Pakistan’s Federal Board of Revenue (FBR) extended the filing deadline to November 30, 2025 for a specified group of taxpayers who had previously filed income-tax returns manually and needed help moving to online filing. The extension was not for all taxpayers, and it is now historical: the date has passed.
Who could use the November 30, 2025 deadline?
FBR Circular No. 6 of 2025-26 IR-Operations, dated November 4, 2025, covered taxpayers who had filed manually through 2024 and faced difficulty transitioning to FBR’s online filing system. The circular said manual return forms had been discontinued for the year.
FBR did not publish a count of the taxpayers covered. The extension should therefore be understood by its stated eligibility—not as a broader deadline change for everyone.
What did the extension change?
For the specified former manual filers, FBR set the filing date at November 30, 2025, using its authority under section 214A of the Income Tax Ordinance, 2001. The circular states: “Such taxpayer’s return filing date is hereby extended till 30.11.2025 in exercise of the powers conferred under Section 214A of the Income Tax Ordinance, 2001, for smooth completion of the process.”

FBR separately said the general Tax Year 2025 deadline would not be extended. That statement does not erase the special measure for the former manual filers described in the circular; the two announcements concerned different taxpayer scopes. What help did FBR announce?
FBR directed covered taxpayers to contact their respective tax offices for free registration and return-filing assistance. The circular says: “All such taxpayers are requested to contact their respective tax offices where they shall be assisted in registration and return filing free of cost.” It also said a field office would provide a lawyer without charge if legal assistance was needed during the year.

This was FBR’s announced offer of assistance in November 2025; it does not establish what support may be available now or what any individual taxpayer experienced.

Because November 30, 2025 has passed, taxpayers who still need to file or resolve a filing issue should check current guidance directly with FBR or their tax office. The 2025 extension does not establish a current filing deadline or grant a present-day extension. FBR’s ordinary due-date information is available on its tax return due dates page; check the applicable tax year and any later official notices rather than relying on the historical date.

Taxpayers seeking help can ask their tax office whether assistance is currently available. Private return-preparation services are optional; the announcement itself did not require hiring a preparer.
