Federal Funding Bill Collapses, Putting Farm Aid at Risk—Then Congress Passed a Replacement

Farm aid faced uncertainty when a December 2024 funding proposal was withdrawn. Congress resolved it days later with $10 billion in agricultural assistance, disaster provisions, and a one-year 2018 Farm Bill extension.

Farm aid was briefly at risk in December 2024 after House Speaker Mike Johnson withdrew a federal funding proposal amid Republican opposition. But the aid was not ultimately lost: Congress passed the American Relief Act, 2025, on December 21, including $10 billion in agricultural economic assistance, disaster aid provisions, and a one-year extension of the 2018 Farm Bill.

Why farm aid was at risk

The withdrawn proposal would have funded federal agencies through March 14, 2025, while also carrying disaster relief, policy extensions, and other provisions. After opposition from fellow Republicans, including then President-elect Donald Trump, Speaker Mike Johnson pulled it back. A possible fallback—a “clean” continuing resolution focused on keeping the government funded—raised the prospect that the additional farm and disaster aid would be left out. The concern was about what might happen during negotiations, not the final outcome.

Contemporaneous coverage described the withdrawn proposal’s disaster-relief price tag as $110 billion. That figure referred to the proposal as reported at the time; it is not interchangeable with the agricultural assistance Congress later enacted. Reuters’ December 2024 account covered the withdrawal and political dispute.

What Congress ultimately enacted

Congress passed H.R. 10545, the American Relief Act, 2025, and it was signed into law on December 21, 2024. The measure continued federal appropriations and included both disaster-relief funding and agricultural program provisions. Its agricultural assistance included $10 billion for economic assistance, as well as disaster assistance for specified losses and events. The law authorized assistance for qualifying losses associated with events in calendar years 2023 and 2024. Eligibility and assistance were subject to statutory conditions and terms established by the Secretary of Agriculture; the provisions did not make every farmer automatically eligible. The law also addressed livestock losses, state block grants in specified circumstances, technical assistance for interested uninsured producers, and reporting to Congress on implementation. What happened to the $10 billion in farmer assistance?

The $10 billion was authorized for economic assistance, with the Emergency Commodity Assistance Program (ECAP) providing payments based on planted and prevented-planted acres for eligible commodities for the 2024 crop year. In an update dated September 26, 2025, USDA’s Farm Service Agency said that more than $8 billion of the authorized $10 billion had been provided through ECAP. That is a dated progress report, not a final accounting of payments or a current October 2026 program balance. See the USDA Farm Service Agency update.

How the law affected the 2018 Farm Bill

The American Relief Act extended the Agriculture Improvement Act of 2018, commonly called the 2018 Farm Bill, for one year, through September 30, 2025. USDA says the extension continued Farm Service Agency safety-net and price-support programs, including Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC). The extension itself did not change the authorities for farm loans and disaster programs, which USDA identifies as authorized outside the Farm Bill.
