Federal Student Loan Deferment vs. Forbearance: Which Should You Use When You Can’t Pay?

Deferment and forbearance both pause federal student-loan payments, but eligibility, interest, and forgiveness consequences differ. Learn which to check first when you cannot pay.

If a federal student-loan payment is unaffordable, check an income-driven repayment (IDR) plan before requesting a pause. Eligible borrowers may qualify for a payment as low as $0, which can be a better long-term solution than stopping payments. If you need only temporary relief, deferment can be less expensive than forbearance when you qualify and have subsidized loans, because interest generally does not accrue on eligible subsidized loans during a qualifying deferment. Forbearance generally adds interest to both subsidized and unsubsidized loans.

Neither option is automatic. Deferment requires a qualifying category, while general forbearance is usually discretionary and mandatory forbearance applies only when its conditions are met. Ask your servicer which relief you qualify for, what it will cost, and how it affects forgiveness. Keep making payments until the servicer confirms approval.

What deferment and forbearance actually do

Both deferment and forbearance temporarily suspend or reduce required federal student-loan payments. They are not the same program, and approval for one does not imply approval for the other. The correct choice depends on why you cannot pay, the type of each loan, how long the problem may last, and whether you are pursuing Public Service Loan Forgiveness (PSLF) or an income-driven repayment (IDR) discharge.

Deferment is category-based relief

A deferment is available only when you meet the requirements of a particular deferment category. The servicer may require a form, supporting records, and a defined start and end date. Eligibility is tied to your circumstances and loan program; a general inability to make the payment is not, by itself, a guarantee that deferment will be granted.

Interest treatment is the main potential advantage. During a qualifying deferment, interest generally does not accrue on eligible subsidized loans. Interest generally does accrue on unsubsidized loans. Your account can contain both types, so ask the servicer to analyze each loan separately rather than giving you one blended estimate.

Forbearance is either discretionary or mandatory

General forbearance is commonly granted at the servicer’s discretion. You normally identify the request type, complete the required form, and provide documentation if requested. A mandatory forbearance must be granted when you meet that type’s conditions, but the servicer still needs the required information and must process the request.

Interest generally accrues on both subsidized and unsubsidized loans during forbearance. Unless you pay that interest as it accrues, the balance can be higher when regular payments resume. Whether unpaid interest is added to principal (capitalized) depends on the loan and the applicable rules, so obtain the servicer’s written explanation before accepting the pause.

The central comparison

Decision point Deferment Forbearance What to verify
Eligibility You must meet a specific deferment category. General forbearance is discretionary; qualifying mandatory forbearance must be granted. Ask which category matches your situation and what proof is required.
Interest on subsidized loans Generally protected during a qualifying deferment. Generally accrues. Confirm the treatment for every loan in your account.
Interest on unsubsidized loans Generally accrues. Generally accrues. Ask for the dollar amount that will accrue during the proposed dates.
Forgiveness progress May affect discharge or qualifying-payment rules. Federal Student Aid says forbearance does not advance PSLF or IDR forgiveness progress. Get a program-specific answer before accepting either pause.
Process Category-specific request and documentation may apply. Request type, form, and documentation vary; approval is usually required. Do not stop paying until the servicer confirms the pause.
Best alternative to compare An IDR plan may lower the payment, potentially to $0 for an eligible borrower. Use the Federal Student Aid Repayment Calculator, then confirm final terms with the servicer.

Check an income-driven plan before pausing payments

Federal Student Aid recommends looking into an IDR plan before requesting deferment or forbearance when the need for a lower payment may last. An IDR payment is based on factors such as the plan, income, family information, and qualifying loan details. For some eligible borrowers, the calculated payment can be $0. A $0 IDR payment is not the same as ignoring a bill: when the plan is properly approved and current, it is the required payment under that plan.

An IDR plan can be especially important when your income problem is open-ended. A short pause can postpone the bill without solving the affordability issue; an IDR payment can provide a continuing obligation that is aligned with the program’s rules. Plan availability and eligibility can change with loan type, disbursement date, and federal policy. Borrowers who were in or considering the SAVE plan should review the current Federal Student Aid information about choosing another repayment plan rather than assuming their prior plan remains available.

Use the Repayment Calculator for a side-by-side estimate

The Federal Student Aid Repayment Calculator can compare estimated monthly payments, total paid, interest, possible discharge, and estimated payoff timing. The output is an estimate, not a promise of your account’s final terms. Your servicer determines the payment after verifying your loans, income information, certification, and plan eligibility.

