Fixed-Rate vs. Variable-Rate Energy Plans: Which Is Better When Oil Prices Rise?

A fixed energy plan can steady specified price components, while a variable plan can pass through market rises or falls. Oil prices alone cannot tell you which will cost less.

Neither fixed-rate nor variable-rate energy plans are always better when oil prices rise. A fixed plan can make the contract’s specified price components more predictable during its term; a variable plan may pass through market increases or decreases according to its formula. Oil prices alone do not predict your electricity or gas bill: the effect depends on your local market, supplier purchasing, and contract terms.

Will your electricity bill rise when oil prices rise?

Not necessarily. Oil prices do not translate directly or uniformly into household electricity rates. Electricity markets can draw on wind, solar, nuclear, hydropower, gas, and coal, while wholesale prices also respond to supply, demand, interconnection, and weather. Fuel and wholesale-market changes affect retail bills differently depending on the location and the supplier’s purchasing strategy. The European Commission’s overview of EU electricity prices explains the market context; it does not establish a universal oil-price formula for household electricity or gas tariffs.

Your bill is also more than the energy commodity price. Ofgem’s Great Britain price-cap explanation describes wholesale, network, policy, operating, and other cost allowances. In the EU, electricity costs averaged nearly 49% of retail electricity bills in 2024, according to the European Commission; that is an EU-wide average, not a breakdown for an individual household or current local tariff. Network charges and taxes or levies account for other parts of bills.

What fixed, variable, and dynamic prices mean

Fixed-rate plans

A fixed plan holds the specified rate or price components steady for a stated term. That can make those parts of your cost more predictable if relevant market prices rise. But “fixed” does not necessarily mean every part of the bill is frozen: check whether standing charges, network charges, taxes, discounts, or other components can change. A fixed unit rate also does not fix the total bill, which depends on usage.

Suppliers may price in the cost of managing future market risk. European Commission guidance explains that suppliers can buy electricity in short-term markets, through longer-term contracts, or through a mix, and may use hedging to protect against sudden wholesale price increases. That protection can contribute to a higher fixed offer than a variable offer at the time you compare them. A fixed plan can therefore provide predictability without necessarily being the cheapest option.

Variable-rate plans

A variable plan can change under the supplier’s terms, an index, or market conditions. It may expose you to price increases, but can also allow you to benefit from decreases. Find out what the price tracks, how often it can change, and how much notice the supplier gives. The European Commission’s contract guidance recommends identifying whether a contract is fixed, variable, dynamic, indexed, or mixed.

Rules differ by jurisdiction. In Great Britain, Ofgem’s price cap applies to domestic standard variable tariffs, not fixed tariffs, and limits rates and standing charges rather than the total bill. It is not a cap on every household’s bill or a rule that applies everywhere. Check your local regulator’s protections.

Dynamic rates

Dynamic pricing is a more frequently changing form of variable pricing. Some EU offers can change hourly or every 15 minutes. These plans may suit households able to monitor prices and shift electricity use to cheaper periods, but the result depends on the pricing formula, your usage, and your ability to change when you consume energy.

How to compare plans on a fair basis

  1. Estimate annual cost using your consumption. Compare both offers using your actual or best available annual usage. Include unit rates, standing charges or fixed fees, network charges, taxes and levies, discounts, and one-off fees where applicable. Do not decide from a headline discount alone.
  2. Read the price formula. Identify which components are fixed and whether the alternative is variable, indexed, dynamic, or mixed. Check the index, how often prices can change, how much notice you get, and where the supplier publishes updates.
  3. Check contract conditions. Compare the term, renewal arrangements, cancellation rules, early-exit fees, any applicable cooling-off rights, and whether discounts are temporary or conditional.
  4. Match the plan to your household. Consider how much budget predictability matters, whether you can tolerate price swings, and whether you can shift electricity use to lower-priced hours. A dynamic plan’s potential benefit depends on that flexibility and on having a suitable offer available.
  5. Check local protections and comparison services. Use the official national or regional comparison tool and regulator guidance where available. Caps, consumer protections, and eligible plans vary by jurisdiction.

The European Commission advises consumers to compare total costs against estimated annual consumption and read the contract summary. For dynamic or flexible offers, look for the pricing formula, index, frequency of changes, and illustrative bills for different consumption patterns. Its consumer guidance covers contract choice and related protections. Australian electricity customers can also consult the ACCC’s electricity prices and plans guidance; its advice is specific to Australia.

Which plan should you choose?

Choose based on the actual offer, your location, and your tolerance for price uncertainty—not on oil prices alone. A fixed plan may fit if predictable specified rates matter more to you than the chance of benefiting from short-term price drops, and its total estimated cost and exit conditions are acceptable. A variable plan may fit if you can absorb possible increases and want exposure to decreases under its terms. A dynamic plan is most relevant when you can adjust electricity use and understand how frequently changing prices are calculated.
