CIES measures agencies by the estimated transfer value of represented players and players whose transfer negotiations they handle—not by agency revenue or fees.
What does “most powerful” mean in this ranking?
CIES ranks agencies by the combined estimated transfer value of players they represent, plus players for whom they hold transfer negotiation rights. The figures draw on publicly available information and CIES model estimates. Its April 2026 analysis covers 1,300 players worldwide whose estimated value exceeds €10 million.
That makes “power” shorthand for aggregate client value among players above the model’s threshold. It is not a ranking of agency revenue, agent fees, total roster size, or influence in every part of football. Players below the threshold are outside the population, and estimated values are not completed transfer fees.

These amounts are CIES model-based aggregates for the ranking published in 2026. They should not be read as agency earnings or as 2025 figures. CIES names Raffaele Poli, Roger Besson and Loïc Ravenel as editors of the ranking.
Is there a complete 2025 ranking?
The full 2025 global agency ranking and its agency-by-agency values are not established by the accessible sources. CIES says the 2026 leader’s estimated value was up 14.5% on the preceding year, but that comparison does not reveal the full 2025 order or the values of other agencies. It would be misleading to infer a 2025 list from the 2026 top three.
For a year-to-year comparison, the ranking needs the same scope and yardstick in both years: global coverage, the same model threshold, and aggregate estimated client transfer value. A league-specific list or fee-based measure would answer a different question.
Why FIFA’s agent-fee figures are not an agency ranking
FIFA’s 2025 Football Agents Report measures declared activity and service fees for a defined set of transactions, not the estimated value of agency clients. For men’s professional football, FIFA recorded USD 1,366.8 million in club-agent service fees for international transfers from 1 January through 1 December 2025. The figure excludes domestic-transfer fees, fees connected with employment-contract renegotiations, and fees paid to player agents; it is therefore not total agency revenue.

FIFA also recorded agents involved in 3,010 international transfers acting for clubs and 3,730 acting for players during that reporting period. Those figures describe transfer activity, not unique agencies or a ranking of firms. FIFA says the report’s data comes from declarations entered in its Transfer Matching System.

FIFA reported 10,525 licensed individual agents as of 4 December 2025, alongside 16,117 applications for the first fully online, live-invigilated examination. Those are licensing and exam figures for individuals, not counts of agencies. They cannot be used to determine how many firms operate or which are largest.
FIFA Head of Agents Patricio Varela said, “The numbers this year confirm the growing relevance of Football Agents in professional football,” and added, “We expect this trend to continue in the coming year, which underscores the importance of having a comprehensive and enforceable FIFA Football Agents Regulations in place to support this evolution.” The remarks appeared in FIFA’s announcement on 18 December 2025.
