Five Months Late, USDA Gets Full-Year FY2024 Funding

USDA received full-year FY2024 funding on March 9, 2024, when President Joe Biden signed the Consolidated Appropriations Act, 2024. The law funded USDA and five other federal departments through September 30, following four temporary funding bills. It did not fund every federal department for the full year.

When did USDA get full-year FY2024 funding?

The Consolidated Appropriations Act, 2024, became law on March 9, 2024, more than five months into the federal fiscal year. FY2024 began on October 1, 2023, and ends on September 30, 2024. The March 11, 2024, account by FERN’s Ag Insider describes the measure as providing a full year of funding for USDA after four stopgap bills.

The stopgap measures temporarily kept funding in place while lawmakers worked on full-year appropriations. The final law replaced that short-term approach for the departments it covered with funding through September 30.

What did the USDA funding bill include?

FERN’s Ag Insider reported the overall measure at $460 billion and said it covered USDA and five other federal departments. That figure describes the bill as reported by the outlet; the statutory provision below establishes the WIC appropriation specifically.

WIC received $7.03 billion

Public Law 118-42 appropriated $7.03 billion for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), available through September 30, 2025. The amount and availability period appear in the enacted law’s WIC provision: Public Law 118-42, Consolidated Appropriations Act, 2024.

FERN’s Ag Insider reported that the WIC amount was $1 billion above FY2023 and linked the increase to high food prices and rising enrollment. That comparison and explanation are the outlet’s reporting; the cited statutory provision establishes the FY2024 appropriation and its availability period.

How did Congress vote?

FERN’s Ag Insider reported House passage by 339–85 and Senate passage by 75–22. The votes were on the appropriations measure that President Biden signed on March 9, 2024.

Did the law fund the entire federal government?

No. The March 2024 measure provided full-year funding for USDA and five other departments, not every federal department. FERN’s Ag Insider reported that House and Senate leaders still faced a March 22 deadline to agree on funding for the rest of the federal government. The measure should therefore be understood as a specific FY2024 funding action, not a full-year funding resolution for the whole government.

What this funding action does—and does not—establish

The enactment date, covered departments, reported bill total and vote counts describe the legislative action. The cited materials do not establish what operational effects the funding had on particular USDA programs, or why the full-year agreement took until March. Those questions require evidence beyond the bill’s enactment and the March 11 account.