  • Enter the loans and balances shown in your StudentAid.gov and servicer accounts.
  • Compare the IDR estimate with your current plan and any other plan for which the calculator says you may qualify.
  • Look at total interest and projected discharge, not just the first month’s payment.
  • Ask the servicer to confirm the actual payment, recertification date, and effective date before you rely on the estimate.

How interest changes the cost

Interest is the biggest financial difference between a qualifying deferment and forbearance. On a qualifying deferment, eligible subsidized loans generally receive an interest benefit, while unsubsidized loans generally continue to accrue interest. During forbearance, interest generally accrues on both subsidized and unsubsidized loans.

Accruing interest versus capitalization

Accruing interest increases what you owe even if the required payment is temporarily suspended. Capitalization is different: it adds unpaid interest to the principal balance. Once capitalized, future interest is calculated on the larger principal. Capitalization rules contain exceptions and vary by loan and circumstance. Ask these questions in writing:

  • How much interest will accrue each month during the requested period?
  • Will I be allowed to make interest-only payments while payments are paused?
  • Will unpaid interest capitalize when the deferment or forbearance ends, and on what date?
  • Will capitalization change my future monthly payment or extend the payoff date?

Do not assume that a subsidized loan is protected in every type of pause or that every deferment has identical treatment. The protection applies only when the loan and deferment meet the applicable requirements.

How a pause can affect PSLF and IDR discharge

If you are working toward PSLF or an IDR discharge, payment status matters as much as short-term affordability. Federal Student Aid states that forbearance does not advance PSLF or IDR forgiveness progress. A month in forbearance can therefore delay the number of qualifying payments you need, even though no payment is due during the pause.

Deferment can also affect discharge options, but the result depends on the specific program and deferment category. Before submitting a request, ask whether the proposed dates count as qualifying payments, whether they are excluded, and whether any special rule applies to your employment or loan type. Request the answer for the exact program you are pursuing; a general statement that a pause “counts” is not enough.

Questions for a borrower pursuing forgiveness

  1. Which forgiveness or discharge program am I pursuing: PSLF, an IDR discharge, or another program?
  2. Will each proposed month receive qualifying-payment credit?
  3. If the month will not count, can an IDR plan or another approved option keep me current instead?
  4. What records should I retain to prove the approved dates and status?

Step-by-step: what to do when you cannot afford the bill

  1. Confirm the account facts. Log in to StudentAid.gov and your servicer account. Record each loan’s type, balance, interest rate, current repayment plan, next due date, and payment status. Check whether a loan is already delinquent.
  2. Estimate how long the problem may last. A temporary gap and an ongoing income reduction call for different solutions. If the problem may continue, prioritize an IDR comparison instead of treating a pause as the default.
  3. Run the Repayment Calculator. Compare the estimated monthly payment, total paid, interest, projected discharge, and payoff timing. Save the results and note that they are estimates.
  4. Contact the servicer before the due date. Explain the reason for the affordability problem and ask which IDR plans, deferments, and forbearances are available for each loan.
  5. Request precise terms. Ask for the relief type, start date, end date, payment amount during the period, interest treatment, capitalization rules, documentation, and effect on PSLF or IDR credit.
  6. Submit the correct form and evidence. A deferment category may require different evidence from a general or mandatory forbearance. Keep copies of the form, uploads, confirmation number, and correspondence.
  7. Continue paying until approval is confirmed. A submitted request is not the same as an approved pause. Continue making scheduled payments unless the servicer tells you in writing that the approved status changes the amount due.
  8. Check the account after processing. Verify that the status, effective dates, next due date, and accrued interest match what you were told. Escalate discrepancies promptly.

When deferment is usually the better fit

Deferment is worth investigating when you clearly meet a deferment category and have eligible subsidized loans that would receive the applicable interest protection. The potential savings are strongest when the pause is short enough that accrued interest on other loans remains manageable and when the pause does not undermine a forgiveness strategy.

That does not make deferment automatically preferable. If most of your debt is unsubsidized, interest may continue during deferment. If your request is denied because you do not meet the category, waiting for an answer without paying can create delinquency. Compare the actual loan mix and dates rather than choosing based on the label alone.

When forbearance may be the available short-term tool

Forbearance can provide temporary relief when you do not qualify for a deferment or when a qualifying mandatory-forbearance rule applies. General forbearance is discretionary, so approval and duration are not guaranteed. The servicer may require documentation and may set a defined end date.

Because interest generally accrues on all subsidized and unsubsidized loans during forbearance, calculate the cost before accepting it. Ask whether paying the accruing interest during the pause is allowed and whether doing so would prevent capitalization. Also ask how the pause affects forgiveness credit. Federal Student Aid’s guidance says forbearance does not advance PSLF or IDR forgiveness progress.

