The FDA revoked authorization for brominated vegetable oil (BVO) in food on July 3, 2024. The rule took effect August 2, 2024, and gave manufacturers until August 2, 2025, to reformulate products, update labels and use up existing inventory. It is a U.S. regulatory action; the available official sources do not establish a global ban or quantify effects on the international beverage industry.
What is brominated vegetable oil?
Brominated vegetable oil is vegetable oil modified with bromine. In the use previously authorized by the FDA, it helped keep citrus flavoring evenly dispersed in some fruit-flavored beverages instead of allowing the flavoring to float to the top. The former U.S. limit was up to 15 parts per million in finished beverages, according to the FDA’s BVO overview.

Why did the FDA ban BVO in soda?
“Ban” is common shorthand for the FDA’s decision to revoke BVO’s U.S. food-use authorization. The agency concluded that the intended use was no longer considered safe in light of the available evidence, including studies conducted in collaboration with the National Institutes of Health. The FDA’s final rule describes potential health effects identified in animal studies; those findings should not be treated as proof of established adverse outcomes in people.
The human evidence has important limits. FDA’s rule notes that human clinical data on adverse events from BVO consumption are limited, and that published independent estimates of health outcomes from removing BVO are lacking. The agency’s action is a regulatory safety determination, not a quantified estimate of how many people were harmed or how much population health will improve.

When did the BVO ban take effect?
The rule’s publication, effective date and transition deadline are different milestones:

The transition period was not an extra year of permanent authorization. It gave manufacturers time to bring affected products into compliance. FDA reports that many manufacturers had already reformulated and that few U.S. beverages contained BVO.

Which sodas contain BVO now?
The cited FDA materials do not provide a current, brand-by-brand list of beverages containing BVO. The agency says few U.S. beverages contained it and many manufacturers had already changed their formulas. For a particular drink, check its current ingredient label rather than relying on an older list or assuming that all soda contained BVO.
The final rule removes the only authorized food use described in the record: stabilizing flavoring oils in fruit-flavored beverages. It does not mean that BVO was present in every soda, or that every beverage needed a formula change.

Will soda taste different after BVO was removed?
The rule does not require a particular taste change, and the official sources do not establish how a specific product’s flavor changed. BVO’s described role was to stabilize flavoring oils, so manufacturers could reformulate their products; what a consumer notices, if anything, depends on the individual beverage. The current label can show whether BVO appears in that product’s ingredients, but it cannot establish whether its taste changed.

No. The FDA action concerns authorization for food use in the United States. The official sources reviewed do not quantify international recipe changes, establish the rules in other countries, or measure global market effects. A U.S. rule may be relevant to companies selling in multiple markets, but the FDA action alone is not evidence of a worldwide prohibition or a specific change to products sold abroad.
