Food Distribution Models Compared: Direct-to-Store, Wholesale, and Regional Hubs

Direct-to-store delivery, wholesale, and regional food hubs place aggregation, inventory, transport, and store-level work in different hands. Learn how each model works and what to evaluate.

Food distribution models differ mainly in where products are consolidated, who manages inventory and transport, and how much work happens at each store. Direct-to-store delivery sends supplier product to individual retail locations; wholesalers assemble and move food for business buyers; regional food hubs coordinate supply from multiple local or regional producers. A chain can combine these models, and the sources do not establish a universal cheapest or best option.

How the three food distribution models differ

Regional food hub A business or organization actively manages aggregation, distribution, and marketing of source-identified food, primarily from local and regional producers, to serve wholesale, retail, and institutional demand. Producer coordination and aggregation, plus the distribution and market relationships needed to connect regional supply with buyers. Can the hub assemble enough supply consistently? Who coordinates food safety, packaging, logistics, and buyer relationships? USDA AMS

What direct-to-store delivery changes

DSD bypasses the retailer’s central distribution center for the product in question. A U.S. DOT research report describes DSD drivers combining delivery and sales functions, returning to stores repeatedly, checking stock, and handling store-level ordering activity. That describes practices in the report, not a requirement that every DSD supplier stock shelves; the division of store work varies.

The key operational question is whether the supplier can manage delivery to individual locations and whether the store and supplier agree on receiving, order-taking, stock checks, shelf responsibilities, and returns. The retailer avoids routing that product through its own distribution center, but supplier-side route and store coordination remain necessary.

What wholesale consolidates

Wholesale is a broad category, not one fixed business structure. USDA ERS identifies three intermediary types:

  • Merchant wholesalers buy and resell food.
  • Manufacturer sales branches and offices distribute products made by their own company.
  • Agents and brokers arrange sales and typically do not own or physically handle the food.

In the 2022 Economic Census, merchant wholesalers accounted for 55% of grocery wholesale sales, manufacturing sales branches and offices for 27%, and agents and brokers for 18%, according to USDA ERS. Retailers can also run their own distribution centers. USDA ERS describes supermarket distribution centers as tools for controlling inventory, costs, and supply-chain efficiency; a retailer-operated center is distinct from an independent merchant wholesaler even though both can consolidate product before stores receive it. For producers and manufacturers, consolidated wholesale routes can provide access to multiple business buyers through an intermediary. For buyers, a wholesaler’s assembly and transport role can support a broader assortment from one business supplier. Those functions do not by themselves establish a particular price, service level, or cost advantage.

What a regional food hub does

A regional food hub is more than a warehouse. USDA’s Agricultural Marketing Service defines it as: “A regional food hub is a business or organization that actively manages the aggregation, distribution, and marketing of source-identified food products primarily from local and regional producers to strengthen their ability to satisfy wholesale, retail, and institutional demand.” USDA AMS, Regional Food Hub Resource Guide (2012)

Aggregation addresses a common mismatch: individual producers may not offer the volume, assortment, or coordination that a larger buyer needs. A hub can combine regional supply and manage the connections required to sell it into wholesale, retail, or institutional channels. USDA materials also describe hubs working with distributors, processors, wholesale buyers, and consumers, so the hub need not replace every other intermediary. USDA AMS

Schools and other institutions are among the potential buyers. USDA’s Food and Nutrition Service discusses food hubs as part of expanding local food access and building resilient food systems, including in the farm-to-school context. USDA FNS (December 19, 2023)

How food gets from farms to grocery stores

A typical route depends on product, buyer, geography, and which organization can take responsibility for aggregation, inventory, transport, and store-facing work. These are not mutually exclusive end-to-end systems: a producer may sell through a hub, a hub may coordinate with other distributors, and a retailer may use its distribution center for some categories while accepting DSD deliveries for others.

  1. Direct-to-store: supplier product moves to the retail location, with store-by-store delivery and any agreed supplier-side sales or stock/order activity.
  2. Wholesale: an intermediary or manufacturer distribution branch assembles, stores, or transports product for business buyers; a retailer may then route it through its own distribution center.
  3. Hub-supported regional supply: a hub combines and markets source-identified product from multiple regional producers, then coordinates distribution to wholesale, retail, or institutional demand, potentially with other distributors involved.

How to choose or evaluate a model

Start with the actual requirements on both sides of the transaction rather than assuming one channel is inherently cheaper or fresher. USDA describes supermarket distribution centers as supporting inventory and supply-chain efficiency, while food hubs help link producers with buyers through aggregation and distribution; those descriptions do not constitute an apples-to-apples performance ranking.

  • Aggregation: Is supply coming from one supplier, an assembled wholesale assortment, or multiple producers combined by a hub?
  • Inventory and control: Who owns or manages inventory, and where is it staged—the supplier’s operation, a wholesaler, a retailer-operated center, or a hub arrangement?
  • Delivery pattern: Does the plan require routes to individual stores, consolidated wholesale movements, or hub-coordinated regional distribution?
  • Capacity and geography: Can the supplier, intermediary, or hub support the needed volumes, assortment, route density, delivery cadence, and distance?
  • Store-level responsibilities: Who manages receiving, ordering, stock checks, shelf work, and returns?
  • Source identity and coordination: Does the buyer require regional or source-identified food, and who will coordinate producer information, packaging, food-safety expectations, and logistics?

USDA ERS reports that inflation-adjusted merchant-wholesaler sales of grocery and related products rose 26.8%, from $1,076 billion in 2002 to $1,364 billion in 2023, expressed in 2025 dollars. This is market context for merchant wholesaling, not a comparison of the performance or cost of DSD, wholesale, and food hubs. USDA ERS sales series
