Finland’s NestAI received a combined €100 million investment from Nokia and Finland’s state-backed Tesi on November 20, 2025, alongside a strategic partnership to develop AI-enabled defense and critical-infrastructure systems. On July 9, 2026, Nokia said the collaboration had progressed to developing initial operational capabilities that combine AI, deployable 5G and sensing for operations where communications may be disrupted. That is evidence of ongoing execution—not proof of a deployed, combat-proven system or a named military contract.
What was announced
The transaction has two related but distinct parts. Nokia’s November 20, 2025 announcement says Nokia and Tesi invested a combined €100 million in NestAI and agreed to work together on AI-powered defense and critical-infrastructure solutions. It does not say Nokia supplied the entire amount.
The public announcements do not identify Nokia’s individual contribution, Tesi’s individual contribution, NestAI’s valuation or the ownership percentages obtained. They also do not establish whether the money was a conventional priced venture round, a combination of instruments or another structure.
What NestAI is building
NestAI is described by the companies as a Finnish physical-AI lab and defense-oriented technology company. In this context, “physical AI” means software designed to perceive, plan and act through real-world machines and sensors, rather than a purely digital chatbot or analytics service.

The stated application areas include:
- Unmanned vehicles and autonomous operations
- Command-and-control platforms
- Mission planning and sensor-data integration
- Logistics and inspection
- Surveillance and security
- Defense and critical infrastructure
That description does not establish a single finished product, a general-purpose humanoid robot or an autonomous-weapons system. The public material points instead to software and platforms that could support unmanned systems, operators and mission-critical workflows.
Nokia and Tesi have called NestAI one of Europe’s fastest-growing physical-AI labs. That is a company characterization, not an independently verified market ranking.
How the partnership divides the work

Nokia’s role is therefore not presented primarily as supplying a foundation model. The strategic logic is integration: autonomous platforms need dependable links to sensors, operators and command systems, while networks and sensing are more useful when AI can interpret data and support decisions.
Nokia separately says it has launched a dedicated defense incubation business unit to co-innovate with partners in the United States, Finland, other NATO countries and Five Eyes countries. That is Nokia’s stated organizational strategy; it does not mean Nokia has become a prime weapons manufacturer or controls Finland’s defense-AI market. What changed after the funding announcement
The most important public follow-up came on July 9, 2026. In its operational-capability update, Nokia said the companies were developing initial capabilities that integrate:
- AI
- Deployable 5G
- Sensing
- Resilient connectivity
- Defense operations in denied environments
“Developing initial operational capabilities” is stronger than announcing an intention to collaborate, but it is not the same as confirming broad deployment, combat use, a production schedule or adoption by a named armed force.
Why denied environments matter
A denied environment is one in which communications, positioning, sensing or data access may be degraded, disrupted, jammed, intercepted or otherwise unreliable. Military and critical-infrastructure systems cannot assume that every vehicle, sensor and command center will have a continuous high-bandwidth connection.
The announced concept addresses that integration problem: mission planning, sensing, communications and AI need to keep working when links are intermittent or contested. The releases describe a development target, not immunity to jamming or a demonstrated solution to every networking failure.

What the €100 million can—and cannot—signal
Building defense-grade physical AI is capital intensive. The investment could fund specialist hiring, software and hardware development, testing, security work, demonstrations and partnerships needed to move from prototypes toward procurement.
It does not, by itself, establish commercial traction. The public announcements disclose none of the following:
- Nokia’s or Tesi’s individual investment amounts
- NestAI’s valuation or the ownership acquired
- The legal structure of the investment
- Revenue, backlog or product pricing
- Government procurement value or named end-user customers
- Deployment numbers, performance benchmarks or production dates
Tesi’s own account describes the investment as support for strategically important Finnish technology and a potential foundational partner for European defense and security environments. Read that as the investor’s rationale, not as proof that NestAI has already become such a supplier. The details are in Tesi’s November 20, 2025 announcement.

Nokia and Tesi frame the partnership around European technological sovereignty: retaining control over important AI, communications and sensing capabilities rather than relying entirely on suppliers outside Europe. Finland’s technology base and security environment give the project a natural domestic anchor, while Nokia says its defense work is intended to connect with NATO and Five Eyes partners.

There is also a dual-use case. The same combination of autonomous operation, secure networking and sensor integration could apply to infrastructure inspection, logistics, industrial security and surveillance. NestAI is therefore best described as defense-led, dual-use physical AI—not an exclusively military contractor.
The unresolved technical and procurement questions
Public descriptions leave several consequential issues unanswered:
- Whether systems are fully autonomous or designed for continuous human supervision
- Whether AI handles perception, routing, communications management, mission planning, decision support or a combination
- Whether NestAI supplies complete vehicles or integrates with third-party platforms
- What “deployable 5G” means in the specific architecture
- Which sensors are involved and how sensor data is fused
- How much processing occurs on the edge when links to command centers fail
- How systems operate when GPS or other positioning is unavailable
- What safety, cybersecurity, auditability and rules-of-engagement controls apply
These are not minor implementation details. Reliability with incomplete data, adversarial interference and changing conditions is substantially harder than demonstrating an AI model in a controlled environment. Defense procurement can also be slow, and export controls, security reviews and interoperability requirements may limit where a system can be sold.
What to watch next
- Named customers or contracts: A framework agreement, purchase order or identified defense user would demonstrate procurement beyond corporate statements.
- Field trials: Look for tests involving specific unmanned vehicles, sensors or tactical networks.
- Evidence under disruption: Demonstrated operation during jamming, intermittent links or loss of positioning would clarify the denied-environment claim.
- Safety and certification milestones: Human-oversight procedures, cybersecurity accreditation and interoperability testing will matter as much as model performance.
- Commercial expansion: Deployments in logistics, inspection or critical infrastructure would show whether the platform has a viable dual-use market.
Bottom line
NestAI’s €100 million backing is a combined Nokia-Tesi investment tied to a strategic partnership, not evidence that Nokia bought the company or that a fielded autonomous weapons system already exists. The July 2026 update shows the collaboration moving toward initial operational capabilities that combine AI, deployable 5G and sensing. The real test is still ahead: turning that architecture into secure, reliable and procured capability under the difficult conditions the partnership says it is designed to handle.
