A fixed-rate electricity plan can make the covered part of your energy price more predictable for a set period. A variable-rate plan can change under its pricing rules, which may expose you to increases but can also let you benefit if the relevant reference price falls. Neither type is automatically cheaper. The right choice depends on your usage, tolerance for bill changes, and the full contract—not just the advertised unit rate.
Electricity contracts and consumer protections differ by location. “Variable” might mean a supplier can revise a tariff, a price follows an index, rates change by time of day, or prices track the market dynamically. Check the offer and local rules before comparing plans.

What fixed-rate and variable-rate plans actually mean
A fixed rate usually holds a specified unit price steady for a stated contract term. It does not necessarily freeze every part of the bill: taxes, levies, network charges, standing charges, or other contract terms may be separate or may change. Read the offer to see exactly what is fixed and for how long.

A supplier may be allowed to revise the rate under contract terms, or the rate may track an index or market reference. Time-of-use tariffs set different prices for defined periods; dynamic pricing can more closely reflect real-time market conditions. Some arrangements combine fixed and market-priced portions.

Regulators illustrate why labels need local context. Belgium’s CREG describes indexed variable contracts as moving up or down with wholesale markets, often monthly or quarterly depending on the formula; it also describes fixed contracts as holding the kWh price for the term, with an exception for certain indefinite-term contracts where providers may change prices subject to notice and information rules (CREG’s contract guide). In France, CRE distinguishes offers indexed to public references, market-indexed offers, and dynamic offers that reflect real-time markets; its guidance says providers must explain the frequency of price changes and that dynamic offers are aimed at customers able to shift some consumption (CRE’s offer categories, updated 2026-07-22).
The U.S. Department of Energy likewise distinguishes time-of-use pricing, real-time pricing, and block-and-index pricing, where a fixed portion is combined with market-priced usage above it (DOE guidance on time-variable pricing). A plan described as “variable” therefore does not necessarily mean your price changes every hour.

How to decide which plan suits your household
| Consideration | Fixed-rate plan | Variable-rate plan |
|---|---|---|
| Budget predictability | The covered unit rate is more predictable during the contract term. | The rate can change according to the supplier’s terms, index, schedule, or market reference. |
| Exposure to market movement | You generally do not automatically benefit if the relevant market price falls, and the covered rate can limit exposure to market increases during the term. | The rate may fall or rise as its pricing reference changes; the contract determines how that movement reaches your bill. |
| Usage flexibility | Usually less dependent on when you use electricity, unless the offer has time-based rates. | For time-of-use or dynamic offers, shifting substantial use away from expensive periods may matter. |
| Leaving the plan | An early-exit fee may apply, but not every fixed contract has one. | Do not assume it is fee-free; check cancellation terms and local protections. |
A fixed plan may fit if you value a steadier covered rate and prefer to limit exposure to increases during the term, even if that means missing a potential benefit from falling reference prices. A variable plan may fit if you can absorb rate changes and understand how they are calculated, or if you can adapt when prices vary by time. These are trade-offs, not forecasts: no universal rule establishes which plan will cost less.
Compare the expected whole bill, not the headline rate
Start with a recent bill or a reliable annual usage estimate. Compare each offer at the same consumption level, including the charges and conditions that affect the total. The European Commission advises checking the total price for estimated annual use rather than focusing only on an advertised discount, and recommends obtaining the summary of key contractual terms (European Commission guidance on energy contracts).

Daily data stored up to 5 years and exportable. With no subscriptions or hidden fees, you get deep historical insights to help you identify every energy-saving opportunity and save 10–20% on monthly bills.
- SMART ALERTS & CIRCUIT-LEVEL CONTROL: Set usage targets for each individual circuit and receive instant alerts when appliances exceed normal consumption. Refoss app supports automation and peak management to optimize schedules, reduce peaks, and improve efficiency. Real-time electricity usage monitor for circuit-level insights.
- Estimate your annual use. Use your bill or supplier account history. If the tariff varies by time of day, consider when your household uses electricity, not just how many kWh it uses.
- Calculate the annual cost at that usage. Include unit rates, fixed or standing charges, network costs, taxes and levies, recurring fees, discounts and their conditions, and any one-off payments that apply.
- Model the rate mechanics. For a variable offer, identify its index or other reference, adjustment frequency, time-of-use schedule, or market link. A single advertised rate may not represent future costs if the price changes.
- Read the contract summary. Check the contract duration, renewal and post-term rate, reasons and notice for price changes, cancellation process, cooling-off rights where applicable, and any exit fee or bundled service.
- Compare offers using your local rules. Use an official comparison tool or independent regulator information for your area where available; do not assume a protection from another country applies.
Tariffs may also include both fixed and variable bill charges. The Australian Energy Regulator notes that establishment, early-termination, and payment-processing fees may apply, and that renewable-electricity add-ons can be charged as a variable price or fixed amount; labels and bill structure differ by offer and market (AER’s bill guide).
Check protections and exit terms in your jurisdiction
Price caps and switching protections are local rules, not inherent features of fixed or variable plans. In Great Britain, Ofgem says its price cap applies to standard variable tariffs, whose unit rates can move with energy markets, and that customers on fixed tariffs are outside that cap protection. Ofgem sets the cap every three months; the current amounts can change (Ofgem’s price-cap explanation). This rule should not be applied to other countries or electricity markets.

Leaving a fixed contract early may involve an exit fee. Ofgem says customers may have to pay one when leaving a fixed-rate tariff before it ends (Ofgem’s switching guidance). The terms of the specific offer and local consumer rules determine whether a fee applies and how cancellation works.
What consumer research can—and cannot—tell you
In Ofgem’s 2024 research on consumers’ understanding of tariff choices, 80% correctly identified easier budgeting as a benefit of fixed tariffs, 76% correctly identified that customers could pay less if prices drop on a variable tariff, and 54% correctly identified switching without an exit fee as a benefit of a variable tariff (Ofgem’s summary of findings). These figures describe recognition of tariff features; they do not show that variable tariffs saved 76% of customers money or predict which plan will be cheaper.
