FBR’s February 2026 Islamabad Property Valuations Rose by a Reported 15%–75%; DHA Excluded from That ICT Notice

Business Recorder reported that FBR’s February 2026 Islamabad valuation revision raised rates by 15%–75% and left DHA out of that ICT notice. Later FBR notices mean the current value must be checked in the applicable SRO table.

FBR’s February 2026 revision did not raise every Islamabad property valuation by a uniform amount. Business Recorder reported increases ranging from 15% to 75% and said DHA was excluded from that Islamabad Capital Territory (ICT) notification. Those are claims about the February notice—not proof that DHA is tax-exempt or excluded from every FBR valuation, or that the February figures remain current.

FBR subsequently listed amendments and later Islamabad valuation notices, including an August 2026 amendment. To check a property’s current FBR value, use the latest applicable SRO table and match the locality and property category.

What changed in the February 2026 Islamabad notice?

FBR’s official index lists SRO 163(I)/2026, dated February 2, 2026, for Islamabad immovable-property valuations. The next day, Business Recorder reported that the revision raised rates by 15% to 75%. That percentage range is the newspaper’s reported summary; it is not a uniform increase established for every property by the full official table.

The same report said DHA was left out of the ICT notification and that DHA was revised along with Rawalpindi. Keep the scope narrow: the report concerns DHA’s treatment in that February notice. It does not establish that DHA is tax-free, has no FBR valuation, or was excluded from later notices.

Are the February rates still the latest FBR values?

No reader should assume that the February table is the latest one. FBR’s index records a sequence of Islamabad notices and amendments:

For the current figure, consult FBR’s valuation portal and the latest applicable Islamabad SRO. The official index confirms that later notices exist, but its listing alone does not supply the detailed August table. Do not treat the February reported range as a current rate or use it to calculate a present-day property value without checking the operative table.

What does an FBR property valuation mean?

These notifications set tax-related fair-market values under section 68(4) of the Income Tax Ordinance, 2001. An FBR table value is a tax reference; the cited material does not establish that it equals the price a property would fetch in an actual sale. Nor does the reported percentage range show how much a particular owner’s tax bill or transaction cost changed.

For historical context only, FBR’s December 2025 SRO listed superstructure values of Rs 4,000 per square foot for residential or commercial structures up to five years old and Rs 3,000 per square foot for older structures. Those figures belong to SRO 2392(I)/2025; they should not be substituted for the later February, April, or August tables.

How to check the applicable value for a property

  1. Open FBR’s valuation portal and select the Islamabad material or notice that applies to the date and transaction you are checking.
  2. Use the latest applicable SRO table, including any amendment. The notice sequence includes SRO 163(I)/2026, SRO 332(I)/2026, SRO 644(I)/2026, and SRO 1335(I)/2026; verify the table itself rather than relying on the index description.
  3. Find the exact locality and match the property type and use: for example, residential or commercial, plot or built-up property, and the unit shown in the table, such as square yard or square foot.
  4. Check any additional distinctions the table makes, such as possession status or building age, before applying a value. Compare percentage changes only between the same locality and category in the previous and current versions.

For a tax liability or transaction-specific question, confirm the applicable date and table with a qualified Pakistani tax or property professional.