Do not use missed payments as a substitute for approved relief

Stopping payment on your own does not create a deferment or forbearance. Federal Student Aid warns that missed payments become delinquent and can eventually default. The current guidance describes 90 days or more as a serious delinquency milestone and default after 270 days for the applicable federal-loan timeline. These figures describe consequences, not a grace period in which you can wait before contacting the servicer.

Delinquency can lead to collection activity and can complicate efforts to change plans or document your status. Contact the servicer as soon as you know you cannot pay, even if the due date has passed. Ask what immediate options are available and what payment is required while an application is pending.

Duration and changing federal rules

Relief periods are not unlimited promises. Deferment duration depends on the category and your continued eligibility. Forbearance rules can differ based on the type of forbearance and when the loans were received; current Federal Student Aid guidance distinguishes loans received before July 1, 2027, from loans received on or after that date for some duration rules. Because repayment-plan and forbearance policies are changing, verify the current rule that applies to your loan before relying on a stated maximum.

Ask the servicer to state the exact end date and what happens next. A pause may end automatically, require a new request, or convert to a regular payment. Put a reminder on your calendar well before the end date so you can compare an IDR plan or another approved option in time.

How to choose: a practical decision framework

Your situation First action Why
Your income has fallen and the problem may last months or longer Compare IDR plans before requesting a pause. An eligible borrower may obtain a payment as low as $0, avoiding an open-ended cycle of temporary relief.
You meet a deferment category and have subsidized loans Ask the servicer to confirm the deferment and interest protection for each loan. Eligible subsidized loans generally do not accrue interest during a qualifying deferment.
You do not qualify for deferment but need a short, defined pause Ask about general and mandatory forbearance and the approval conditions. Forbearance may be available, but general approval is discretionary and interest generally accrues on all loans.
You are pursuing PSLF or an IDR discharge Get written confirmation of qualifying-payment treatment before accepting either option. Forbearance does not advance PSLF or IDR forgiveness progress, and deferment treatment is program-specific.
Your payment is already late Contact the servicer immediately and ask what is due while relief is reviewed. Unapproved nonpayment can become delinquent and eventually default.

Examples of how the choice can change

Example: a temporary interruption with subsidized debt

Suppose a borrower expects a short interruption in income, qualifies for a deferment category, and holds a meaningful share of subsidized loans. The borrower should ask whether those loans receive interest protection during the approved dates and separately calculate interest on any unsubsidized loans. If the pause will not count toward a forgiveness program, the borrower should include the lost qualifying months in the decision.

Example: an ongoing affordability problem

A borrower whose income has dropped indefinitely should compare IDR first. If the estimated IDR payment is affordable, it may avoid repeated applications and preserve a clearer repayment status. If the estimated payment is still unaffordable, the borrower can ask about deferment or forbearance while confirming the interest and forgiveness consequences.

Example: a borrower waiting for approval

A borrower submits a forbearance request two days before the due date. Until the servicer confirms approval and the effective date, the borrower should treat the scheduled payment as due. If the account later shows an unexpected delinquency, the borrower can provide the confirmation and request a correction, but should not assume the pending request stopped the clock.

What to ask the servicer

  • Which deferment categories or forbearance types am I eligible for based on my current circumstances?
  • Is the option discretionary or mandatory if I meet the requirements?
  • What documents and signatures are required?
  • What are the exact start and end dates?
  • What payment, if any, is due while the request is pending?
  • How much interest is expected to accrue on each loan?
  • Will unpaid interest capitalize, and when?
  • Will the months count toward PSLF, IDR discharge, or another forgiveness program?
  • What will my next payment be when the relief ends?
  • Can I make voluntary payments during the pause, and how will they be applied?

Bottom-line checklist before you sign

  • Compare an IDR payment first, especially when the income problem may be long term.
  • Verify every loan’s subsidized or unsubsidized status.
  • Choose deferment only after confirming the qualifying category and documentation.
  • Choose forbearance only after understanding that interest generally accrues on both loan types.
  • Check the effect on PSLF or IDR forgiveness before accepting a pause.
  • Keep paying until the servicer confirms approval.
  • Save the approval notice, effective dates, and any capitalization estimate.
  • Recheck current Federal Student Aid rules because plan availability and relief-duration rules can change.

Federal Student Aid’s current guidance is direct: “You always have options if you can’t pay. Don’t wait to contact your loan servicer to discuss options.” Acting before a missed payment gives you the widest set of choices and the clearest record of what the servicer approved.
