Fixed or Variable Mortgage Rates: How to Compare Them When Rates May Change

A low introductory rate does not tell you what a variable mortgage may cost later. Compare the adjustment rules, payment limits and flexibility in each written offer.

Compare mortgage offers by more than their starting rates. A fixed rate offers a set rate during its contract term; an adjustable or variable rate can change under the loan’s terms. To judge the risk fairly, compare the adjustment formula, timing, caps, payment behavior, fees and exit terms—and check whether you could afford the maximum payment allowed by the contract.

Terminology and rules vary by country. The examples below identify the market they cover; use the terms in your own written offer and local disclosures.

What fixed and variable rates mean

Fixed-rate mortgage

A fixed mortgage rate remains set under the contract during its fixed-rate term. That gives you rate certainty for that period, but the term is not necessarily the full time you expect to own the home or repay the loan.

Adjustable or variable-rate mortgage

An adjustable or variable rate can rise or fall according to the contract. Some loans begin with a temporary introductory rate, so the advertised starting rate alone does not show what you might pay after the introductory period ends. In U.S. Consumer Financial Protection Bureau (CFPB) guidance, an adjustable-rate mortgage (ARM) may change after an initial period. In the UK, a tracker mortgage is linked to an external rate, while some other variable rates are set by the lender. These product labels are not interchangeable everywhere.

Compare the full offer, not just the starting rate

Put written offers side by side using the same loan amount, term, amortization, points and fee assumptions. For each one, record the following details. The U.S. Federal Reserve’s variable-rate disclosure material identifies items such as the index or formula, margin, adjustment frequency and limits as information relevant to understanding a variable-rate loan.

  • Starting rate and duration: Note the initial rate and the date or period when it can change.
  • Rate formula: Record the index or other formula, the lender’s margin, and any discount from the fully indexed rate—the rate indicated by the formula before any introductory discount.
  • Adjustment schedule: Write down the first adjustment date and how often the rate can change afterward.
  • Caps and floor: Identify any limit on the first adjustment, later adjustments and total change over the life of the loan, along with any minimum rate (floor). An ARM’s caps and schedule constrain how the rate can change; they do not make every ARM’s risk the same. The CFPB’s U.S. examples describe initial caps commonly at two or five percentage points, later caps commonly at one or two percentage points, and lifetime caps commonly at five percentage points. These are illustrative examples, not universal terms or current market averages. Read the CFPB’s explanation of ARM rate caps.
  • Payment changes: Ask for the payment after each adjustment and the highest payment allowed by the contract. Check whether the payment changes with the rate or remains fixed while the amount going to interest and principal shifts.
  • Flexibility and costs: Compare fees, prepayment rules, portability, the cost of breaking the mortgage, and whether and how you can convert it to another rate type.

The CFPB advises borrowers comparing U.S. ARMs to ask about rate and payment limits and whether they could afford the maximums. Ontario’s Financial Services Regulatory Authority (FSRA) recommends comparing offers from multiple potential lenders and checking payment behavior and contract terms.

Test whether the maximum payment fits your budget

Use the maximum contract payment—not only the opening payment—as a stress test. Ask whether your household could meet it from available resources if rates rose or stayed high. Then consider what would happen if that situation arose before a planned move.

This is a way to compare the risks written into offers, not to predict future interest rates. Payment certainty may be worth paying for, but whether it is depends on the actual price difference and terms you have been offered.

Understand how rate changes affect payments in your market

A changing rate does not produce the same payment pattern in every mortgage product. Canada’s Financial Consumer Agency (FCAC) distinguishes variable-rate mortgages with adjustable payments from those with fixed payments. With adjustable payments, the payment changes as rates change. With fixed payments, a rate rise means more of the payment goes to interest and less to principal; a payment increase may eventually be triggered. FCAC also discusses trigger points, caps, convertibility and hybrid loans in its Canadian guidance. See FCAC’s explanation of mortgage interest and payment types.

In Ontario, FSRA also advises borrowers to check whether a mortgage is open, closed or convertible and what it costs to break it. Those terms can affect flexibility if your plans change. Read FSRA’s mortgage-shopping guidance.

Do not rely on selling or refinancing before a reset

A plan to sell the home or refinance before an adjustable rate changes is not a guarantee. The CFPB cautions: “Don’t assume you’ll be able to sell your home or refinance your loan before the rate changes.” Home value or your financial situation could change before an adjustment, making either route harder. Include the possibility of keeping the mortgage through a reset when deciding whether its maximum payment is manageable.

Confirm local terminology and contract rules

Mortgage names, disclosure requirements and payment mechanics depend on jurisdiction. The U.S. FHA has ARM guidance with program-specific index and cap examples; those details should not be applied to all U.S. ARMs or to mortgages in other countries. Ask the lender or a locally licensed mortgage professional to explain the written terms that apply to your offer. Ontario’s FSRA notes that a licensed broker or agent working with multiple lenders may help explain options.

For a U.S. ARM, the CFPB’s rate-cap guidance is a useful prompt: “Compare rate caps when comparing ARMs.” For any market, verify the actual formula, limits, payment behavior and costs in the offer rather than assuming a familiar product name means familiar terms.
