service and began working for Leidos in October 2025. WIRED identified Solly and described his connection to Leidos.

His move to a private-sector employer is relevant to the alleged intended use of the data, but it does not prove that information was transferred or that Leidos received it.

What are NUMIDENT and the Death Master File?

NUMIDENT

NUMIDENT, short for the Numerical Identification System, is SSA’s master database of Social Security number assignments and related identity records. Public descriptions in federal court materials and SSA OIG documents say records may include Social Security numbers, names, dates and places of birth, citizenship information, race and ethnicity, and parents’ names.

The Death Master File

The Death Master File contains records of people reported as deceased. Government agencies, financial institutions, employers and others use death records for identity verification and fraud prevention.

The existence and sensitivity of these databases do not establish what was allegedly copied. The public reporting does not prove that the thumb drive contained every field, a complete database, or records for every individual in either system. The SSA OIG’s July 2, 2026 material provides official context about the databases but is not a final finding on the thumb-drive allegation.

Could more than 500 million people be affected?

A federal court filing and related reporting described the potential scope of the two databases as involving more than 500 million living and deceased people. That is a measure of possible database scale—not a confirmed breach total and not a count of affected Americans.

These are separate questions:

  1. How many records exist in the databases?
  2. How much data, if any, was copied?
  3. What, if anything, was placed on the thumb drive?
  4. Did the information leave SSA-controlled systems or premises?
  5. Did another person or company obtain or use it?
  6. Did anyone experience fraud as a result?

The available public evidence answers only the first question in broad, potential terms. It does not establish the other five.

What investigators are doing

The SSA Office of Inspector General opened an investigation into the anonymous disclosure and notified congressional committees, according to Associated Press reporting. The OIG also shared information with the Government Accountability Office, which was separately reviewing DOGE’s access to SSA data.

The OIG has limited its public comments, citing the risk of jeopardizing the investigation and discouraging future anonymous complaints. The public record available for this report does not show a final OIG finding, criminal charge or indictment involving Solly.

A definitive investigation would likely need to determine whether:

  • Solly actually possessed a thumb drive and what kind it was;
  • the device contained SSA information, and whether that information was a complete database, subset, test extract or transformed file;
  • records were copied from production systems and whether they were encrypted;
  • access logs, database-query records, USB logs, email, endpoint telemetry or forensic images corroborate the account;
  • credentials remained active after Solly left government work;
  • the information was transferred to a personal computer, Leidos systems or anyone else; and
  • any person experienced misuse or identity theft connected to the alleged conduct.

What Solly, Leidos and SSA say

Solly denied the accusations and characterized them as false or slanderous, according to reporting. Leidos said it conducted an internal forensic review and found no evidence that Solly uploaded the alleged SSA data or connected a storage device to his company-issued laptop. CPO Magazine reported the company’s position.

SSA has disputed related claims about mishandling Social Security information and has said the allegations were not independently verified. The agency’s position and Leidos’ review are responses to the accusation; neither by itself resolves whether data may have been copied elsewhere, such as before Solly joined Leidos or on a personal device.

How this fits into earlier DOGE-SSA disputes

This episode follows earlier allegations about DOGE personnel’s access to and handling of SSA data. Former SSA Chief Data Officer Charles Borges alleged that DOGE personnel attempted to copy or move NUMIDENT information to a cloud environment. Other claims concerned external systems, privileged accounts, court orders and whether normal SSA security procedures were bypassed.

A March 9, 2026 congressional letter asked the SSA OIG to investigate alleged copying of NUMIDENT data and related conduct. A separate House letter concerning Solly and Leidos addressed the allegations involving his employment and SSA data.

Those disputes provide oversight context, but they do not independently prove that Solly copied data to a thumb drive or transferred it to Leidos. Each alleged incident must be evaluated on its own evidence.

What this means for the public

There is no confirmed public finding in the cited material that your Social Security number was exposed in this incident. Readers should not assume that every American’s information was compromised, that Leidos received the data, or that a particular number of people were affected.

It is still reasonable to remain alert for unexpected credit activity, unfamiliar account notices, phishing messages or requests for Social Security information. You can review your credit reports through AnnualCreditReport.com and report suspected identity theft through IdentityTheft.gov. These are general precautions, not evidence that this allegation has been confirmed.

There is also no cited government directive requiring Americans to obtain a new Social Security number. In most cases, Social Security numbers cannot simply be changed because of a suspected exposure.

What remains unknown

The central unanswered question is whether any SSA data was actually copied or physically removed from government-controlled systems. Other unresolved issues include the contents of the alleged thumb drive, whether Solly had continuing credentials, whether a personal computer was involved, whether Leidos or another third party received any information, and whether any misuse occurred.

Until investigators establish those facts, the most accurate description is an active inquiry into an anonymous whistleblower’s allegation—not a confirmed theft of every American’s Social Security data.
